INTRODUCTION
Written and conceptualized by Arindam Das & Ajinkya Salunkhe.
Slums have existed in every major city in the world since time immemorial and they have been
thoroughly documented through all available mediums. Slums usually house a sub-
population of diverse people and vulnerable groups with different social backgrounds. There
is a preconceived understanding and public perception of slums as areas or settlements that
are prone to congestion, poverty, social burden, instability, despicable sanitation, hygiene,
poor health and as places that lack accessible public infrastructure. Over 800 million people
still ive in urban slums worldwide and this numberis only expected to grow in the near future.
Despite this, slum dwellers continue to play a major role is shaping the political and economic
landscapes of our cities.

DHARAVI - THE HEART OF MUMBAI
India is home to one of Asia's largest and most famous Slums, Dharavi. Itis frequently known
asa Slum of hopes and expectations. It consists of an entire ecosystem of networks, built over
years and thrives with laughable state support. The Government has tried for years to improve
the socio-economic conditions for the residents of Dharavi for decades, but there is not much
to show for it, The inequality and social discrimination are stark reminders of how our policy
makers have failed consistently to accommodate and improve the lives of generations of
migrant workers that inhabit Dharavi. Here, almost 5 million people occupy low-lying
structures built aimlessly on what was previously a swampland and yet, thereis no evidence or
direction for any change.
Despite all of this, the people of Dharavi have managed to accomplish what the rest of the
country can only hope to dream of: a life of unity, harmony and contentment. Here in the
congested streets, the residents celebrate life with enthusiasm and fervour. Their resilience
knows no bounds and has evolved into a well-oiled system that is an epitome of resource
management and efficiency.

TRANSFORMATION THROUGH DESIGN
It is now a well-known fact that Dharavi needs a facelift and the people living there are in
desperate need of better working and living conditions. Surprisingly, what has lacked in the
plans to revive Dharaviis a plan of action that takes into account, the People of Dharavi. There
has to be a cohesive vision to bring back the focus on the people's needs in Dharavi in a
sustainable and human-centered manner. Although it is a huge challenge to change Dharavi
overnight, architects, engineers, innovators and creative minds can start by taking small steps
in coming up with ways to initiate real concrete changes.
The need of the hour is to push for transformation through design and the first step to realizing
any possible transformation is to focus on bridging the gap between the city and the
community that resides here and taking advantage of the resources available there, specially
the residents. The answers to their problems will emerge from the People of Dharavi
themselves, if provided with a platform to do so. The people here desperately need a space
that will act as a cocoon for them, a place that will allow them to express their ideas,
participate in their own growth and learn from each other.
The aim of the competition is to develop a place making project that will act as a Centre for
change and community empowerment, in the heart of Dharavi, that will be wholly and truly
owned by the people there. This will be a project that has the potential to become an umbrella
institution for initiating change in Dharavi from within

SITE - AN INTERFACE WITH THE CITY
The site chosen for this project is at the edge of the slum, at the Dharavi TJunction, and at a
walking distance from the proposed Dharavi Metro Station. The site lies right on the main Road
and will provide easy access to visitors from all around the city. The Bandra Kurla complex is in
close proximity to the site.
The Site for the projectis chosen in a matter that it allows for the design to act as an interface
between the city of Mumbai and the people of Dharavi. This site selection makes the project
accessible to the whole city.

Land is a huge commodity in Mumbai and it is important to design the spaces in the most
effective and efficient manneras possible.

PROGRAM
ECONOMIC + SOCIAL + RECREATIONAL
The programme has been developed in three parts and includes a range of activities that will help bring
changes in a holistic manner and encourage people to work collectively. The project must be treated asa
community common, completely public in nature. Participants are encouraged to add to the programme
as deemed fit but with a strong reasoning. The proposed design is expected to have a mix of open and
semi open spaces,
1, ECONOMIC - FACILITATOR (30% OF THE BUILT UP AREA)
Incubation Cell & Co-working Spaces
Co-Working space for enterprising entrepreneurs who don't have the
resources to set up their own offices, Should be planned for at least 10 small
offices.
Meeting Areas
Shared meeting spaces for the offices, this should be designed in a way that
the community members can use it after office hours for other functions as
well
2. SOCIAL - COMMUNITY CENTER (40% OF THE BUILT UP AREA)
Library and Night School
The community Library, along with adjoining spaces to conduct night classes.
It should be able to house batches of 40 students at a time.
Workshop for Vocational Skills
Workshop spaces for skill development like tailoring, carpentry, metal
fabrication. 4 workshops witha capacity to accommodate 6 people each.
Performance Areas:
Dharavi has its own culture and needs a place to showcase that. The
performance spaces will include stage, practice rooms, studios to help
recognize the talent that the slum produces.
Gallery Spaces
Art Gallery for exhibitions, Can be Semi open in Nature.
The participants are encouraged to design in way that all the activities fit together in a cohesive
manner. All activities and spaces are to be designed keeping in mind that this place would remain
active throughout the day and the spaces must be designed to be flexible in its use.

DESIGN OBJECTIVE &
FOCUS AREAS
The aim of the competition is to use Architecture as a tool to enable social upliftment and
arrive at changes that will actually have a catalytic impact on Dharavi.
Itis imperative that the design learns from the efficiency and resourcefulness that the people
of Dharavi exhibit. It should be able to actas an icon for the people living there and the rest of
the city and should help the people realize their short-and Long-term goals. The design must
be scalable, moldable and flexible in use and must remain in use at all times.
It will be the first 24-hour running transitional space that will allow people to utilize it to

PARTICIPATION CRITERA
We invite everyone, irrespective of their professions or qualifications, to join the
competition and present their ideas. Participants are free to submit multiple entries but
each entry needs tobe registered by a separate email ID.
Alongside individual entries, team entries are also allowed. A team can have a maximum of
three participants. Interdisciplinary teams are also welcome to join. There is no age limit,
however, entrants under 18 years of age must be lead or entered by someone over the age

that may give away your identity.
* All text must be in ENGLISH, with a MAXIMUM of 300 WORDS for project explanation.
+ Proposal may be presented using any technique of your choice
(sketches, diagrams, 3D visualizations, model photos, CAD drawings, etc).
