Republic of the Philippines Department of Education REGION XI SCHOOLS DIVISION OF DAVAO CITY DIVISION MEMORANDUM 17 JAN 2023 No.__QQ000061 s. 2023 SUBMISSION OF DOCUMENTS FOR EQUIVALENT RECORD FORM (ERF), CONVERSION OF MASTER TEACHERS AND RECLASSIFICATION OF POSITIONS (SCHOOL HEADS) IN ELEMENTARY /KINDERGARTEN AND JUNIOR HIGH SCHOOL To: Cluster Heads / District Supervisors School Heads (Elementary and Secondary) School Administrative Officers The Division Office is now accepting applications for reclassifications of Kindergarten, Elementary and Junior High School Teaching and Related Teaching personnel subject to the following guidelines: 1. All application documents shall be submitted to the school where it will be pre- evaluated by School Administrative Officer Il / HRMO before submission to the District Office for elementary/kindergarten schools. This also applies to Junior High School where the designated HRMO shall do the same and forward to the Cluster Office. For big secondary schools, application documents may be submitted directly to the division office. Pre-evaluation of documents shall mainly focus on the qualification of applicants and compliance of required documents. 2. Only complete and pre-evaluated set of documents will be submitted to the Division Office with the attached Summary of Applicants (Annex A) and transmittal. Applicants must also register online through https://bit.ly /Reclass2023ElemJHS with the printout of the Response Receipt to be included in the application folder. Documents submitted to the Division Office which are not pre-evaluated/did not pass through the school, district or cluster office are not considered official applications and will be returned. Other documents to be submitted by the districts, clusters or secondary schools are Annex B and Annex C which can be downloaded from https:/ /bit.ly/Reclassification2023. 3, It is reiterated that School Heads shall coordinate with the Personnel Section for personnel who are applying for reclassification and at the same time applying for promotion. This is to avoid complications in the issuance of appointments and eventually in the chain promotion due to natural vacancy. 4. To ensure proper utilization of budget, applications will be attached with documents for appointment so that appointments will be promptly prepared and issued once the application for reclassification is approved and NOSCA will be issued by DBM (See Enclosure No. 2}. 6. Previous qualified applications which were not processed due to the cut-off set by the Regional Office will be prioritized this year. 7. The deadline for the submission of documents to the Division Office from Districts and Clusters is January 31, 2023. Districts and Clusters shall also set deadlines of the submission of applications to their respective offices. 8. General Guidelines: All application documents must be submitted to the schools. 2. Documents shall be checked and pre-evaluated by the school Administrative Officer Il (AO Il) / HRMO and forwarded to the District Office / Cluster Office. Checking and pre- evaluation shall focus on the qualification of the applicants and the completeness of the documents submitted. 3. Submission of applications to the Division Office must be attached with a transmittal and Summary of Applicants (Annex A). For Schools Districts with Master Teacher applicants, notarized Annex B must be submitted. Likewise, for secondary schools with applicants as Head Teacher (Subject Head) and Master Teacher positions, notarized Annex C must be attached. 4. All applicants must have rendered at least one (1) full cycle of his/her performance rating from last promotion unless specific number of years is required by the position applying for. 5. All Teacher I applicants must have rendered at least two (2) full cycles in his/her performance rating from original appointment. 6. PRC License of applicants must still be valid by October 2023 or later. 7. Original or authenticated copy of CAV will be submitted as part of the requirements for application of reclassification. To ensure the authenticity of said document, the Personnel shall conduct verification from the school where the applicant took his/her graduate studies, 8. In the online registration of applicants, the individual DepEd email is preferred. Applicants can only register ONCE. Multiple registration under the same name with the same position applied for is discouraged. Google will send a “response receipt" to the applicant's registered email which he/she must print out and place at the first page of his/her folder before submitting the same to the school reclass in-charge. Documents must be correct and complete based on the list of requirements to avoid delay in the processing of application. c. Schools/Districts must pre-evaluate submitted documents and therefore does not need to forward applications which do not meet minimum required qualifications for reclassification based on the guidelines. d. Notarized List of Teachers per Subject Area Annex) _| loriginal copy _| 9, Designation Order as Subject Coordinator/Head which is|1 authenticated still currently effective (SY 2022-2023) copy 2 original copies Specific Guidelines for Mi Elementary: 1, The total Master Teacher (MT) positions shall not exceed 10% of the total authorized teacher positions in the district, to wit: © Master Teacher I positions shall not exceed 6.6% of the total number of authorized teaching positions. * Master Teacher II positions shall not exceed 3.4% of the number of authorized Master ‘Teacher positions. © MT-I positions in each district shall not exceed 25% of the total number of MT-I positions, © MT-IV positions in each district shall not exceed 25% of the present number of MT-It positions. 2. Current Master Teachers shall be included in the counting of the total number of teachers in the district for the computation of the number of MT allocation. 3. However, if the circumstances warrant, Schools Districts are now allowed to accept and evaluate applicants beyond the aforementioned allocations for MT | and MT II subject to the {following conditions: + The total number of Master Teachers must not exceed 10% from the total number of teachers in the district (MTs to be excluded from the said total number of teachers) based on its latest teacher inventory. ‘Ifthe existing MT I in the district is already 6.6% of the total number of teachers and there are still available slots for MT Il but with no more qualified applicants, MT I qualified applicants can still be accommodated provided that the District Supervisor will issue a certification that there are no more qualified applicants for MT II in the district. «Likewise, if the MT II positions of the district have already reached 3.4%, but there are still available slots for MT I due to lack of qualified applicants, MT Il qualified applicants can still be accommodated provided that the District Supervisor will issue a certification that there are no more qualified applicants for MT I, 4, Master Teacher applicants from other districts can only be accommodated in a particular district if that said district has no longer qualified applicants among its teachers and there are still available MT allocation based on latest teacher inventory of the district. 5, To standardize the evaluation of master teacher applicants, application documents shall be evaluated by the Division Office with pre-evaluation conducted by the district office as to ‘the qualification of applicants and the authenticity, veracity and completeness of the documents submitted. Filled out Evaluation Form shall be submitted by the district to the Division Office. 6. Schools districts with no more available master teacher allocation based on the latest teacher inventory shall no longer submit application folders to the Division Office for evaluation. Junior High School: (One (1) Master Teacher position regardless of level may be allowed per subject area with at least 5-7 authorized teacher positions within the school. 2, Bach school can have more than one (1) MT per subject area, provided that there is already at least one MT each for all the subject areas, 3. Teachers should be included in the list under his/her major subject with corresponding item number per PSIPOP. The MT applicant shall be included in the counting of the number of teachers. 4, A teacher should only be counted in one subject area. No teacher should be included in two (2) or more subject areas. 5. Teachers should not be transferred from one subject area to another every school year. 6. The position of @ teacher whose item belongs to one school but reassigned to another school can be reclassified only to MT using the data on the number of teachers in the school where his/her item belongs as basis. His/Her reclassified position can no longer be transferred to the school where he/she is actually teaching/assigned to. 7. Schools with no longer available MT slots in a particular subject area based on latest teacher inventory are no longer allowed to submit applications for that subject area/s. (Qualifications for Master Teacher Positions 1. Master Teacher I Bachelor's degree for teachers or equivalent Very Satisfactory performance rating for the last two years, At least 3 years teaching experience ‘At least 25 points in leadership and potential or has been a demonstration teacher in the district level plus 15 points in leadership and potential. Other requirements and qualifications stipulated in existing guidelines for Master ‘Teachers 2. Master Teacher I Master Teacher I for at least one year Very Satisfactory rating as MT I Completed academic requirements for @ Master's degree in Education or its equivalent ‘At least 30 points in leadership, potential and achievement; or has been a demonstration teacher in the division level plus 20 points in leadership and potential, provided the activities or accomplishments listed for this purpose had not been credited or used for similar promotions. Other requirements and qualifications stipulated in existing guidelines for Master Teachers 3.
