PAPEL DEL ESTADO EN LA IMPLEMENTACION BIM

• BIM es una tecnología, herramienta, metodología que cambia
completamente el paradigma de cómo funciona la industria AEC a
nivel mundial.
• En muchos países se ha adoptado o implementado BIM desde el
requerimiento del gobierno a sus proveedores (ingeniería y
construcción). Sistema de adopción TOP-DOWN.
• El sector público en general posee el papel de líder en la
implementación BIM nivel en sus respectivos gobiernos.
• Las entidades públicas inician a solicitar el uso de BIM desde su
perspectiva para desarrollar sus respectivo proyectos de construcción.
• Hay esfuerzos “desalineados” entre las entidades públicas.
• El Estado debe regular el uso de BIM con el objetivo de promover el
trabajo colaborativo, ejercer el gasto público eficiente y generar valor
público mediante su aplicación.

Adopción BIM en Estados Unidos de América:

• Implementación BIM iniciada por la GSA en el 2004.

• Los objetivos estaban dirigidos a mejorar la eficiencia del gasto
publico.
• Diversas guías de implementación y protocolos (modelado, PEB, etc.)
creados por instituciones (GSA, AIA, NIBS).
• Entre cada estado hay diferencias en las normativas (guías y
protocolos) BIM.
• Las universidades (privadas y estatales) generan sus propias guías e
investigaciones BIM.
• Es el país que mas BIM consume.

Adopción BIM en Europa:

• El Reino Unido ha incluido BIM en su “estrategia gubernamental de

construcción”.
• El diagnóstico de este grupo inicio en los 90´s y evidenció una productividad
muy baja.
• Se ha establecido una “hoja de ruta de implementación BIM”.
• Obligatorio el uso de BIM hasta el “nivel 2” en los proyectos públicos.
• Los países nórdicos encargaron a empresas nacionales el desarrollo de
proyectos piloto BIM dentro de sus gobiernos.
• En estos países es donde se ha desarrollado el formato IFC.

Adopción BIM en Asia y Australia:

• En Singapur la adopción BIM ha sido promovida por medio de la BCA con

proyectos pilotos desde el 2011.
• Se han desarrollado varias guías BIM para producción de modelos, PEBs y se ha
habilitado plataformas informáticas para compartir data (BIM e-submission).
• En Corea se han establecidos programas de investigación y proyectos pilotos
para la adopción de BIM en proyectos públicos.
• Se han establecido guías por medio de las entidades que aplicaron estos
Proyectos.
• En Japón se han dado proyectos pilotos e investigaciones, pero no se cuenta
con guías consolidadas a nivel de gobierno.
• En Australia se han desarrollado varias guías y protocolos a nivel gobierno en
conjunto con buildingSMART Australia, quienes también han dictado cursos de
capacitación BIM.
