Republic of the Philippines Province of Ilocos Sur Municipality of Sinait Office of the Municipal Mayor EXECUTIVE ORDER NO.32 Series of 2019 REORGANIZATION OF THE ECOLOGICAL SOLID WASTE MANAGEMENT BOARD OF THE MUNICIPALITY OF SINAIT PROVINCE OF ILOCOS SUR WHEREAS, the Municipality of Sinait created the Ecological Solid Waste Management Board emanating from the mandates of RA 9003, known as the Philippine Ecological Solid Waste Management Act of 2000; WHEREAS, pursuant to the provisions of Section 59 of Republic Act No. 9003 and by virtue of Executive Order No. 192 Series of 1987, the Department of Environment and Natural Resources hereby adopts and promulgates the implementing rules and regulations in the management of solid and liquid wastes; WHEREAS, Local Government Code of the Philippines(1991) enjoins LGUs to enforce sanitation laws, prepare a solid waste management program and other environmental functions; ‘WHEREAS, Presidential Decree No, 1152 otherwise known as Philippine Environmental Code (1977) establishes specific environment management policies and prescribes environment quality standards for air and water, land use management, natural resources management and conservation and enforcement and guidelines for WHEREAS, Section 12 of Republic Act No. 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 provides that each city or municipality shall form a City ‘or Municipal Waste Management Board that shall prepare, submit and implement a plan for the safe and sanitary management of solid waste generated in areas under its geographic and political coverage; WHEREAS, there is a need to amend the previous executive Orders creating or Organizing the Municipal Waste Management Board to ensure compliance with the provisions of RA 9003 and its Implementing Rules and Regulations; NOW THEREFORE, I, SHEE-AN C, GUZMAN, Municipal Mayor of Sinait, locos Sur by virtue of the powers vested in me by law do hereby order: Section 1. Reorganization of the Solid Waste Management Board The Solid Waste Management Board hereinafter referred to as the Board is hereby reorganized, to be composed of the following Chairperson: Hon, SHEE-AN C. Functions and Responsibilities. The Municipal Ecological Solid Waste Management Board shall have the following functions and responsibilities a.) Develop a Municipal Solid Waste Management Plan which will be submitted to the Sangguniang Bayan for adoption, b,) Provide the necessary logistic and operational support for an effective implementation of the Approved Municipal Solid Waste Management Plan; c.) Recommend measures and safeguard against pollution and for preservation of the natural ecosystem; d.) Recommend measures to general resources, funding and implementation of projects and activities as specified in the duly approved Solid Waste Management Plans, .) Identify areas within the municipality which have common solid waste management problems as basis for planning local solid waste management services f£) Coordinate efforts of the respective Barangays in the implementation of the Municipal Solid Waste Management Plan; g) Develop an appropriate incentive scheme as an integral component of the Municipal Solid Waste Management Plan; h.) Convene meetings of the Municipal Ecological Solid Waste Management Board at least quarterly for the purpose of integrating, synchronizing, monitoring and evaluating the development and implementation of the Municipal Solid Waste Management Plan; i) Oversee the implementation of the Municipal Solid Waste Management Plan j.) Conduct yearly review as need arises, the Municipal Solid Waste Management Plan for the purpose of ensuring its sustainability, viability, effectiveness and relevance in relation to local and international developments in the fields of solid waste management. Section 3. Repealing clause. All issuances, orders and memoranda issued inconsistent herewith are hereby nullified and/or repealed. Section 4, Effectivity.
