The HRSG Main Body Specification shall be reviewed and used to provide any job specific requirements. ‘The Supplier shall be responsible to review Section 3.0, “APPLICABLE DOCUMENTS”, of the HRSG Main Body Specification to determine other applicable documents not explicitly referenced herein. DESCRIPTION ‘The HRSG Health and Safety specification provides requirements that shall be followed by the Supplier in the design of HRSG to mitigate risk of accidents and injuries and ensure a safe environment. This specification shall be followed in addition to CFR Title 29, Labor; Occupational Safety & Health Administration (OSHA) CODES AND STANDARDS ‘The HRSG Health and Safety requirements provided in this specification shall meet or exceed the requirements provided in the latest issue in effect (unless otherwise noted), at time of Purchase Order, of Codes and Standards of the following organizations and societies. The safety review shall assess the RISK (likelihood and severity of harm) of injury resulting from all potential HAZARDS (unsafe acts or conditions that can result in harm) that may arise during all aspects of the product life. For example; installation, commissioning, operation, failure, servicing, inspection, and repair or disposal of the equipment. In cases where the risk is determined to be unacceptable by GE, adequate hazard control measures will be implemented to mitigate the risk to an acceptable level Asa result of the safety review, the Supplier shall provide in the Operation and Maintenance Manual, all warnings and instructions that are necessary to mitigate the risk of injury. In addition, all warning tags shall be clearly visible on the equipment and noted on the drawings. 4.2 Safety Requirements 424 Ladders 4.2.1.1 All fixed ladders of more than 12 feet (3.5 m) shall be provided with cages, for countries in the BU, ladders of more than 10 feet (3 m). 4.2.1.2 Fixed ladders shall be provided with personnel protection as described in Table 1. 4.2.1.3 Cages shall extend a minimum of 42 inches (1050 mm) above the top landing, as shown in Figure 1. Cages shall extend down the ladder to a point not less than 7 feet (2135 mm) and not more than 8 feet (2500 mm) above the base of the ladder. 4.2.1.4 — Fixed ladders, more than 8 feet (2500 mm), except those at ground level that have platform boundary located within a distance of 6 feet (1800 mm) from the center of the rung shall be provided with a protective structure as shown in Figure 2. 4.2.1.5 Fixed ladders, less than 8 feet (2500 mm), that are at elevated location and have platform boundaries located within a distance of 6 feet (1800 mm) from the center of the rung, shall be provided with a protective structure as shown in Figure 2 or Figure 3. The height of the structure shall be 8 feet (2500 mm) from the platform. A grid of horizontal and vertical spacers shall be welded on this structural frame to restrict a person from falling off. The clear distance between any two spacers shall not be more than 12 inches (305 mm). The grid shall be designed to withstand the horizontal impact load of 250 Ibs. (1115 N) in any direction 4.2.1.7 The protective structure shall be applied on all platform boundaries within 6 feet (1800 mm) from the center of the rung of the ladder. 4.2.1.8 Surface Finish of all Protective Structures shall be as described in Appendix B49. Elevated Access 4.221 Other access, such as manholes and access doors etc. at elevated locations that have platform boundaries located within a distance of 6 feet (1800 mm) shall be provided with a protective structure as shown in Figure 3. Vent and Silencer Discharges 4.2.3.1 A discharge of a vent or a silencer shall be located away from any access platform, ladder or stair at a minimum distance of 20 feet (6100 mm) horizontally and 10 feet (3000 mm) vertically and routed to a safe area. 4.2.3.2 Any vents located at the grade level shall be routed to the top of the boiler. 4.2.3.3. “Vented Cover Plate” (ic., Safety Valve) piping shall be routed per manufucturer’s recommendation to ensure no potential hazards to personnel, By-Pass Stack Exhaust Gas 4.2.4.1 No platforms, ladders or stairs required to be used during operation of the HRSG shall be located above the exit elevation of the By-Pass Stack and within a 100 foot (30 meters) radius cylinder having the same axis as the radius of the By-Pass Stack. Maintenance Access in the Hot Boxes 4.2.5.1 If the HRSG is designed such that the access to a cavity between finned tubes is provided through a door located on the Hot box wall; a clear minimum unobstructed path of 4 ft. 6 in. (1375 mm) height and 3 ft. (915 mm) width shall be provided between the manway in the hot box and the entrance to the cavity.
