Delimitation Commission presents report

report on Friday, President
Masisi said the consultation
process had proved that
tranquillity and peace still
reigned in the country, adding

of law from both members of
the commission and the public.
“This is a true reflection of
democracy. I am proud that
the commission has carried out
its job as per the law requires
without undue interference. You
were free to consult everyone
and the public and all other
concerned stakeholders were at
liberty to air their views,” said
President Masisi.
President Masisi also
indicated that chairperson of
the Delimitation Commission,
Justice Mokwadi Gabanagae,
was given the responsibility
through a legal process
done by the Judicial Service
Commission.
Therefore, he said it was
without doubt that the contents
of the report were the views
of the general public and
stakeholders that were engaged
by the commission.
“I am of no doubt that the
general public will be happy
with the contents of the report,”
he said.
Dr Masisi noted that any
other questions or issues, which
required clarity were sent to
the relevant authorities to assist
prior to finalising the report.
He added that some of the
issues raised but deemed
not relevant to the report of
the commission should be
forwarded to the relevant
authorities.
For his part, Justice
Gabanagae said the contents of
the report were gathered from
the consultation meetings with
various stakeholders.
Mr Gabanagae said the
commission admitted both oral
and written submissions from
individuals, organisations and
interested groups.
He also indicated that even
though the commission had
successfully carried out its
mandate, the COVID-19
restrictions were a hindrance.
“Our consultation meetings
were restricted to last for
two hours and we would
not accommodate all those
that wanted to comment but
I believe we have done our
job diligently,” said Justice
Gabanagae.
However, he said those
who were not able to present
their issues in such gatherings
were advised to do written
submissions.
He assured that written
submissions were part of the
report.
He revealed that the
Delimitation Commission
encountered questions relating
to its eligibility, powers and
whether it was carrying out its
powers independently.
“They questioned whether the
commission has the powers to
whether it was carrying out its
duties without undue influence,”
he said.
Justice Gabanagae said it was
not the first time such a question
was asked during the Delimitation
Commission process.
“The question was not new,
it was put before the previous
Delimitation Commission,” he
added. He also indicated that
the public wanted to know if the
Delimitation Commission had the
power to increase the number of
constituencies or make some final
decisions that Parliament would
not interfere with.
The Delimitation Commission
was appointed on May 13, 2022,
sworn in on May 27 and started
consultations on June 20 at
Kachikau kgotla.
Consultations were concluded
on November 28.
The commission visited 104
towns and villages, where 106
consultation meetings were held
at the kgotla and community

Sese new primary school project takes off

million primary school in Sese
has commenced.
The project is expected to be
completed by August 2024. The
project has been awarded to two
contractors. Roy Kend Civils has
been awarded the four double
storey classroom blocks, one
single storey classroom block,

paving to the tune of P34.2
million while L. M Serole will
construct five double storey staff

Roadshow creative industry resuscitation strategy

nationwide roadshow was
necessary to cushion the creative
industry from the devastation of the
COVID-19 pandemic, President Dr
Mokgweetsi Masisi has said.
Speaking at the award ceremony
for the roadshow’s 30 finalists in
Gaborone on Saturday, he pointed
out that the industry was hardest hit
by the pandemic.
Aimed at celebrating RB2’s
30th anniversary, Dr Masisi said
government saw it fit to leverage the
roadshow to unearth talent in music
production and the performing arts
as a way of capacitating the sector
which had the potential to produce
value chain income streams.
He said the roadshow
demonstrated support, particularly
in terms of injecting confidence in
all the participants.

fact that the industry continues to
sustain many people’s livelihoods
as the creatives trade the works
of their creativity to provide
boundless joy to souls in various
genre of music and dance, as well
as through films,” the President

Bonyongo as a hard worker and a

East District Council chairperson’s
memorial service in Nlapkhwane
on Friday, he praised the deceased
for standing resolute with the BDP
until his final day.
The President said the fact
that the late councillor fell ill at a
BDP regional meeting in Mosetse
affirmed his dedication and love
for the party.
“Mr Bonyongo loved the BDP
wholeheartedly to the last day,” he
said.
President Masisi said the
deceased had contributed to the
party’s success having groomed
many leaders.
He thanked the Bonyongo family
for allowing their father to pursue
a career in politics and urged BDP
members to protect the deceased’s
legacy by uniting during the bye-
election to ensure retention of the

Official hails Batswana pharmaceuticals

hailed for joining the world in
ensuring that medical devices and
pharmaceutical products needed to
combat COVID-19 were available.
Speaking during a workshop
on medical devices hosted by
Botswana Bureau of Standards
(BOBS) in Gaborone on Thursday,

urged to use the diversity of skills
gained from their research projects
to form consortia of businesses
and employ themselves.
Speaking at the scholarship
awards ceremony on Thursday,
UBF chairperson, Mr Satar Dada
encouraged students to use their
education to diversify the economy
of the country.
“Use the different social safety
schemes to access funding that
could lead to self-sufficiency and
grow the economy,” Mr Dada said.
He reminded recipients that their
skills were their greatest resource,
which could unlock their future
and thus implored them to use the
opportunity to improve their lives
and those of their fellow citizens.
He said government was
concerned about the growing
unemployment rate and was
doing the utmost to come up with
employment creation schemes.
In his welcome remarks, UB
Vice Chancellor, Prof David Norris
said there was need for students
to research and innovate to help
the university drive the economy
of this country as expected. He
said the major commodity of any
country is its knowledge base,
adding that UB was thus keen
to increase cohorts of PhDs and
Masters programmes, targeting 30
per cent.
A recipient, Ms Onneile
Motlhaapula, expressed gratitude
for the investment, adding, “I feel
empowered by this scholarship and
vow to graduate as an innovator”.
Ms Motlhaapula received a
scholarship to study for MSc
Environmental Science studies.
“This recognition is not only a
validation, but a transformative
power of education,” Ms Pretty
Tsokedi, who is pursuing her MSc
Art Economics, said. She said the
scholarships had given them an
opportunity to emerge as fully
fledged graduates at the end of
their programmes.
The UBF has, since 2002, been
sponsoring students to pursue their
senior degrees. On Thursday, 23
students received the scholarships
with two of them from Northern
Trust. The scholarships cover
various disciplines such as science,
health, education and engineering,

Dr Karabo Thokwane recognised
the medical device industry
for adapting well to the current
occupational ecosystems brought
about by COVID-19 that resulted
in the global slow movement of
supplies in countries.
Dr Thokwane, therefore,
applauded companies that
identified the circumstances
as an opportunity to set up
manufacturing sites locally to
ensure production of medical
products or devices that covered a
wide range of supplies needed in
the healthcare system.
She said Botswana imported
all its pharmaceutical products
and biomedical equipment from
different geographic locations
such as Europe and Asia, hence
imperative for stakeholders to
stimulate local production as
well as develop effective linkages
through licensing and agency
agreements with those that held
patents and rights of such products
or devices.
Dr Thokwane pointed out that
for Botswana to achieve active
participation in the pharmaceutical
and medical devises global
trade ecosystem, compliance to
standards was paramount.
She, therefore, said the industry
as a whole needed to collaborate
more with the BOBS, adding that
in doing so they would contribute
effectively to the Reset Agenda
as well as the national aspirations
espoused by the national Vision
2036.
“Access to good quality,
affordable and appropriate health
products is indispensable to
advance universal health coverage,
address health emergencies and
promote healthier populations,”
said Dr Thokwane, adding that
without medical devices, common
things such as bandaging would
not be possible.
Dr Thokwane said there were
estimated two million different
kinds of medical devices in
the world market, adding that
medical devices were considered
a fundamental component of the
health system.
She further highlighted that
medical devices applications in
healthcare systems continued to
increase as they were essential
part to prevent, diagnose, treat and
rehabilitate illnesses and diseases
in a safe and effective way.
She said steps involved in
their manufacturing, regulation,
planning, assessment, acquisition,
and management were complex,
but it essential to guarantee their
quality, safety and compatibility
with the environment in which
they were used.
Dr Thokwane acknowledged
BOBS and members of the
technical committee in their efforts
and achievements thus far, saying
they expedited the development
of standards for the devices that
were used to combat the pandemic,
for their active participation at
regional and international level
to ensure that Botswana had
access to latest trends on medical
devices, information shared and
encouraging business community
to venture into local production of
the devices.
She also hailed government
for intensifying efforts to lure
international pharmaceutical
players, saying that demonstrated
the determination of government
in strengthening international
partnerships in the drive to
improve livelihoods of Batswana
through sustainable development.
Since the medical products
industry was a multi-billion
dollar one, she said there were
opportunities for small, medium
and large businesses and
encouraged Batswana to venture
into them to help leap-frog the
economy to high income status.
She commended BOBS and
Botswana Medicine Regulatory
Authority (BoMRA) for their
collaboration in ensuring standards
were implemented through
regulations, and encouraged all
to implement and promote use of
standards.
Welcoming participants into the
workshop, the managing director
of BOBS, Mr Botsile Kebapetse
said good health and wellness were
basic human rights and conditions
for development, adding that
Botswana recognised the need
for the improvement of the health
sector.

Matsha to celebrate 40th anniversary

Matsha Senior Secondary School
40th anniversary celebrations in
Kang are said to be progressing
well.
The 40th anniversary celebrations,
spearheaded by Matsha Alumni
and other relevant stakeholders are
scheduled for March 31.
This was revealed by Dr
Lopang Maphale, Matsha Alumni
and member of the organising
committee on Thursday in
Gaborone that the celebration
was an endeavour to appreciate
and recognise the sacrifices made
by the community of Kang and
other surrounding village to have
exercised patience and upheld the
spirit of volunteerism to build the
school.
Dr Maphale, a lecturer at the
University of Botswana said the
occasion was also to appreciate
former teachers and the school
management for building and
shaping some of the former students
who today play a significant role in
the development of the country.
The school opened its doors to
students from Kgalagadi North
and other localities 1982. Despite
experiencing heart-breaking
reason they found it fit to bring all
key stakeholders to share relevant
information in implementing
standards for medical devices,
ensuring that quality medical
products were available in markets
as well as to share opportunities
available to explore.
He said BOBS had an important
role of ensuring that government
regulations were implemented
with ease through availability of
standards and timely conformity
assessment services.
Mr Kebapetse said in 2020 when
COVID-19 hit the globe, Botswana
joined the world in ensuring that
products needed to combat the
pandemic were available, and they
implemented the use of mask (BOS
845:2022), hand sanitizers (BOS
844:2020).
Mr Kebapetse said they had
since noted the continued increase
in small and medium enterprises
challenges over the years, Dr
Maphale said the school has
remained relevant, intact and
operational.
Additionally, Dr Maphale said
the anniversary celebrations were
meant to motivate the current crop
of pupils at Matsha, of which the
majority were from less developed
localities to believe in themselves
and focus on their academic journey
despite their social background and
upbringing.
For his part, the chairperson of the
Matsha Alumni 40th Anniversary,
Dr Mosiamisi Mokgolele has noted
that a series of fundraising activities
were ongoing. Dr Mokgolele said
their target was to raise P400 000
to cater for logistics and other
necessities.
Dr Mokgolele, a Senior Lecturer
at Botswana University of
Agriculture and Natural Resources
said part of the generated funds
would be channeled towards
developmental projects in the
school.
Meanwhile, one of the Matsha
Alumni and current MP for
Kgalagadi North Ms Talita
Monnakgotla has applauded the
Matsha Alumni for the spirit
of selflessness and the will to
remember and give back to an
interest in the manufacturing and
packaging of medical devices
including increased appetite for
the relevant standards, which
has resulted in 20 requests for
standards on medical devices since
the beginning of May 2020.
“To that end, 14 standards have
been developed in this field and are
available for purchase,” he said.
Mr Kebapetse said BOBS would
continue commitment to ensure for
participation in the international
and regional standardisation work
continued to bear fruit, adding that
to date, more than 100 standards had
been adopted from international
standards bodies, while 21 unique
standards were awaiting approval
at regional level.

some facilities in the school were
in dire need of major maintenance,
therefore whatever the alumni were
intending to do in relation to some
developments in the school was a
welcome development.
Ms Monnakgotla said one of the
projects identified by the alumni
was the refurbishment of the
students’ assembly point. She said
the assembly point would be re-
designed to have a shade cover to
cater for harsh weather conditions.

PS encourages embracing of PWDs

GABORONE - The public has
been urged to engage people with
disabilities (PWDs) in various
aspects of life.
Permanent secretary in the
Ministry for State President,
Ms Goitsemang Morekisi made
the call on Friday in Gaborone,
during the official opening of
the Disability Resource Centre,
mentioning that government was
aiming at promoting inclusion of
PWDs in communities.
She, therefore, challenged all
to fully accommodate PWDs
and improve their human rights
status as well as ensure that the
whole nation abide by the eight
principles of the convention
Botswana was currently
developing.
She said for true inclusion to
happen, the entire Botswana
community must collectively
contribute.
“Batswana should go back to
their roots of volunteering, which
has been the cornerstone of
disability support in Botswana,
people could volunteer their
skills, time and resources to
support the sector of PWDs,” she
said.
Ms Morekisi thanked the
Embassy of Canada, which
contributed significantly to the
Resource Centre project, as
well as the Sir Seretse Khama
Memorial Fund for PWDs Board
of Trustees who took part in the
sponsorship.
She said the Resource Centre
was conceptualised to close
service gaps in education
on rights for persons with
disabilities in order to promote
more inclusive development and
nurturing and supporting parents-
led organisations and other
disability service organisations
to better serve individuals with
disabilities.
She said the Resource Centre
came at the right time when
Botswana had just acceded to the
United Nations Convention on
the Rights of PWDs and had just
approved the National Disability
Policy.
She said accession to the
convention came with some
commitments meant to improve
the quality of life for PWDs that
Botswana needed to fulfill.
She, however, reiterated that
such did not refer to government
alone, but to other stakeholders
to take part, adding that as much
as government needed to develop
a responsive policy framework,
the business community
needed to open up employment
opportunities for PWDs and
support value-add projects.
Ms Morekisi acknowledged
some advancement made in the
country in supporting PWDs
among them the establishment
of the National Disability
Coordinating Office in the
Ministry for State President to
coordinate all government efforts
towards mainstreaming disability
in the national development
agenda.
She also cited the provision
of the disability cash transfer to
support qualifying individuals
with disabilities.
Further, she said government
was applying affirmative action
across different government
departments towards PWDs
such as land policy guiding land
allocation, reduced entry marks
for tertiary education for learners
with special needs and local
procurement scheme supported
by the newly approved Economic
Inclusion Act.
She hailed Botswana Council
for the Disabled (BCD) for
embracing disability in their
initiatives, as well as providing
services to PWD since the late
1960s, adding that they continued
to do so even with limited
resources.
She said she believed that
through the Disability Resource
Centre, BCD would have a
coordinated, structured and
evidence-based programme
that would monitor human
rights situation of persons with
disabilities across the country,
document cases and liaise with
the Disability Coordinating
Office and other stakeholders
to find long term solutions
to challenges experienced by
PWDs.
She hailed the gains made
by BCD, ‘but at the same time
we appreciate that there are
still challenges that need to be
addressed in the sector’.
For her part, on the funding
initiative, the programmes
manager in the Embassy of
Canada to Zimbabwe, Ms Jessica
Dawson said Canada sought to
reduce barriers and increase
opportunities for PWDs.
Ms Dawson further said
they worked to ensure their
full participation in the society
adding that Canada had a strong
legislative framework that
guaranteed the equal rights of
PWDs.
She, therefore, said the
Disability Resource Centre would
make a difference to PWDs and
meaningfully contribute to public
education on rights for PWDs,
advocate for implementation
of international and domestic
legislation, policies and laws
promoting rights of PWDs as
well as promote access to justice
by persons with disabilities
through their corporate social
responsibility initiatives.
For his part, the BCD executive
director, Mr Moffat Louis said the
Disability Resource Centre was
conceptualised to address gaps in
service delivery to persons with
disabilities.
He said the most pressing
challenges had to do with
insufficient information on rights
for persons with disabilities,
which usually led to human rights
violations such as discrimination
based on disability, denied access
to mainstream services such as
education, health and access to
public spaces in buildings and
transport.
“The resource centre will
hence provide two critical
services meant to address this
challenge,” he said, adding
that it would provide human
rights education to persons with
disability, highlight human rights
violations, and educate the public
on available remedies to such
violations.
He further said it would work to
promote access to justice, adding
that the human rights and para-
legal unit would have a structured
system of case management,
working with partner entities
such as UB legal clinic, Legal
Aid and other organisations,
which could assist with litigation
to pursue cases of human rights
violations.
Mr Louis said the centre
would also provide incubation
services/grassroots organisation
development programme, adding
that through the programme,
BCD would incubate grassroots
organisations with big ideas
on value-add projects meant to
promote full inclusion of PWDs.
He said it could be projects
across sectors such as business
for persons with disabilities,
sports, community services
and employment including any
value-add projects deemed to
have necessary flair to improve
the quality of life for individuals
with disabilities.
These will be piloted and
supported through the Disability
Resource Centre. BOPA

The company which identified
itself as a leading player in the
manufacturing, wholesaling,
retailing and auctioning of
diamonds and jewellery established
its operation in Gaborone in 2022.
Briefing the media on Friday,
StarGems Head of Manufacturing,
Mr Sandeep Kolambekar said the
Harry Oppenheimer Diamond
Training School provided training
in diamond manufacturing and
evaluation sectors.
Mr Kolambekar said the
school was certified by the South
African Bureau of Standards
(SABS) to run ISO 9001:2015
Quality Management System
and was an Authorised Training
Provider (ATP) for the Mining
Qualifications Authority (MQA).
“Through our CSR we hope
to run a number of training
throughout the year that will
empower both our employees and
the citizens.
We are committed to this pursuit
hence why we are dedicated to
paying a service fee of P1.5 million
to the school each year,” he said.
He said the free courses offered
would include Rough Diamond
Valuation, Diamond Essentials and
Polishing Training, and said their
plan was to provide jobs for all
training as their company scaled
up.
Mr Kolambekar reiterated that
employment creation was the
first step that his company took
and they were looking forward to
creating more.
He added that beginning March
2023 they would be up-skilling

to process 2 000 to 3 000 carats
of rough diamonds monthly,” he
said.

Botswana and the entire Southern

Plans underway to
certify three airports

MAUN - Civil Aviation Authority
of Botswana (CAAB) is working
on certifying all the airports to be
at par with international standards,
CAAB director of Airport Services,
Mr Isaac Mabote has said.
Welcoming the BONA 2027
Secretariat during tour of the Maun
International Airport, Mr Mabote
said certification would make the
facilities more secure, safer and
regular in accordance with all the
international standards of the Civil
Aviation Organization.
He said the Sir Seretse Khama
International Airport had already
been certified and plans were
underway to certify Kasane, Maun
and Francistown facilities.
“Certification of facilities is one
of the positive things we have been
doing towards the country’s bid to
host the 2027 AFCON. We want to
make our facilities more secure,”
he added.
Mr Mabote further assured the
team of their support saying that
CAAB was excited to be part of
the process that facilitated the
country’s success in its bid.
Earlier on, CAAB manager -
Maun Mr Baliki Moremi said
the airport terminal building was
designed to accommodate 271
passengers per hour. The airport

as there were small aircraft with a
carrying capacity of 15 seats which
could transport teams and visitors
alike into the delta.
However, Mr Mmapatsi also
explained that some roads were
not in a good state and would
be maintained under the CCP,
adding that the council managed
to purchase all the material needed
for the re-sealing of potholes.
Regarding streetlights, he
confirmed that funds were
available to maintain the
streetlights, an exercise he said
was expected to be completed by
March.
Mr Matseka further explained
that the council had an obligation
to take care of orphans and
vulnerable children.
However, he said where there
emphasized the need to look into
some structures that could enhance
the Maun phase as a tourism
destination citing iconic structures
that could attract the attention of
visitors and promote sport tourism
in the district.
For his part, the head of the
secretariat, Mr Geoffrey Gare
thanked officials for the update
noting that if the country becomes
successful in its bid, tourists
traffic would be increased hence
it was critical to audit some of the
facilities such as the airport and
to appreciate level of readiness in
terms of hospitality
He said Maun had been a
national choice because of the
airport, accommodation and
most importantly as a tourism
destination.
“It will be an opportunity when
we host the games in Maun to
expose the tourism opportunities
to the rest of the continent and the
world as more than 150 countries
will be able to see what the place
could offer in terms of investment
and tourism opportunities,”

Since Botswana is bidding jointly
with Namibia, Mr Gare revealed
that there was a corridor of tourism
between the two countries that also
gave them an opportunity to host

get 25km of internal roads as
well as storm water drainage
during the Transitional National
Development Plan (TNDP)
2023/2024 to 2024/2025 under
village infrastructure development.

Modukanele said this in Parliament
on February 10 in response to a
question from MP for Palapye,
Mr Onneetse Ramogapi, on when
Palapye internal roads and storm
water drainage would be built.
Mr Modukanele said the project
scope would also include expansion
of the main village roads and solar
street lighting.
Currently, he said there were 27
cases of reported plots that were
affected by floods in Palapye
extensions 5, 6, 7, 8 and 9.

Central District Council has
started investigations on the extent
of the flooding problem, as well as
identifying all the plots that might

Languages Policy in Education
has been formulated and is now in
place.
The policy document, however,
is only applicable in the education
sector and should not be taken for
a National Languages Policy.
This was said by Minister of
Education and Skills Development,
Dr Douglas Letsholathebe in
response to a parliamentary
question on Thursday.
Dr Letsholathebe explained that
the Botswana Languages Policy
in Education was designed to
promote inclusivity and relevance
as well as improve the acquisition
of skills and competencies by
learners at lower education levels.
“The use of local languages in
schools commenced on January 10
with the use of 13 languages in 119
schools from the initial target of
170 countywide.
The remaining 51 schools will
start as soon as teachers have been
trained,” he said.
He added that at least 145
teachers had been capacitated on
the use of local languages as a
medium of instruction at reception
and Standard One levels.
He said the 13 languages
introduced in Phase II of the
rollout were Afrikaans, Ikalanga,
Shegkalagari, Otjiherero/
Otjimbanderu, Sheyeyi,
ThiMbukushu, SiNdebele, Naro,
Chiikuhane, Khwedam, Nama,
Chishona and sign language.
He said commencement of the

allocate plots in a land that is prone

commencement of the use of
mother tongue as an integral part

Mokgweetsi Masisi has granted
16 foreign nationals Botswana
citizenship as investors or directors
from 2018 to date, Parliament has
heard.
Minister of Labour and Home
Affairs, Ms Annah Mokgethi
revealed this as she responded
to a parliamentary question on
Thursday.
Ms Mokgethi said the number
comprised seven South Africans,
six Indians and one Sri Lanka,
Zimbabwe and Greek nationals.
She told Parliament that
the President’s power to grant
citizenship to nationals of other
countries was provided for in
section 10 of the Citizenship Act,
which read; “the President may
cause to be registered as a citizen
any person, as a token of honour,

Budget indicates
seriousness on job creation

remains committed to
addressing unemployment in
the country, Assistant Minister
of Local Government and Rural
Development, Mr Sethabelo
Modukanele has said.
“The fact that this year’s
recurrent budget has apportioned
about 52 per cent to personal
emoluments is an indication that
government is serious about job
creation,” Mr Modukanele said in
his contribution to the debate on
the budget speech on Thursday.
Mr Modukanele, also Member of
Parliament for Lerala/Maunatlala,
said that such should therefore
motivate civil servants to smoothly
deliver services to Batswana.
“The Minister of Finance should
also be applauded for ensuring that
a large share of the development
budget has gone to sectors that
have the potential to create
employment,” he said.
He, therefore, implored Batswana
to be ready to explore businesses
who in his opinion had done signal
honour or rendered distinguished
services to Botswana. Or any
person not otherwise entitled
to or eligible for citizenship of
Botswana with respect to whom
special circumstances exist which,
in the opinion of the President,
warrants such registration.”
Regarding the possible
implication for the economic
inclusion goal, Ms Mokgethi
explained that the dispensation
did not in any way have a negative
impact on the economic inclusion
initiative.
“This was primarily because
investors were involved in priority
sectors of the economy such
as manufacturing, agriculture,
information and communications
technology, transport and logistics
services and tourism, which
that could be supported by the
existence of such infrastructure,
such as setting up of camp sites,
especially along long distance
roads where travellers may need to
rest.
He, however, advised government
to put in place strict monitoring
tools to ensure that such projects
were completed on time as
promised to Batswana.
“This year’s budget is more
relevant because it considers
the desires of Batswana and it
was formulated after thorough
consultations with them at different
forums.
The inclusion of basics items
such as sanitary towels and
cooking oil in goods that have been

current population is 800 has been
promised a clinic with maternity.
Even worse is the fact that this
village is closer to amenities at
Good Hope, Mmathethe and
Molapowabojang,” he said.
Mr Reatile also expressed
concern on what he said was the
tendency by government to make
promises that were never kept,
saying that most of the roads
planned for the current budget were
long promised as far back as 2019.
“I do not have a problem with
roads being constructed in other
parts of the country, what I want is
for the projects to be completed on
time so that we can focus on other
areas that are equally in need,” he

‘Prioritise rural infrastructure development’

infrastructure development as
a key component towards rural
economic development.
Contributing to the debate on the
budget proposals for the 2023/2024
financial year recently, Shashe
West Member of Parliament,
Mr Fidelis Molao said rural
infrastructure development should
take precedence in the P12.7 billion
proposed for the implementation of
infrastructure development under
the proposed allocations.
“The allocation of the
infrastructure development budget
should be biased towards face-
lifting rural infrastructure as a
mitigating factor on rural-urban
migration,” Mr Molao said.

GABORONE - The volume of
movement of both commercial
goods and traffic through the
McCarthy’s Rust and Bokspits
border posts does not warrant the
two to be turned into commercial
crossings.
Debating a motion recently that
requested government to upgrade
the two borders to commercial
ones, Minister of Entrepreneurship,
Mr Karabo Gare said from March
to December last year, a total of
2 771 and 2 742 vehicles passed
through McCarthy’s Rust and
Bokspits borders respectively.
“This means an average of just
about 300 vehicles per month,
which is much lower than the
required number of between 2
000 and 5 000 for a border to be
considered for commercialisation,”
he said.
Mr Gare, also MP for Moshupa/
Manyana, argued that for one
to transport commercial goods
through the two borders, they had
to make a request from Botswana
Unified Revenue Service (BURS),
adding that on a monthly average,
both borders received very low
numbers of such requests.
He also indicated that
commercialising a border would
also need negotiations with a
neighbouring country, which
would also need to first consider
commercial viability on their side.
On the issue of increasing times
of operation for the two border
posts, Mr Gare said negotiations
between Botswana and South
Africa on the matter were already
on the table. Contributing to the
debate, Vice President Slumber
Tsogwane said considerations
should also be made that
commercialising the two border
posts would attract expenditure for
both resources and infrastructure.
“This makes it difficult for me
to support the motion, but there
can still be room for negotiations
with South Africa.
We might argue that goods
for continued devotion of resources
to infrastructure development to
support sustainable growth and
improve livelihoods.
He, however, highlighted the
importance of equal distribution
of developments among both rural
and urban dwellers.
Rural infrastructure
development, he said, would play
a significant role in enabling an
exclusive environment for business
growth, thus improving investor
confidence on rural areas.
“Despite the provision of
infrastructure developments in
rural areas, rural infrastructure
development projects will curb
the current surge in rural to urban
migration and reduce overcrowding
in urban areas, which on its own
have negative implications,” he
said.
Mr Molao appreciated the P8.22

Mr Dumelang Saleshando argued
that the word ‘request’ was in itself
enough to indicate that it was a
plea.
“This puts government in
a position to either reject or
agree, which is sufficient, so the
amendment would not make any
difference,” he said.
MP for Okavango, Mr Kenny
Kapinga requested the mover of
the motion, MP for Kgalagadi
South, Mr Sam Brooks, to present
statistics to counter the ones
presented by Minister Gare.
“In that way we can support the
motion, but as it stands, we risk
building a white elephant where
we could have channelled funds
to other national needs,” he said.
Parliament, however, voted in the
majority to allow Mr Brooks to
amend the motion.
Motivating the motion, Mr
Brooks had indicated that
commercialising the two borders
would bring economic benefits to
residents of both villages.
He said Kgalagadi South got
its commercial goods from South
Africa through the two borders,
and business people were forced to
apply for concession, which he said
was bad for business as approvals
could take up to three days.
He also said the two borders,
especially Bokspits, needed to
adjust its times of operation to
close at 6pm rather than 4pm to
be in sync with the opposing Two
Rivers border in South Africa.

has emphasised the need for
government to invest in early
childhood education in its efforts
to realise a knowledge-based
economy.
Contributing to the debate on
the budget speech on Thursday,
Mr Saleshando argued that
transformation to a knowledge-
based economy would remain a
pipe dream if government failed
to find the importance of investing
in human resource development at
grassroots level through promotion
of early childhood education.
He said investing in early
childhood education would be
significant in social and economic
development of the society given
that the programme provided
developmental support and care for
children in their formative years
to acquire the skills necessary
for future learning and success at
school.
“The country’s education system
has been declining over the years
owing to the inability to invest in
pre-school education despite the
Ministry Education and Skills
Development’s allocation of a
lion’s share even in the previous
budgets,” he said.

are funded to operate private pre-

Mr Saleshando indicated

dismissed the budget speech as
unappealing, having failed to
restore hope among those who
lived below the poverty datum line.
He said it was on that regard
that the Botswana Congress Party
(BCP) 2009 manifesto, titled; A

reference in alleviating Batswana
from poverty.
“As the BCP we have always

Parliament
Moswaane to
miss Parliament
this week

GABORONE - Francistown
West MP, Mr Ignatius Moswaane,
will miss this week’s Parliament
sitting following his suspension on
February 10.
Acting Speaker of the National
Assembly, Mr Pono Moatlhodi,
suspended MP Moswaane via
Standing Orders 60.2 and 60.5
which allowed the Speaker to
‘order a member whose conduct
is grossly disorderly to withdraw
immediately from the chambers
for the remainder of the day’s
sitting and may direct such steps to
be taken as are required to ensure
compliance with this order.’
The suspension followed an
altercation between the Speaker
and the Francistown West legislator
after the latter had insisted that
Parliament suspend the day’s order
paper and discuss shortage of
diabetes medicines.
Meanwhile, on other issues,
Parliament deferred a motion by
Mahalapye West MP, Mr David
Tshere that requested government
to put a moratorium on all licenses
for river sand mining along
Mahalapye River and small rivers.
In his debate, MP for Nata/
Gweta, Mr Polson Majaga
suggested that the motion be
redirected to parliamentary
committee on wildlife, tourism and
climate change.
Mr Majaga, who is also the
committee’s chairperson, argued
that it would be important for the
committee to consider the merits
of the motion before it could
be brought before the National
Assembly.
“Sand mining causes
degradation of the river systems
and damages the surrounding
environment not in the Mahalapye
region but around the entire
country. Therefore it is important
for the relevant parliamentary
committee to further brainstorm
on the motion,” he said.
Mr Majaga said illegal sand
mining was a common occurrence
countrywide that called for prompt
action.
MP calls for appropriate project implementation, monitoring

MP, Mr Molebatsi Molebatsi,
has called for appropriate project
implementation and monitoring
to realise a broad-based
transformation as well as create
new wealth prospects of economic
opportunities.
Mr Molebatsi made the call in
his contribution to the debate on
the budget speech in Parliament on
February 9.
“Project implementation is of
paramount importance consistent
with the country’s aspirations and
determination to become a high-
income country by 2036,” he said.
He thus applauded government
for allocating a large share of the
budget towards infrastructure
investment.
However, the MP expressed
concern about lack of
implementation for which he

river sand along the Mahalapye
river basin. He had expressed
concern that big trucks along the
Mahalapye River systems harmed
the environment, something he
said was costly to government.

spillage that was contaminating
grazing land.

Govt implemented 32 mega projects during NDP 11
GABORONE- A total of 32
mega projects were implemented
during the eleventh National
Development Plan (NDP 11) at
over P36 billion.
Answering a parliamentary
question recently, Minister of
Finance, Ms Peggy Serame said
projects amounting to over P29
billion were funded through the
domestic development fund while
some were financed for over P6
billion through loans secured
from International Bank for
Reconstruction and Development
(IBRD), OPEC Fund for
International Development
(OFID) and Japan International
Cooperation Agency (JICA).
She added that other projects
were funded from grants from
the European Union (EU) for
over P131 million.
The NDP 11 mega projects, she
said included energy and power
generation, water supply and
sanitation infrastructure, road
and bridge infrastructure as well
as land servicing.
She said the amount paid for
the projects was over P27 billion
while over P2bn was paid to
Batswana-owned companies and
encouraged policies and project
implementers to stay committed
in moving the country forward in
order for the budget to produce
tangible results and stay relevant to
the current economic needs.
“The country’s workforce and
policy implementers should be
mindful that they are the driving
force behind the country’s
economic growth as low level of
productivity is of less importance
to the country regardless of the
amount of funds allocated to the
development budget,” he said.
He added that the development
budget was the economic growth
driver and should provide
opportunities for employment
creation, therefore lack of capacity
to deliver project needed critical
review as government aimed
to empower citizen-owned
companies.
As such, Mr Molebatsi implored
the relevant ministry to ensure that

project management, monitoring
and evaluation structures. To that
effect, he hailed the proposed
government’s project management
division as a welcomed initiative.
On one hand, the MP decried the
rampant corrupt practices, which
he said defeated the country’s
efforts to attain economic growth.

recently learnt of separate nation
park entrance fees for citizens,
SADC nationals and non-citizens.
Responding to a question in
Parliament recently, Minister of
Environment and Tourism, Ms
Philda Kereng said fees were
further structured for vehicles,
boats and aircraft depending on
whether the mode of transport was
Botswana or foreign registered.
Ms Kereng said the last time the
fees were increased was in 2000
which translated into 22 years
since the last review.
“This was despite the increase
in the costs of maintaining the
park infrastructure over the
past 22 years, thus it was for the
aforementioned reason that the
fees were increased,” she said.
She said the revised park fees on
guides and operators were effected

continuously strive to put in
place measures and mechanisms,
through application of best
practices of good governance to
ensure that corruption is defeated at
all levels of governance including
during awarding of developmental
projects,” he said.
He said corruption, if left
unchecked, would destroy
the country’s economy, hence

the fight against corruption in
order to eliminate the scourge
that was increasingly becoming
institutionalised in both public and
private sectors.
“We will not succeed in
attracting the desired foreign
direct investment (FDI), nor will
we succeed to grow our economy
in any meaningful way if we

business culture,” Mr Molebatsi

Development Plan (TNDP), would
enable government to implement
some of the projects which could
not be implemented under the
eleventh National Development
Plan (NDP 11).
“The TNDP brings hope for the
much anticipated upgrade of the
Tsabong Primary Hospital which
could not be implemented under
the NDP 11,” he said.
Meanwhile, the MP called for
resuscitation of parliamentary
oversight committees in order
to hold government accounting

fraternity continues to remember
South African rapper, Kiernan
Forbes alias AKA, who was shot
and killed alongside his former
manager, Chef Tebello ‘Tibz’
Motsoane in Durban on Friday
night.
In remembering the impact
AKA has made in the music
industry, Botswana’ musical
export, Kealeboga Sedumedi,
known as DJ KSB of Phendula
fame talked of AKA’s talent as
one that had changed and shifted
a whole generation from only
focusing on house, kwaito and
afro sounds that were dominant
in the region when he came into
the music scene.
“He shifted them to hip hop
and rap music. It was never easy
for hip hop until his era alongside
another great artistes such as
Casper Nyovest,” said DJ KSB.
DJ KSB also said they learnt
from AKA that an artiste could
be independent and attain
sponsorships and endorsement
through their musical talent and
not only rely on performances.
He said AKA paved way for a
lot of artistes and changed the
landscape for other established
rappers.“I learnt to do things
independently and more of the
business side in the industry than
for fame, all with influence from
AKA,” noted DJ KSB, a young

Game Changers campaign addresses child challenges

MAUN - Botswana National
Olympic Committee (BNOC), in
collaboration with Commonwealth
Games Federation and Women
Against Rape (WAR), has launched
a Game Changers campaign in
Maun.
The project aims to empower
boys and girls between the ages of
10 and 19 years.
Speaking during the launch,
BNOC board member, Tebo
Segaise, said BNOC was aware
of the alarming rape statistics
across the country, which placed
Botswana in the top 10 around the
world.
“It is therefore topical that these
issues be addressed through this
project and Maun is selected as
the primary region to launch the
project considering that it is the
most affected,” she added.
The project, she said, aimed
at the country’ youth of both
sexes, noting that the boy child
must be equally supported and
equipped with necessary education
surrounding sexual abuse.
Boys, she said, were as susceptible
to falling prey to abuse as they were
to being possible perpetrators, and
as such both must be addressed.
Segaise noted that sport was an
important, yet often ignored aspect
of people’s lives noting that it
enhanced health through physical
activity.
Sport, she said, helped to create
the much needed balance between
body and mind, so it could be used
as a conduit to addressing social
ills such as rape.
By instilling confidence,
improving resilience and the ability
to withstand challenges, she was
hopeful that rape incidents could be
reduced.
Through sport, Segaise said,
the campaign would also promote
peace and solidarity, bringing
participants together to foster
harmony, friendship and build
bridges between groups and
communities in and around Maun.
The BNOC, she said, also
partnered with WAR, Maun Senior
Secondary School, Tshwaragano
JSS and Sekgoma Primary School
to bring the campaign into being.
She thanked institutions for
coming on board and willingness
to educate children about rape,
violence and sexual assault issues.
“These institutions shall provide
necessary education on sexual
assault as well as packaging
messages that are specific to
different age groups. The help of
guidance and counselling teachers
as well as the sport departments
shall play a huge role in driving the
campaign mandate forward,” she
noted.
WAR executive director, Peggy
Ramaphan, appreciated the project
saying it would augment their
efforts towards the fight against
social ills amongst children noting
that the recent research conducted
by the organisation had shown that
children aged 13 and 14 years had
not started having sex while those
active had been forced.
The project, she said, was
important as it would help to
maintain the status quo and instill
confidence amongst pupils to speak
out sexual health matters as well as
motivate the community to support
and protect children.
WAR, she said, was equally
concerned about issues of rape,
defilement and incest noting that
some issues were brutal as kids
aged below five years were sexually
abused by elder men hence their
partnership with BNOC to fight
such ills.

in working with WAR as the

project, which focused on sexual

EXPRESSION OF INTEREST: PROPOSAL FOR LEASING OF RESIDENTIAL HOUSES TO NORTH WEST DISTRICT COUNCIL

1. North West District Council- wishes to invite sealed offers clearly marked:
TENDER NO: NWDC/PPH&EM/11/2022-2023-EXPRESSION OF INTEREST:
PROPOSAL FOR LEASING OF RESIDENTIAL HOUSES TO NWDC, addressed

for registration of their residential accommodation for possible leasing by

New stadium for Maun

MAUN - A new stadium will
built in Maun should Botswana
and Namibia win a joint bid to
host the 2027 African Cup of
Nations (AFCON) tournament.
A North West District
Council official, Bakang
Malebo, told the bid secretariat
that the stadium would be built
at Boseja ward.
He said the stadium would
be built in an area measuring
15 hectares and that it was
about 15 kilometres from the
central business district, adding
it was close to facilities such
as hospitals and hotels. The
proposed stadium, he said, was
also adjacent to a tarred road.
The secretariat team was in
Maun to audit essential facilities
needed for the country to host
AFCON.
Maun has been proposed
as one of the four host sites
for the tournament alongside
Gaborone, Francistown and
Lobatse.
Malebo also briefed the team
about the current Maun Sports
Complex, saying it measured
nine hectares and was close to
the CBD and health facilities.
He noted that it had the
capacity to accommodate 6
000 spectators and that it had
facilities for other sporting
codes.
He said they had proposed
that the sports complex could
also be used as a training ground
for participating countries.
He also said the seating
capacity of the stadium could
be increased to accommodate
about 15 000 people.
A Botswana National Sports
Commission (BNSC) officer,
Kealeboga Kiki explained
that the sports complex was
officially opened in 2003 and
that it had 447 seats in the grand
stand.
The facility, he said, also
had no big screens and that the
public address (PA) system was
not functioning.
The head of the BONA 2027
secretariat team, Geoffrey Gare,
explained that the facilities audit
exercise was intended to assess
the ability of existing facilities

GABORONE - South Africa and

Botswana have proceeded to the
next stage of the World Baseball
Softball Confederation (WBSC)
senior women Africa qualifiers.
The qualifiers, which were
played at the National Diamond in
Gaborone, ended on Friday.
Four countries participated in
the tournament and South Africa
finished first, Botswana came
second, Kenya third while Lesotho
occupied the fourth position.
South Africa will play in Spain
while Botswana will go to Ireland
in order to qualify for the World
