F. $-1/2013 (CPP-ID=In exercise of the powers conferred by sub-Section (3) of Section 22 of the University Grants Commission Act, 1956 (3 of 1956) and in supersession of all earlier Gazette Notifications pertaining to specification of degrees, the University Grants Commission (UGC) with the approval of the Central Government hereby specifies the nomenclature of degree forthe purposes ofthe ssid section. SPELIMIED DEGREES Broad discipline-wise nomenclatures of degrees at all levels of higher education should be taken as the specified degree, which the universtiesfnstutions must adhere to, are given below. Alongside the nomenclature of the degrees, ‘minimum entry-level qualificaions and duation of the programmes have also been indicated. The information is presented in «tabular form for clarity. Universiesinsttutions may introduce Integrated and Dual Degree Programmes judiciously and with caution. A dual degree programme combines more than one subject, mostly in a horizontal spread, whereas an Integrated Programme is progressive land cumulative. The acedemic philosophy/ationale behind offering such integrated programmes should not be for ‘Sconomising on course requirements or award of double degrees in a fast track; on the contrary, an integrated approach Should involve a verticafnter-disciplinary discourse. A dual degree should aim for a better comprehension of the related Subjeets of study from a mult-dimensional perspective. This would necessarily entail an equal, if not more, course duration and a newer approach of curricular transaction and additional interactive courses. Thus an Integrated/Dual Degree Programme combining two or more disciplines shall be permissible only if there is no compromise on any of the course ‘requirements, viz, duration, number of papers and intensity of courses, taching/leaming hours, credits etc. Integrated and Daal Degree Programmes are therefore, be introduced by the universtie institutions subject the following conditions: 2) The Integrated/Dual Degree Programmes must not dilute the standards as prescribed under the Regulations made by the UGC and other Statutory authorities concemed in terms of syllabi, programme duration and examination requirements b) If the Integrated/Dual Degree Programmes intend to offer two separate degrees with an option for an interim ‘exit or lateral entry, the duration of the Integrated/Dual Degree Programme must not be less than the duration ‘equal to the sum total of the prescribed duration of the two degrees that are being combined in the Integrated/Dual Degree Programme, Provided that all such programmes would cay the nomenclature of "Integrated/Dual Degree (name of the frst degree) - (name ofthe final degree). Provided further that oth the degrees awarded under the Integrated/Dusl Degree programme shall be individually and separately recognised ‘as equivalent 1o corresponding degrees and not as one single integrated degree. ©) If the Integrated Programme intends to offer a single degree without permission to exit and lateral entry, the ‘programme duration may be relaxed by not more than 20% of the sum fotal of the prescribed duration of the two degrees that are being combined to make the single Integrated degree. General instructions: 1. Allthe changes in the nomenclature ofthe degrees, as notified herewith will come into effect from the date of their notification in the oficial Gazette 2. The above specified degrees shall be awarded by a University established or incorporated by or under a Central ‘Ack 2 Provinclal Actor a State Act or an institution deemed to be a University under section 3 or an institution specially empowered by an Act of Parliament to confer or grant degrees under section 22 ofthe UGC Act, 1956. 3. No University shall confer a degree in violation ofthe provisions of this notification. It shall be mandatory forthe Universities to adhere to the approved nomenclature of the degree(s) and ensure the observance of the minimum standards of instructions before award ofa degre as hereinafter prescribed. 4. The approved nomenclature may be followed by the specific area of specialization tobe refleted in parentheses. 5. The universities may launch new programmes of study relevant to the contemporary and emerging societal needs ‘and such innovation or specialization may be indicated in the parentheses within the nomenclature of any of the symaified degrees inthe Broad discipline’ area ‘The specified degrees shall be reviewed and updated by the UGC from time to time under intimation to all the ‘Specification of New Degrees 7. Henceforth, the Universities shall not introduce any new nomenclature of degrees unless there is avery strong and {genuine reason. Should a University intend to introduce @ new nomenclature, it shall approach the UGC for its Specification at leat six months prior to staring the degree programme along with the details ofthe courses of study prescribed for the degree as approved by the respective academic bodies of the university / institution, such as ~ ‘Board of Studies, Academic Couneil and Governing Council 8. All he universities (including affiliated colleges thereto) shall observe the minimum standards of instruction and prescribed norms for the grant of a degree which shall be imparted by the duly qualified teaching staff and Appropriate academic physical infrastructure facies as prescribed by the concerned statutory / regulating bodies, Such as University Grants Commission (UGC), All India Council for Technical Education (AICTE), Medical Council of Tndia (MCD, Pharmacy Council of India (PCD, Council for Architecture (COA), Bar Council of India2994 ‘THE GAZETTE OF INDIA, JULY 5,2014 (ASADHA 14, 1936) [Pax IlI-Sec. 4 (BCD, National Council for Teachers Education (NCTE), Dental Council of India (DCD, Indian Nursing Council (GNC), et. in their respective notifications regulations. 9. ‘The specified degrees offered by a University and the minimum standards of instruction and norms prescribed as laid down by the concerned statutory / regulatory bodies shall be prominently published in the admission brochure of concemed University / affiliated College and shal also be made available in their website. Inspection by UGC 10. Each University shall furnish information relating tothe conformity tothe above standards of instructions (including it affliated colleges) tothe UGC. 11. The UGC may cause periodic inspection of the Univesity and it affiliated colleges including extension regional study centers and such other facilities offering the courses leading toa degre. 12. After such inspection, the UGC may give reasonable opportunity fo the defaulting Universities / affiliated colleges to retify the identified deficiency non-coaformity. Consequences of failure of Universities to comply with tse instructions; 13. The defaulting University / Affiliated College shall be prohibited from offering any course for the award of unspecified degree. 14. Any degree awarded in contravention to this notification shall be deemed wo be an unspecified degsee and shall be Gectared as such by the UGC after duly satisfying itself as to the violation of this notification. The UGC shal give ‘doe publicity regarding the defaulting Universities! colleges and unspecified degrees offered by them for the {information of the general public. 15. __Itshall be the responsibilty of the respective University to keep a watch over the observance of prescribed norms by itself and by the affiliated colleges and disaffiiat the defaulting colleges to the extent of violations. 16. The UGC shal forward a copy of the order made under clause 14 above to the university concemed, and on and from the date of receipt of a copy of such order by the university the affiliation of such an institution, so far as it relates tothe course of study specified in such order, shall stand terminated. On and from the date of termination of ‘uch affiliation, and for the period of three years thereafter, approval shall not be granted to that institution to star such or similar degre or post-graduate degree programme. 17.
