Series of 2022 TO : THE SENIOR DEPUTY ADMINISTRATOR, DEPUTY ADMINISTRATORS, DEPARTMENT/ REGIONAL/ PROJECT MANAGERS, DIVISION MANAGERS AND ALL OTHERS CONCERNED SUBJECT : AUTHORIZATION TO IMPLEMENT THE CPCS UNDER E.O NO. 150 The Governance Commission for Government Owned or Controlled Corporation (GCG) issued an authorization to the National Irrigation Administration to implement our own respective Compensation and Position Classification System (CPCS) in accordance to Section 8 of the Executive Order (E.0) No. 150, s. 2021 and Section 4 of the CPCS implementing Guidelines No. 2021-01 Consequential to this development, NIA shall adopt the Category 1 Salary Structure, with due consideration to NIA’s affordability and sustainability to continually implement the CPCS rates for its officers and employees. Under the CPCS Implementing Guidelines No. 2021-01, NIA shall retroactively apply the appropriate salary structures, allowances, benefits and incentives under the CPCS effective October 5, 2021 Relative thereto, the Financial Management Department, Administrative Department, Administrative and Finance Division and Human Resources Division are hereby directed to comply with the Procedural Guidelines for the compensation adjustments of all NIA officials and employees under CPCS Implementing Guidelines No. 2021-01, to wit: PROCEDURAL GUIDELINES - The Human Resource Management Officer (HRMO)/ Administrative Officer (AO), or its equivalent, of a GOCC shall issue the Notices of Salary Adjustment (NOSAs) for incumbent officers/employees as approved by the Governing Board ‘National Government Genter, EDSA, Dillman, Quezon City, Philippines “Trunk ine Nos. For personnel whose actual monthly salaries as of 05 October 2021 exceed the rates corresponding to Step 8 of the job grade allocation of their positions, the HRMO/AO shall no longer prepare NOSAs. 2. The NOSAs shall be issued to the personnel concerned, copy furnished the Government Service Insurance System (GSIS) or the Social Security System (SSS), as the case may be. REPORTORIAL REQUIREMENTS - GOCCs shall submit the following reportorial requirements in both soft and hard copy for information and reference of the GCG: 1. Salary Administration - Once the salary administration scheme has been approved by the Board: 1.1 Certified True Copy of the board approval of the Salary Administration Scheme 1.2 Salary Administration Scheme Report in accordance with the form in Annex C 2. Total Compensation Framework - GOCC shall annually submit the following reports on its total compensation framework to the GCG every 31 January of the succeeding year 2.1 Total compensation framework in accordance with Annex D 2.2 Actual salaries, ABIs, and variable pay received for the whole year as of 31 December of the applicable year in accordance with Annex E Furthermore, the GCG has issued various CPCS Circulars relative to the grant of allowances, benefits and incentives, Performance Based Bonus (PBB) and other entitlements under CPCS Circulars No. 1 to 13 series of 2021. Hence, the concemed offices are hereby advised to review the said circulars for proper implementation of NIA cpcs. No. 150, it may retroactively apply the appropriate salary structure, and the allowances, benefits and incentives under the CPCS effective 05 October 2021 in accordance with Chapter I(1) of the CPCS Implementing Guidelines. In the implementation of the CPCS, NIA Governing Board is hereby enjoined to ensure faithful compliance with the provisions of E.O. No. 150 and CPCS Implementing Guidelines No. 2021-01, as well as all existing budgeting, accounting, and auditing rules and regulations. Finally, it must be stressed that pursuant to Section 12 of E.0. No. 150, in relation to Section 5(h) of Republic Act No. 10149, failure or refusal to implement the CPCS. rates, or the lower amounts provided under Section 11 thereof when applicable, shall cause the GOCC to undergo a mandatory action and be reorganized, merged, streamlined, abolished or privatized, upon recommendation of its Supervising Agency, without prejudice to the imposition of other penalties as sanctioned by other applicable laws, rules and regulations.
