Agenda no.3 Circular agenda dated 10/12/2019 regarding renewal of expired leases of Ahmedabad Cantonment Board. To note & approve the Circular agenda no.1(a) to 1(c) dated 10-12-2019. In this connection the all relevant documents are placed on the table for considerations and decision by the Board Resolution no.3 Circular agenda dated 10/12/2019 regarding renewal of expired leases of Ahmedabad Cantonment Board. Considered and unanimously approved circular agenda no.1(a) to 1(c) and further unanimously resolved to forward the proposal to the competent authority for necessary sanction in this regard. Agenda no.4 Repairs to buildings in Cantonment Areas Reference : Die. DE SC, Pune letter no.8073/Expert Committee/C/DE/2018 (FMS = 49362-C) dt.12-12-2019 It is brought to the notice of the Board that the MoD vide above referred letter have informed that in the context of Cantonment areas, in furtherance of provisions contained in section 235(2) of the Cantonment Act, 2006 and structural stability of the building, repair works to authorized buildings shall include the following for which notice for sanction of erection or re-erection u/s.236 of the Cantonments Act 2006 may not be required, the details of same are as under :~ a) Erection, re-erection, addition to, or alteration of — () An internal partition wall which does not involve sub-division of property, or (i) A parapet wall or a cornice or chajja within the boundaries of the permissible setbacks and ground coverage area of the site. Provided that the total height of the parapet wall shall not be more than 1.20 m and width of the comice or chajja shall not be more than 50 cm. b) Repairing of a staircase; ¢) White washing or painting; 4d) Reflooring of the surface of an existing floor @) Minor repairs and recasting of an existing damaged roof without changing the character and dimension of such roof, Petouatd (Ohiraj Sonaje) (Brig. Dated : 10-01-2020 Dated : 10-01-2020 3 f) Erection’of a false ceiling in any floor for air-conditioning, lighting or decorative purpose: g) Plastering and patch work; h) Providing or closing an internal door or window or a ventilor not opening directly ‘opposite a door or a window of another building; i) Replacing of fallen bricks or stones; j) Repairing or renewing existing plumbing, sanitary and other utllty services; k) Repairing of boundary wall; 1) Installation of air-conditioner/water tank/solar panels/solar water heater/ete. Further, it is also informed that the Govt. has considered the suggestion of the Expert Committee regarding misinterpretation of the words ‘material alteration’ appearing in Section 235(2)(a) of the Cantonments Act, 2006, and it has accordingly been decided that the said term shall refer to substantial alteration which would include any works not listed above: for which necessary sanction for erection or re-erection of building would be required under ibid provisions of the Act. The definition of the term ‘material alteration’ should be clearly brought out by the Cantonment Boards while revising the building bye laws. In this connection the decision of the MoD is placed before the Board for information and taking necessary action by giving adequate publicity to the instructions of the MoD for enabling all the concerned for availing benefit in this regard. Resolution no.4 Repairs to buildings in Cantonment Areas Noted and unanimously resolved to give wide publicity for spreading awareness among the general public. Agenda no.5 Devolution of powers of Vice Presidents of Cantonment Boards & Constitution of three committees — Regarding Reference : (i) MoD ID no.14(12)/2018-D(Q&C) dated 23-12-2019 (i) DGDE, Delhi Cant. letter no.76/67/Expert Comittee/C/DE/2018/Vol-IV dated 24-12-2019. (ii)Dte. DE SC, Pune letter no.8073/Expert Committee/C/DE/2018 dated 27-12-2019 in this regard. It is brought to the notice of the Board that the Cantt. Boards are required to forward their amended business regulations proposals in light of the instructions contained in MoD ID cited at reference (i) and circulated by the competent authority i.e. DGDE, Delhi Cantt. through Dte. DE SC, Pune, cited at reference (ii) & (ili). The business regulations proposals should be consistent with the compositon and delegate roles and Tesponsibilities and furiction suggested by the Govt. The roles and responsib assigned should include those included in Annexure -B. In the event of Boards having a ‘committee which has overlapping functions as mentioned in annexure -B, the functions & nomenclature of those Committees may be suitably amended to align with the above said Committees. The brief instructions circulated vide MoD ID are as under :- (A) Devolution of more responsibilities to Vice President of Cantonment Boards & constitute three more Committees. (8) Empowerment of Civil Area Committee (C)Amendment of business regulations The action taken report inrespect of submission of draft of amended Business Regulations proposal inrespect of Ahmedabad Cantonment Board has to be submitted on or before 15-01-2020 to the Dte. DE SC, Pune and the final proposal is required to be submitted to the Dte. DE SC, Pune by 10-02-2020 without fail. The draft of amended business regulations in respect of Ahmedabad Cantonment Board alongwith relevant papers in file are placed on table for consideration and approval by the Board, Resolution no.5 Devolution of powers of Vice Presidents of Cantonment Boards & Constitution of three committees — Regarding CEO explained the Board in detail regarding the instructions circulated vide MoD ID as mentioned at the agenda side. Board welcomed the decision of empowerment of elected members through constitution of committees. CEO presented the draft business regulations whereby after a brief discussion the Board unanimously approved the draft of Business Regulations for Ahmedabad Cantonment Board and further unanimously resolved to invite suggestions, objections from general public with time limit of 15 days. Agenda no.6 Repair/Modification/Addition to Water supply Network for Water distribution Station of ‘Ahmedabad Cantonment board Reference: CBR no 08 dated 19/10/2019 It is brought to the notice of board that vide CBR no 08 19/10/2019 board resolved to demolition of existing water tank and carry out associated work such as repairs/modification/addition of water supply network for water distribution, repairing of leakage lines for switching over to direct supply systems. In this connection this office had initiated the tender process for “Repair/Modification/Addition to Water supply Network for Water distribution Station of Ahmedabad Cantonment board” vide e-tender notice no ACB/EB/2019-20/10 dated 03/10/2019 in which no bidder participated. Further this office re-invited the reference tender vide notice no ACB/EB/2019-20/10/02 dated 25/10/2019 in which again no bidder participated. Therefore this office again reinvited tender vide notice no ACB/EB/2019-20/10/03 dated 17/12/2019 in which 01 nos of bidder participated and qualified in Technical bid. In this connection necessary documents are placed before board for noting of the board Resolution no.6 Repair/Modification/Adaition to Water supply Network for Water distribution Station of ‘Ahmedabad Cantonment board "At the start of the discussion Shri Ayubkhan Pathan, V.P. stated that in the recent past the submersible pump collapsed and water supply was affected for a period of three days and there is also a requirement for placing a booster for enhancing existing force in water supply. VP also pointed out that he has already informed the Board that a new submersible water supply pump and booster should be procurred for ensuring that there is ho risk of break in water supply to avoid public hardship and some elected members agreed to his statement. CEO clarified that as the pipe line network is very old in nature there is possibilty of pipe burst and water leakage as the old pipeline network is not designed to take pressure of booster pump and further CEO clarified that he shall procure the water supply pump in the next financial year if itis required. VP and EMs desired to know whether there is any provision in agreement that ifthe water supply pump fails then agency shall immediately replace the faulty pump with the new one, PCB also agreed and facked the CEO that if no such condition is there in agreement then a new clause should be incorporated into the agreement in this regard. Considered and unanimously approved the action intiated by the CEO for issue of work order in this regard. Further unanimously authorised the CEO to incur all the necessary expenditure in this regard. Agenda no.7 Purchase of Printer for Anmedabad Cantonment board office. With reference to requirement for Multifunction Laser Printer with Capacity to print 'A3, A4 and legal with attached ADF, a bid was placed on GeM vide bid no GEM/2019/B/472192 dated 20/12/2019. The last day for placing bid was 30/12/2019. In the reference bid 04 nos of bidders participated and qualified in the technical requirements. Board also had detailed discussion regarding expenditure related to office administration. Board authorised CEO to procure all such items which are necessary for smooth functioning of office. Board directed that in such cases Board authorises CEO for financial sanction subject to budget provision. DE, SC, Pune letter no.19648/C/X/DE dated 05-12-2019 It is brought to the notice of the Board that vide above referred letter DGDE, Delhi Cantt. directed to frame draft Solid Waste Management Bye-Laws on the basis of SWM bye-laws framed by Delhi Cantonment Board as a model, keeping in view the local conditions / geographic feature of respective Cantonment area. If the Board approves these subject draft-SWMbye-laws for Ahmedabad Cantonment Board, then the proposal in this regard shall be forwarded to the Competent authority for obtaining approval from the Govt. & publication as per laid down standard procedure.
