1. Who sponsored the Rizal Bill in Congress? What are their arguments in support?
- The Rizal Bill in the Congress was sponsored by Senator Claro M. Recto. The bill was
attacked based on its constitutionality and religiosity.
2. What are the arguments of the opposition bill?
- The bill represented an effort to delegitimize the Catholic faith. The 170 lines in Noli Me
Tangere and the lines in El Filibusterismo were contrary to church doctrine and the bill
may cause division in the country. Freedom of speech and religious freedom were
compromised by the pressure to read something that went against one's beliefs.
3. What is the importance of having dissenting opinion in democratic legislation processes?
- Dissenting views are crucial in democratic legislative processes because they help to
highlight divergent views on how to apply certain principles, interpret certain facts, or
interpret pre existing case law. When the opposition disagrees with the amendments
proposed by the proponent, it must be taken.

- Mandates that José Rizal courses be offered in all Philippine educational institutions. An

- As a law-abiding citizen we should not break the law. We need to be responsible and
honest in everything that we do. As a citizen we need to be the role model for the future

do your part as a citizen.
