‘TERMS OF REFERENCE PROJECT EVALUATION OFFICER IT (PLANNING, MONITORING AND EVALUATION UNIT) I. SCOPE OF WORK ‘Monitor the implementation of activities and projects under the Capacitating LGUs on Resettlement Governance (CLRG) Program and the remaining deliverables of the Department under the Alternative Housing Program and People’s Proposals (AHPPP) Fund. Conduct regular spot-checks/site visits to on-going and completed projects under the Program. Assist the PEO III in inter-agency, academic, and private sector partnerships on monitoring and evaluation. ‘Assist the PEO Ill in the development and strengthening of the monitoring, inspection and evaluation procedures and tools of the Program. Assist the PEO III in monitoring and evaluating all activities, expenditures, and progress of the Program. ‘Assist the PEO III in the spearheading of reviews and assessment workshops and assist the Project Head and Assistants in the preparation of relevant reports. Recommend strategies and/or solutions to improve the efficiency and effectiveness of the Program by identifying bottlenecks in completing project activities and by developing plans. to minimize or eliminate such bottlenecks. Ensure reports are up to date for the consumption of the Department, other national government agencies, local government agencies, and other partners. ‘Attend meetings, conferences, hearings, consultations, and other similar work-related events. Functions as the CLRG-PMO Focal Person in the Office of the Undersecretary for Operations. Assist the Project head and assistants in directing all administrative activities of CLRG-PMO including planning Assist the Project Head in the conduct of special studies and analyse of complex problems in relation to staffing requirements spaces, equipment utilization, organizational alignement and other ares of concern both within the CLRG-PMO and the DILG. Perform other tasks as may be assigned by or through the Project Evaluation Officer III or by the Project Head and Assistants. Note: In the performance of the foregoing duties and responsibilities, the officer may be authorized to go on oficial travel and reimburse travelling and other related expenses II.
