The Department of Education (DepEd) Regional Office No. II in coordination with the Curriculum and Learning Management Division (CLMD) shall administer the Regional Exit Assessment (REA) for Grade 3 learners in public and private schools for School Year 2019-2020 on the fourth week of March 2020. 2. The exit assessment shall be administered to the selected public and private schools. The test is anchored on the following objectives. a) establish a baseline data for all MTB in the implementation of the K to 12 Curriculum; b) evaluate the effectiveness of the Mother Tongue Based-Multilingual Education (MTB-MLE) instruction on the four (4) languages of the region, namely, llokano, Ibanag, Ivatan and Tagalog ; and ©) assess the performance of Grade 3 learners on the identified least mastered ‘competencies as reflected in the previous National Achievement Test (NAT). 3. Selection of schools to be tested shalll be done by the Curriculum and Learning Management Division (CLMD) based on EBEIS. 4. Transportation and other incidental expenses of Testing Personnel shall be charged to MOOE/ —_Local Funds. 5. Enclosed is the Implementing Guidelines on the conduct of REA for Key Stage 1. 6. RATIONALE Pursuant to the DepEd’s mandate to ensure the delivery of accessible and quality education for all, assessment is an integral part to quality assure and assess the learners’ progress in the attainment of the learning standards in the Key Stage | as stipulated in the Enhanced Basic Education Act of 2013 of the K to 12 Curriculum. As assessment ‘measures performance and to quantify judgment on academic performance of learners, the results of it will be used in decision making, planning, resource allocation, policy formulation and development of interventions. Il, SCOPE This policy guideline covers the administration of REA for Key Stage I for both public and private schools. Ill, DEFINITION OF TERMS 1. Regional Exit Assessment. Refers to the Key Stage I assessment of learners particularly Grade 3, 2. Learners. Refers to Grade 3 pupils enrolled in the formal schools both public and private in the current school year. 3. Private School. Refers to a private school that offers the K to 12 Curriculum and using any of the identified Mother Tongue in the region as their language of instruction. It is also a school that has approved permit to operate for the school year or with government recognition, 4, Mother Tongue, Refers to the identified mother tongue by DepEd Cagayan Valley Region specifically, Ivatan, Ibanag, llokano and Tagalog. ‘The information contained in this document is a propery of the DepEd Region 02. POLICY STATEMENT Regional Exit Assessment (REA) for Key Stage | determines if the learners are meeting the leaming standards and coping with the least mastered competencies being identified during the latest National Achievement Test (NAT). The REA | shall determine the performance of Grade 3 learners as basis in providing technical assistance to improve instructional practices and learning delivery. V. TEST ADMINISTRATION AND PROCESSES, 1. Identification of Sample Schools Selection of schools to be tested shall be done by the Curriculum and Learning Management Division (CLMD) based on EBEIS. 2. Test Administration 2.1, Target Clientele Grade 3 learners from the schools to be sampled shall take the test. Examinees to be tested are grouped according to the Mother Tongue they use. 2.2. Mode of Administration Purposive sampling procedure shall be used representing all mother tongue languages in the region. All Schools Division Offices (SDOs) shall be given the test, but schools shall be sampled. Examinees in the sampled school shall all take the test. 2.3. Schedule of Administration ‘The test shall be administered to Grade 3 leamers on the fourth week of March. 2.4. Number of Examines per Testing Room Examines in a school must be alphabetically arranged regardless of sex/gender. ‘There shall be a maximum of 30 examinees per testing room to be seated in alphabetical order and with individual Learner Reference Number (LRN). Testing Center Requirements Public and private schools shall serve as testing centers. The testing center requirements are the following: 2.5.1. There shall be a designated room for the distribution of test materials to censure the security and confidentiality of test materials. 2.5.2. The testing rooms must be well-ventilated, well-lighted, and free from any kind of noise that may distract the examinees while taking the test. 2.5.3. The List of Actual Examines will be posted in each testing room a day before the exam. 2.5.4, There must be a comfort room accessible to the examinees and testing personnel in the area. 2.5.5. Each testing room must have enough seats for the examinees. 2.6. Testing Personne! The specific duties and responsibilities of Testing Personnel to ensure the smooth and proper administration of the test are the following: Regional Director (RD)/ Assistant Regional Director (ARD). The Regional Director / Assistant Regional Director shall oversee the smooth conduct of the test in the entire region. CLMD Chief, The Chief shall designate the Regional Testing Coordinator to Prepare a team for monitoring the administration of the test. Regional Testing Coordinator (RTC). The Regional Testing Coordinator shall supervise the administration of the test with monitoring team. Regional Testing Team (RTT). The SDS/ Authorized Representative (CID Chief) shall oversee the test administration and shall be responsible for the smooth conduct of the test in the Division. He/she shall also designate the Division Testing Coordinator to lead the test administration in the di Division Testing Coordinator (DTC). The DTC shall supervise the administration of the test in public and private schools. The DTC shall prepare List of Chief Examiners and Room Examiners in the sample schools of the division. Chief Examiners. The School Head, School Testing Coordinator shall serve as Chief Examiner in the school tested. Room Examiner (RE). The Room Examiner shalll serve as test administrator in accordance with the standardized test guidelines. Administrative Support Staff (ASS). Administrative Support Staff shall provide any test related assistance to the School Head, such as preparation of testing rooms. 3. A conference for Division Testing Coordinators (DTCs)/Assessment Coordinators shall be conducted to prepare for the administration of the test and to ensure that the standardized process of the test is carried out. 4, Test Interpretation Test scores shall be reported as percentage scores. Mean Percentage Scores (MPS) shall be computed for every tested learning area in all languages to be tested. To analyze the learners’ performance, Mean Percentage Scores (MPS) shall be computed and it shall be established using the Mastery Level Index with its numerical and adjectival values as follows: Numerical Values Adjectival Values 96% - 100%. Reporting and Dissemination of Results The results shall be released not later than 45 days after the examination. To maximize information dissemination and utilization of test results, the following data shall be released to the field offices: Competency Skills Profile; Performance by School. c. Least Mastered Competencies (LMC) per tested learning area. The dissemination of test results shall be sent through a Regional Memorandum individually sent to SDOs and other modes of delivery. However, the data will be handled with utmost confidentiality in accordance with RA 10173 or the Data Privacy Act of 2012.
