CHED MEMORANDUM ORDER No. _46 Series of 2016 SUBJECT : DEVELOPING SUSTAINABLE AGRICULTURAL AND. FISHERIES EXTENSION PROGRAMS IN NATIONAL UNIVERSITIES AND COLLEGES IN AGRICULTURE AND FISHERIES (NUCAFs) AND PROVINCIAL INSTITUTES OF AGRICULTURE AND FISHERIES (PIAFs) 1. RATIONALE ‘The Commission on Higher Education (CHED) in coordination with the Department of Agriculture (DA) and other government agencies was mandated to establish a National Agriculture and Fisheries Education System (NAFES) by virtue of Section 66 of Republic Act (RA) No. 8435 otherwise known as the ‘Agriculture and Fisheries Modernization Act (AFMA) of 1997." NAFES aims to establish, maintain and support a complete and integrated system of agriculture and fisheries education (AFE), modernize and rationalize agriculture and fisheries ‘education from elementary to tertiary levels, unify the system of implementation of academic Programs and upgrade the quality and ensure sustainability and promote the global ‘competitiveness at al levels of AFE. To address these objectives, the National Universities and Colleges of Agriculture and Fisheries (NUCAFs) and Provincial Institutes of Agriculture and Fisheries (PIAFs) were identified. The selection of the NUCAFs and PIAFs were based on the following criteria namely, institutional accessibility, population, economic contribution of agriculture and fisheries in the community, quantity and quality of research studies conducted, degree of utilization of research results, quantity and quality of faculty members, type of facilities, linkages and potential contribution to agriculture and fisheries development in the target area. By virtue of CHED Memorandum Order No. 18 and 32 Series of 2009 and CHED Memorandum Order No. 25, Series of 2010, the following 31 National Universities and Colleges of Agriculture and Fisheries (NUCAFs) and 84 Provincial Institutes of Agriculture and Fisheries (PIAFs) were identified’ In light of the increasing Philippine population, improved food production and security is of utmost concem. However, the productivity of the country’s agricultural and fisheries sectors largely depend on the quality of knowledge, positive attitudes, relevant skills, and deepened engagement in agriculture and fisheries across all demographics, beginning from early childhood through adulthood, and across the whole socio-economic spectrum. Cutivating a critical mass of Filipinos with a deepened appreciation for agriculture and fisheries will in tum a) ramp up innovations in agricultural and fisheries education and extension, b) positively influence the development potential of farming and fishing communities, c) deepen the consumer consciousness about the role of farmers and fishermen in the food value chain, d) inorease the competitive edge of the country's agricultural products, e) stimulate career, professional and entrepreneurial/business interests in agrifisheries, and f) develop a sustainable agricultural and fisheries ecosystem. Hence, it is important that the agriculture and fisheries education, training and extension be of highest quality. ‘The Commission has allotted additional funds under the Higher Education Development Fund (HEDF) to further strengthen the RDE programs(projects of NAFES institutions aimed at improving the country’s food production, achieving food security, optimizing the benefits of the blue economy, and fostering inclusive growth and sustainable development. A total of One Hundred Twenty-Five Million (Php125 M) is allocated as grants-in-aid for NUCAFS and PIAFs to purposely fund extension projects that are distinctly higher education-related and distinguished from current grants provided by other government and private funding agencies (DOST, DOH, DA, etc.) and can address the abovementioned concerns and purposively meet the end goal of optimum agricultural productivity, I, ELIGIBILITY REQUIREMENTS 1. NUCAFs and PIAFs are encouraged to submit proposals that address issues relating to the process and effects of educating individuals, families and communities about food production, food security, farm productivity and the blue economy. 2. The project leaders/principal investigators must be from a NUCAF or PIAF. 3. The proposed extension project may focus on any of the following areas: a) Entrepreneurship education for farmers and fishermen b) Career advocacy campaigns in agriculture and fisheries for junior high school (Grade 7-10) ¢) Computer-aided modalities of delivering agriculture and fisheries extension 4d) Blended-learning technologies in agricultural and fisheries higher education ) Developing sustainable farm-to-industry linkages ) Marketing and financial literacy for farm and fishing communities 9) Developing science-based information tool kits h) Basic asset management education ’) Disaster risk-reduction and risk management education j)_ Integrated pesticide management k) Integrated pest management 1) Fisheries resource management ™m) Functional foods for health management 1n) "Know your consumers” program ©) Developing farm gate markets ) Rural energy education (ie., use of non-conventional energy sources for farming and fisheries) 4, The extension project should have @ proposed budget not exceeding Ten Million Pesos (Php 10M) and should be implemented within a maximum of 2 years. vA Ill. CALL FOR AND SUBMISSION OF PROPOSALS, Grants shall be awarded following a process that begins with a call for proposals by the CHED-Office of Planning, Research and Knowledge Management (OPRKM). Proponents are first asked to submit a concept note. These concept notes should be submitted electronically to the Research Management Division (RMD)of the CHED -OPRKM through e-mail at chedresearch@gmail.com, using the "CHED NAFES-EXTENSION Proposal Concept Note” template (Annex 1). Concept notes and application forms must be signed by the Project Leader and the President/ Head of the proponent HEI. Unsigned applications shall be considered incomplete and will not be processed, IV, PROPOSAL REVIEW PROCESS 4. Initial Screening Concept notes that have complied with the initial requirements will be first reviewed by the RMD-NAFES Secretariat. The RMD-NAFES Secretariat will contact the Project Leader/Principal Investigator if additional information is needed to complete the concept note. 2. ShortLis ing Concept notes will be referred to designated technical reviewers for short-listing Shortlisted proponents will be asked to submit a full-blown proposal for final selection. The process of short-listing shall take about 1 month. 3. Final Selection (Technical, Scientific and Financial Review) Ful-blown proposals will be presented and defended orally by the Project Leader/Principal Investigator and his/her team before a designated evaluation committee. Proposals must meet all ofthe following criteria 1D. Scientific and technical merit (Statement of purpose addressing food production and security at the localiregional/national level Statement of measurable extension outcomes (eg., technology adopters, Users, beneficiaries, trainings, publications) ‘Adherence to the extension framework and data analysis plan (Annex 2) ‘Mutti-disciplinal team composition Strict adherence to ethical standards Monitoring and evaluation pian Research and extension management capacity and track record of the members of the project team 0. Adherence to government accounting and auditing rules and regulations Only proposals that have been recommended by the Evaluation Committee shall be endorsed to the Commission-en-Banc (CEB) for approval V. AWARDING OF GRANTS Upon approval by the CEB, grants-in-aid shall be awarded and coursed through the institution of the Project Leader/Principal Investigator. VI. MONITORING AND EVALUATION ‘The proposal must include a monitoring and evaluation plan with clearly defined activities, timeline, financial resource estimates; clear and measurable indicators with baseline, targets, measurement methods, and data sources, with schedules for evaluation, surveys, and other activities; and plans for translating results into extension policies, new programs and projects in agriculture and fisheries. Members of the NAFES Technical panel or other designated experts may be tapped to conduct on-site visits, data quality check and verification and monitoring activities, to ensure high- quality, relevant and accurate implementation of the project. CHED shall establish mechanisms to ensure sustainability of effective programs for the purpose of improving existing policies, guidelines and procedures.
