Rationale

In the pursuit of what is just and fair, the issues of nation, language, culture, and educations come
into a commingling, a complexity that is reflective of the difficult realities of nations and states all
over the world. The promise of democracy and freedom and the challenges attendant to the pursuit
of these goals that have repercussions in the life’s everydayness is of import to all cultural workers
and agents of meaningful social change. Nations have histories. Nations are sociopolitical
constructions. Some nations last, but some nations come and go as well even as new nations are
born and some other nations die. It is in this context that the foundational issues of community
languages and native cultures and their thriving are juxtaposed against the issues of education that
matters, and it matters because they serve the needs of humanity at large.

Papers dealing with the diverse theories and practice of nations, nation-building, and national
formation linked with the core issues of mother language, native cultures, and education in
freedom will form the core of the conversation in this 2022 NAKEM International Conference.

The conference specifically aims to:

• Revisit the current theories and approaches in the study of nations, nation-formation, and
nation-building.
• Assess the inclusionary and exclusionary policies of nations and nation-states in all areas
of education both formal and informal.
• Propose models in which the pursuit of education in freedom remains a core value in
nation-building and national development.
• Provide a framework in the theory and practice of education in freedom that includes
education in the work of ensuring the thriving of native cultures, indigenous languages,
indigenous peoples and communities, and traditional forms of education.
• Explicate the various forms of mythologies that of the nation and the nation-state that have
been of value in promoting productive and meaningful ways of life.
• Unmask the deceptions of mythologies of the nation and the nation-state, deceptions that
have led to social problems and the othering of non-dominant ethnolinguistic communities.

Paper Proposal Requirements

A. The paper proposals of the 17th Nakem International Conferences, must hew closely to the
critical orientation of the conference theme particularly in the area of theory and practice
on the mythologies of the nation and the nation-state.

B. Of interest to the organizers of 17th Nakem are themes related to the historical and
operational definitions of the nation and the mythological and how such definitions led and
continue to lead both good and not-so-good outcomes related to social and collective life.
C. Of importance, too, are sub-topics that relate to issues of education in freedom and
democracy whether these pertain to local communities, to a specific nation or nation-state,
or to the global community itself.

D. Finally, topics pertaining to native languages, cultures, ethos, folkways, and other forms of
collective experience that play a role in education in freedom and democracy are regarded
as part of the theme.

All proposals are blind-reviewed by the Nakem Abstract Selection Committee.

Paper proposals submitted for consideration by the Abstract Selection Committee must zero in on
the theme or the specific goals of the conferences.

Only abstracts of between 150 and 200 words are accepted for presentation at the 17th Nakem
International Conference.

Each abstract must zero in on the theme as drawn from the aims above. Papers that do not deal
with the aims will not be accepted.

All abstracts must be sent nakem2022@panpacificu.edu.ph on or before April 30, 2022.

Notice of acceptance of abstracts will be emailed to conference paper proponents on a rolling set-
up starting. Final Letter of Acceptance will be sent on May 15, 2022.

Notices will be emailed. The Nakem 2022 Secretariat will not mail any Letter of Acceptance: only
email versions will be sent directly to the email of the author or to the main author (if there
are multiple authors). Multiple submissions will not be permitted.

Proponents of conference papers are advised to provide the Nakem 2022 Secretariat their own
personal, or professional, email addresses. Proxy email addresses (emails of friends or colleagues
are not permitted).

Panel and Demo Proposal Requirements

For panel or demo proposals, each panel or demo shall consist of no less than three members, all
of them working on the same theme, issue or topic but each speaker must present an individual
paper. Two abstracts are needed: the panel abstract and the abstract for each paper, with the same
specific requirements as those in individual presentations.

Deadline for submission of abstracts is April 30, 2022.

Full papers, sent to conveners, are expected on or before June 10, 2022.

REGISTRATION DETAILS

The conference is open only to life members of NAKEM Conferences. Paper presenters are
required to join

Registration deadline is May 30, 2022. The registration form should be submitted and the
corresponding registration fee paid. The details of payment are found below.

• Only life members are eligible to attend the 2022 Nakem Conference. Conference fee will
be determined as soon as the public health situation shall have been assessed by the
authorities. Should the conference be virtual, no conference fee will be asked of life
members who have paid their fees.

• For logistical reasons, all participants are required to submit, by email only, the
confirmation of their participation by filling out the downloadable registration form.

• If any of the directors of the Nakem Board work with you or accessible to you, you may
opt to submit your filled-out Registration Form (with the appropriate life membership fee)
to them if you have not paid your fee. Other ways of payment of such a fee will be through
a bank deposit. You can deposit your payment at Maybank Philippines, Nakem
Conferences International – Philippines Chapter Inc. with Account No. 01-036-01-
1554-6.

• If you have access to any members of the PanPacific University’s Nakem 2022 Working
Committee, you may also hand in your filled-out registration form (with the appropriate
life membership) to them.
