In the exigency of service and pending the issuance by this Office of the new Guidelines of the matter, Department Circular No. 2001-01 “The Rules and Regulations in the Processing, Hearing and Adjudication of Application for Authority to Operate Private Express and/or Messenger Delivery Service and in the investigation of Complaints in connection with the operation of such services” issued by the Department of Transportation and Communications is hereby adopted in order not to hamper public service. ig Department Order shall take effect immediately.
