STATUS OF CENTRAL BOARD(CB)

A/c to S 3(3) of the Act. The CB shall be a body corporate by the same name,

Hold and dispose of property and to contract.
It may in the name of CB sue or be sued . The CB is thus a legal person.

FUCNTIONS OF CB (S.16)
1. Advise the CG on any matter concerning the prevention and control of water pollution.\
2. Coordinate the activities of the SB and resolve disputes among them.\
3. Provide technical assistance and guidance to the SBs, carry out and sponsor investigations and
research relating to problem of water pollution and prevention, control or abatement of water
pollution.
4. Plan and organize the training of persons engaged or to be engaged in for the prevention control
or abatement of water pollution on such terms and conditions as CB may specify.
5. Organise through mass media a comprehensive program regarding the prevention and control
of water pollution.
6. Collect, compile and publish technical and statistical data relating to water pollution and the
measures devised for its effective prevention and control and prepare manual, codes or guides
relating to treatement and disposal of sewage and trade effluent and disseminate information
connected therewith.
7. Lay down, modify or annul, in consultation with the SG concerned, the standards for a stream or
well:
8. Plan and cause to be executed a nation-wide programme for the prevention, control or
abatement of water pollution.
9. Perform such other functions as may be prescribed.
10. The Board may established or recognise a laboratory or laboratories to enable the Board to
perform its functions under this section efficiently including the analysis of sample of water from
any stream or well or of samples of any sewages or trade effluents

STATE BOARD- STATE POLLUTION CONTROL BOARD (SPCB)


CONSTITUTION AND COMPOSITION (S.4)

The SG through an official notification in the Official Gazette has the power to assign or set up a SB
named as SPCB. The composition of SB is as follows:
1. A chairman who either has the knowledge of or some experience in dealing with cases
relating to environmental pollution
2. Not more than 5 members appointed by the SG to represent the govt.
3. Not more than 5 persons by the SG who are functioning as members of the local
authorities within the State.
4. Note more than 3 persons nominated the SG to represent the interest of fisheries,
Agriculture, trade and other any interest as the Govt. may deemed fit.
5. 2 persons from companies, corporations which are either controlled, owned or managed
by the state.
6. A member secretary who has knowledge, qualification, and experience in dealing with
cases pertaining to environmental pollution.

FUNTIONS OF STATE BOARD (S.17)

1. To plan a comprehensive pregame for preventing and controlling the pollution of the wells and
streams in the State and to secure its execution.
2. To advice the SG on the matters relating prevention and controlling water pollution.
3. Collaborating with the CB to train persons employed or to be employed in preventing, controlling
water pollution.
4. To lay down, modify the effluent standards of sewage and trade effluents and for quality of
receiving water resulting from the discharge of effluents and to classify waters of the State.
5. To evolve methods of utilizing the sewage and suitable trade effluents in agriculture.
6. The SB has the authority to set up laboratories to enable the board to perform its functions
efficiently, including collecting samples of waters from any stream or sewage or trade effluents.
