The instrument is negotiable.

The negotiability of an instrument is affected by the its form. For an instrument to be negotiable, first, it
must be in writing and signed by the maker or drawer. Second, it must contain an unconditional promise
or order to pay a sum certain in money. Third, it must be payable on demand, or at a fixed or
determinable future time. Fourth, it must be payable to order or to bearer. Lastly, which applies only to
a bill of exchange, where the instrument is addressed to a drawee, he must be named or otherwise
indicated therein with reasonable certainty.

Here, all the requisites for a negotiable instrument has been complied with.
