and digital learning; are among
the common “value added
courses” suggested by the Uni-
versity Grants Commission
(UGC) in its new guidelines for
undergraduate students.

“overwhelming response” and
the signing of MoUs for invest-
ment has begun ahead of the
U.P. Global Investors Summit-
2023 to be held here on Febru-
ary 10-12, according to a state
government release.
In one of the highlights of the
globe-trotting endeavour so far,
a Canadian company signed a
memorandum of understanding
(MoU) with the visiting Uttar
Pradesh delegation in Toronto
(Canada) for investment worth
Rs 2050 crore for setting up a
multi-specialty hospital, medi-
cal college and medical device
manufacturing unit in Kanpur,
the state government communi-
qué said. Suresh Madan, chief
executive officer (CEO) of My
Health Center, a Canadian com-
pany, Madan signed the MoU,
the communiqué added.

PRAYAGRAJ : Moving a step fur-
ther to minimising use of unfair
means in its exams, the UP
Board has decided that students
appearing for Class 10 and Class
12 exams in 2023, will be given
answer sheets having barcodes
and monograms on them, offi-
cials said.
The Board has taken this initi-
ative with the aim of eliminating
the scope of manipulation of
answer sheets.
“Introducing the practice of
having barcodes and mono-
grams on answer sheets will
enable us to do justice with the
students, especially the meritori-
ous ones. This will also help us
put a check on unscrupulous ele-
ments trying to tarnish the
image of the Board for their own
interest, as the foremost priority
of the government is to conduct
fair and totally transparent
exams,” said Divyakant Shukla,
secretary, UP Board.
He added that the Board will
also random-check some answer
sheets using the barcodes which
will further put a noose around
those involved in copying.
Officials said that for the Class
10 and 12 examinees, the Board

stitched answer sheets to all dis-
tricts because in the previous
years there were complaints of
changing copies by removing the

page of the answer sheet of meri-
torious students that contain roll
number and other details with
that of student of their own
choice. Likewise, with the bar-
code printed in each answer
sheet, the copies of one centre
cannot be replaced by those of
any other centre by anyone,
thereby further minimising the
chances of answer copies getting
changed, purposely or other-
wise, or getting lost.
After the last date of registra-
tion, October 10, 2022, a total of
31,16,485 students have been reg-
istered for Class 10 and 27,50,913
have registered for Class 12.
In comparison, in the 2021-22
session a total of 51,92,689 stu-
dents had registered to appear in
the exams that began on March
24, 2022. This had included
27,81,654 for Class 10 and
24,11,035 for Class 12.

LUCKNOW : The Uttar Pradesh
government approved ten new
police stations, including four in
Agra, on Saturday. According to
the proposal, the new police sta-
tions would come up in Kanpur,
Agra, Mahrajganj, Pilibhit,
Kheri, and Shravasti districts.
In Agra, the Dauki and Eita-
mudulla police stations have
been split into Bamrauli Katra,
trans-Yamuna, Achnera, and
Kirawali police stations. Mean-
while, in Kanpur, the Araul out-
post has been upgraded to Bil-
haur police station.
In Kheri, the Sharadanagar
and Khamriya police outposts
will be turned into police sta-
tions. Similarly, the Karauli

PRAYAGRAJ: Thousands of chil-
dren from economically weaker
families -- who have been given
admissions into private schools
under the Right of Children to
Free and Compulsory Education
(RTE) Act -- are staring at
uncertainty as the state govern-
ment hasn’t released the money
for their school fees for the last
two years. This has led to the
school managements repeatedly
questioning officers and
employees of the basic educa-
tion department for their dues.
A requisition for the fee reim-
bursement owed to private
schools was last sent from Pray-
agraj on September 30 but even
after two months, the money
has not been released, officials
of the basic education depart-
ment concede. In Prayagraj
alone, the outstanding fees of a
total of 172 private schools --
amounting to Rs 2.81 crore --
have not been paid.
While most of the schools
have arrears for the session
2019-20, 2020-21 and 2021-22,
some have not received fees
under RTE from 2015-16, said
concerned officials.
“A report has been sent to the
state government after verifying
the demands received from pri-
vate schools regarding fee reim-
bursement for children admit-
ted under RTE Act provisions
for free education. The dues will
be paid as soon as the budget is
received,” said Praveen Kumar
Tiwari, Basic Shiksha Adhikari
(BSA)-Prayagraj. Under section
12.1.c of the RTE Act, children
belonging to EWS and disad-
vantaged groups are required to
be admitted in recognised

has witnessed an increase in the
number of ticket seekers for the
civic polls in Uttar Pradesh after
the party’s recent victory in the
Municipal Corporation of Delhi
(MCD) elections.
From a few enthusiasts, the
number of aspirants arriving at
the party office has gone up to
several dozen each day, accord-
ing to party leaders.

LUCKNOW: After the Lucknow
bench of the Allahabad high
court paved the way for appoint-
ment of government counsel, the
state government has started the
process for the same.

no prohibition by the court in its
order dated August 24, 2022, for

‘Murdered’ Mathura woman
found alive in Rajasthan

AGRA : A woman, who was sus-
pected to have been murdered
and for which her husband and
his aides were arrested and
jailed, was found to be alive
and living with her second hus-
band in Dausa, Rajasthan by
Mathura Swat team, police
said.
The woman will be pre-

Govt school principal 3 killed in road

MEERUT: The principal of a gov-
ernment school here was
booked for allegedly raping a
17-year-old girl student after
giving her some intoxicating
substance, police said on Sun-
day. The principal had on
November 23 taken nine stu-
dents of the school on a tour to
Vrindavan and took two rooms
in a hotel for lodging the girl
students. Eight students stayed
in one room, while in the other
room, the principal allegedly
stayed with a 17-year-old girl, a
Class 11 student.
The principal allegedly mixed
some intoxicating substance in
the student’s food and then
raped her. When the student
resisted, he threatened to fail
her in the examinations and
also kill her, station house offi-
cer of Hastinapur police station

The students returned to
their homes on November 24.
Initially, the girl remained quiet
about the incident but later nar-
rated the entire sequence of
events to her family members,
he said. Acting on the complaint
lodged by the girl’s father, a case

LUCKNOW: Three men riding on
a motorcycle were killed after an
unidentified vehicle hit them
under Pihani police station lim-
its of Hardoi district on Sunday
morning, police said.
Chief Minister Yogi Aditya-
nath condoled the death of the
motorcyclists and directed the
district magistrate and superin-
tendent of police to rush to the
spot and carry out relief and res-
cue operation.
Police officials said, the
deceased were identified as Raj
Kumar Kushwaha, Bablu Kush-
waha and Sanjay Kushwaha, all
residents of Raipur, a hamlet of
Jareli village. All three worked as
masons.

The police said the incident
took place when the motorcy-
clists were returning home after
overnight construction work in
Jahani Khera. They said the con-
dition of the bodies suggested
that they were hit by some heavy
vehicle near Pandrava village
around 5am.
Police officials said the low
visibility on the road due to mist
and fog in the region in the early
hours in the morning apparently
led to the accident. They said the
bodies have been sent for post-
mortem examination and their
family members have been
informed after ascertaining their
identities through Aadhar card
from their belongings. The
police officials said an FIR had
been lodged against unidentified

2 KILLED, 3 INJURED IN ACCIDENT

MAHARAJGANJ: Two people
died and three were injured in a
head-on collision between two
motorcycles, police here said on
Sunday. The accident occurred
in the Kolhui police station area
on Saturday night, they said.
The deceased have been identi-
fied as Ramjee Giri (30) and
Santosh (28), police said. The
condition of the three injured,
who were travelling on another
bike, is stable. The bodies have
been sent for post-mortem,
police said.

SHIMLA: Four-time Congress
MLA Sukhwinder Singh Sukhu,
a son of a bus driver, was sworn
in as the 15th chief minister of
Himachal Pradesh on Sunday at
a ceremony attended by a gal-
axy of senior party leaders
including Rahul Gandhi and
Priyanka Gandhi Vadra.
Governor Rajendra Vishwa-
nath Arlekar administered the
oath of office and secrecy to
Sukhu (58), as also to Mukesh
Agnihotri (60), the leader of
opposition in the outgoing
assembly, who will be the state’s
first deputy chief minister.
The elevation of grassroots
leader Sukhu marks a genera-
tional shift in the state Congress
which has been under the
shadow of former chief minister
Virbhadra Singh. Party leaders
paid floral tributes to Singh
before the oath-taking cere-
mony.
This will only be a third Con-
gress government in states
across the country after Chhat-
tisgarh and Rajasthan, and both
their chief ministers -- Bhupesh
Baghel and Ashok Gehlot --
joined Congress president Mal-
likarjun Kharge in attending the
oath-taking ceremony at the
historic Ridge ground in
Shimla.

MUMBAI: The Maharashtra gov-
ernment will soon set up a com-
mittee that will look into ways to
help women remain connected
with their families even if they are
into interfaith or intercaste mar-
riages, the state’s women and child
development minister Mangal
Prabhat Lodha said on Saturday.
This might help in preventing
incidents like the murder of Shrad-
dha Walkar in the future, Lodha
said.

‘value added courses’ for colleges

NEW DELHI: Understanding
India with a historical perspec-
tive; knowledge of India’s envi-
ronment in its totality; yoga edu-
cation; fitness and sports; and
digital learning; are among the
common “value added courses”
suggested by the University
Grants Commission (UGC) in its
new guidelines for undergradu-
ate students.
The UGC document, titled
“Curriculum and credit frame-
work for four-year undergradu-
ate programmes”, seen by HT, is
set to be notified on Monday. It
lays down guidelines to be fol-
lowed by universities and col-
leges set to enroll students under
four-year undergraduate pro-
grammes from this year.
Under the National Education
Policy (NEP) 2020, universities
and colleges will offer four-year
undergraduate degrees with
multiple exit and entry options.
On Saturday, HT reported that
the UGC guidelines suggested
that students will now get an
undergraduate “honours” degree
only after completing a four-year
course, instead of three years.

now take up courses of their
interest from ability enhance-
ment (language), skill enhance-
ment, and value-added catego-
ries in their first two semesters.
Under the Value-added cate-
gory (VAC), the higher education
regulator has suggested courses
such as “understanding India”,
“environmental education”, “dig-
ital and technological solutions”,
and “health and wellness”, “yoga
education”, “sports and fitness”.
Students can earn 6-8 credits
through these courses.
Through courses based on
“understanding India”, the UGC
aims to enable students to
acquire and demonstrate the
knowledge and understanding of
contemporary India with a his-
torical perspective.

artists, crafts persons, and simi-
lar entities to provide opportuni-
ties for students to actively
engage in on-site experiential
learning,” the document seen by

a national nutritional index that
will help evaluate and rank the
performance of states and Union
Territories in implementing the
government’s schemes, women
and child development minister
Smriti Irani has told Parliament.
“The Ministry is developing a
National Nutrition Index to
measure the annual national
performance and the perform-
ance of States and Union Territo-
ries on a select set of relevant
indicators,” Irani said in a writ-
ten response to a question raised
by Priyanka Chaturvedi, Shiv
Sena member in Rajya Sabha.
The indicators would include
nutritional outcomes, service
coverage, and resources and
inputs.
India does not have a measure
to rank hunger. It is planning to
launch the nutrition index at a
time when it has been critical of
the global hunger index ranking
system. The country ranks 107th
out of 121 countries, according to
the 2022 Global Hunger Index, a
peer-reviewed annual publica-
tion. Irani had said GHI has a
“flawed measure of hunger.”

Traffickers use govt portal to evade
authorities while smuggling animals

KOLKATA: Wildlife traffickers in
India are now taking the help of
the government’s Parivesh por-
tal in a bid to hoodwink enforce-
ment agencies while trying to
transfer smuggled exotic ani-
mals from one state to another,
officials aware of the matter
said.
Deputy director of the Wild-
life Crime Control Bureau’s east-
ern region, Agni Mitra, said: “We
have detected at least three to
four such cases in which fake
applications have been uploaded
on the government’s portal,
seeking transfer of some exotic
animal species from one state to
another.”
In June 2020 the Centre had
issued an advisory on how one
may apply through the centre’s
Parivesh portal to import exotic
species, declare their existing
stocks and transfer them from
one state to another.
A senior official in familiar
with the matter said some traf-
fickers have been found to be
taking advantage of this portal.
“The modus operandi is
somewhat like this. A person in
Karnataka, who needs an exotic
snake, would apply through the

NEW DELHI: The civil aviation
ministry has ordered a slew of
measures at the Indira Gandhi
International Airport to tackle
congestion , including asking
airlines to reduce flights and
deploy extra personnel.
The measures were ordered
days after Union Civil Aviation
minister Jyotiraditya Scindia
held a meeting with stakehold-
ers after air passengers com-
plained of increasing delays at
major airports such as Delhi

New study using low-cost drug
shows results in breast cancer

MUMBAI: Making use of carbo-
platin, a commonly available
low-cost drug, doctors at the
Tata Memorial Centre (TMC)
were able to increase the sur-
vival rate of patients suffering
from one of the most aggressive
forms of breast cancer. The drug
was found to be especially bene-
ficial for women below the age of
50, with the tumour being com-
pletely dissolved in 61 percent of
the patients.
The results of this study were
presented by Dr Sudeep Gupta,
professor of medical oncology at
TMC, at the ongoing San Anto-
nio Breast Cancer Symposium.
The study was conducted by the
Breast Cancer Working Group of
TMC on 720 women who were in
Stage Two and Three of triple
negative breast cancer (TNBC)
between 2010 and 2020. Some of
the participants in the trial were
given carboplatin injections
along with chemotherapy in a
treatment regimen that lasted
for almost six months. “One lakh
women in India are diagnosed
with breast cancer every year, of
whom at least one-third get
TNBC. The prevalence of this
type of breast cancer is about 45
percent in women younger than
50,” said TMC director Dr Rajen-
dra Badwe, who is also the prin-

treatment of TNBC, as the DNA
mechanism is already deficient
in this form of the disease.”
Besides an improved cure rate
resulting in no relapse for a
period of five years, overall sur-
vival too improved. In women
below 50 years of age, the
tumour was completely wiped
out in 61% of patients. Largely,
the patients tolerated the drug
well. “There were some side
effects like nausea. However,
they were minimal, non-life-
threatening. Considering all the
benefits of the drug, side effects
are not a major concern,” said Dr
Seema Gulia, professor of medi-
cal oncology at the hospital.

the southern Ukrainian city of
Odessa on Saturday after a night
attack by Russian “kamikaze
drones”, President Volodymyr
Zelensky said.

warned that repairs after the

BEIJING: Facing a surge in Cov-
id-19 cases, China is setting up
more intensive care units (ICUs)
and trying to strengthen hospi-
tals as Beijing rolls back anti-vi-
rus controls that confined mil-
lions of people to their homes,
crushed economic growth and
set off protests.
President Xi Jinping’s gov-
ernment is officially committed
to stopping virus transmission,
the last major country to try.
But the latest moves suggest the
ruling Communist Party will
tolerate more cases without
quarantines or shutting down
travel or businesses as it winds
down its “zero-Covid” strategy.
China will log hundreds of
thousands of Covid-19 cases in
the coming days but the vast
majority will recover in seven to
10 days, the country’s leading
epidemiologist has said as mil-
lions of homebound citizens
continued to cope with a sud-
den spread of infections amid
shortage of fever medicines and
testing kits on Sunday.
Beijing wore a deserted look
on Sunday as residents avoided
going out despite most malls,
shops and restaurants remain-
ing open following the abrupt
withdrawal of Covid curbs
including the mandatory
nucleic acid tests last week.
Some restaurants, however,
had to be shut down because of
several staff members catching
the infection. Beijing’s official
Covid count reported on Sunday
for Saturday was 1,661, a count
that belied widespread evidence
of a rapidly spreading outbreak
across the city of some 22 mil-
lion residents.

“The Omicron variant cur-
rently circulating in China is
more transmissible, but a
majority of infected people can
fully recover within a week,”

of the Annual Congress of Chi-
nese Thoracic Society.
“Ninety-nine percent of those
infected can recover in 7 to 10
days, and having a good rest is
conducive to the recovery,” he
added, according to the CGTN
report. Zhong added that the
vaccination rate of the whole
population needs to be
increased, particularly among
the elderly. “The infections of
Omicron mutants, including
BA.5 and BF.7, were nothing
scary, and most infected people
could completely recover in
seven to 10 days,” he said.

WASHINGTON : A Japanese
startup’s spacecraft was
launched to the Moon on Sun-
day in the country’s first-ever
lunar mission and the first of its
kind by a private company.
The launch was carried out
by Elon Musk’s SpaceX in Cape
Canaveral in the US state of
Florida after two postpone-
ments for additional pre-flight
checks.
The spacecraft, produced by
Tokyo-based startup ispace,
blasted off aboard a Falcon 9
rocket at 2:38am local time, live

Indian equity markets so far in
December, mainly due to the

the last four trading sessions
and pulled out ₹3,300 crore as
they are adopting a cautious

ceeds of its mega initial public
offering (IPO) for the proposed
repurchase of its own shares, as
rules prohibit such a move, peo-
ple familiar with the matter
said, adding the firm will use its
strong liquidity for the purpose.
Paytm has a liquidity of
₹9,182 crore, as per its last earn-
ings report.
The company’s board is
scheduled to meet on December
13 to consider a share buyback
proposal.
“The management believes
that given the company’s pre-

panies such as Facebook parent

NEW DELHI: Russia has for the
second month in a row
remained India’s top oil sup-
plier in November, surpassing
traditional sellers Iraq and
Saudi Arabia, according to data
from energy cargo tracker Vor-
texa.
Russia, which made up for
just 0.2% of all oil imported by
India in the year to March 31,
2022, supplied 9,09,403 barrels
per day (bpd) of crude oil to
India in November.
It now makes up for more
than a fifth of India’s oil sup-
plies.
According to Vortexa, an
energy intelligence firm, India
imported 8,61,461 bpd of oil
from Iraq in November and
5,70,922 bpd from Saudi Arabia.
The US was India’s fourth larg-
est supplier at 4,05,525 bpd.
India’s imports from Russia
in November were lower than
the volumes bought in October.
India’s appetite for Russian
oil swelled ever since it started
trading on discount as the West
shunned it to punish Moscow
for its invasion of Ukraine.
As per Vortexa, India
imported just 36,255 barrels per
day of crude oil from Russia in
December 2021, compared to
1.05 million bpd from Iraq and
9,52,625 bpd from Saudi Arabia.
There were no imports from
Russia in the following two
months, but they resumed in

tures (OCDs) to February 28, the
telecom operator said in a regu-
latory filing.

MUMBAI: The Reserve Bank of
India (RBI) has shortlisted
seven global consultancy firms,
including Pricewaterhouse
Coopers, McKinsey and Boston
Consulting Group (India), to use
artificial intelligence and
machine learning for supervi-
sory functions.
The RBI is looking to exten-
sively use advanced analytics,
artificial intelligence and
machine learning to analyse its
huge database and improve reg-
ulatory supervision over banks
and NBFCs. For this purpose,
the central bank plans to hire
external experts.
In September this year, the
RBI invited expressions of inter-
est (EoI) for engaging consult-
ants for use of advanced analyt-
ics, artificial intelligence and
machine learning for generat-
ing supervisory inputs.
Based on the scrutiny/evalua-
tion set out in the EOI docu-
ment, the central bank has
shortlisted seven applicants for
participating in the request for

from becoming the first back-to-

web show Mirzapur, and

her mind off Golu — the character
she plays on the show. “It started
to push me away from my real
self,” says Sharma, who has played
this character in the previous two
seasons as well.
“I thought for third season, it’ll
be easier going into and coming
out of that character, but I found
myself spiralling down once again.
In Golu’s life, there’s no good day
because there are too many
negative feelings — revenge,
hatred and regret. Bahut dard hai

that I’ve done or met in my acting
journey,” notes the actor.
