Saudi to offer tax relief to MNCs relocating HQs

electronic visas without the re-
quirement of residency in the
GCC countries, there are 20
professions that can enter
Kuwait from GCC countries, pro-
vided that they have a valid res-
idency exceeding six months,
and a passport valid for the
same period.
These residents can enter
the country with their families
and domestic workers, provided
that the person concerned (the
applicant) is present.

two complementary loans of
$500 million each to support and
enhance India’s health sector
development. Through this com-
bined financing of $1 billion, the
Bank will support India’s flagship
Pradhan Mantri-Ayushman
Bharat Health Infrastructure Mis-
sion (PM-ABHIM), launched in
October 2021, to improve the
public healthcare infrastructure
across the country.
In addition to the national
level interventions, one of the
loans will prioritise health service
delivery in seven states – Andhra
Pradesh, Kerala, Meghalaya,
Odisha, Punjab, Tamil Nadu,
and Uttar Pradesh.
The agreement was signed
by Rajat Kumar Mishra, Addi-
tional Secretary, Department of
Economic Affairs, Ministry of Fi-
nance on behalf of the Govern-
ment of India and Auguste Tano
Kouame, Country Director, India,
World Bank.
“The Covid-19 pandemic
brought to the fore the urgent
need for pandemic preparedness
and health system strengthening
around the world and was a stark
reminder that pandemic prepared-
ness is a global public good,”
said Mr Kouame. “The two proj-
ects are supporting India’s deci-
sion to increase the resilience
and preparedness of the country’s
health systems against future
pandemics. This will be of great
benefit for the populations of the
states participating in the projects
and will generate positive
spillovers for other states.”
India’s performance in health
has improved over time. Accord-
ing to World Bank estimates, In-
dia’s life expectancy – at 69.8
in 2020, up from 58 in 1990 – is
higher than the average for the
country’s income level. The un-
der-five mortality rate (36 per
1,000 live births), infant mortality
rate (30 per 1,000 live births),
and maternal mortality ratio (103
per 1,00,000 live births) are all
close to the average for India’s
income level, reflecting significant
achievements in access to skilled
birth attendance, immunisations,
and other priority services.
Despite these advances in
the health of the Indian popula-
tion, Covid-19 has underscored
the need for revitalising, reform-
ing, and developing capacity for
core public health functions, as
well as for improving the quality
and comprehensiveness of
health service delivery.
The $500 million Public
Health Systems for Pandemic
Preparedness Programme (PH-
SPP) will support the govern-
ment’s efforts to: Prepare sur-
veillance system to be ready to
detect and report epidemics of
potential international concern,
ensure rapid response, and pre-
vent emergence of pathogens.
The $500 million Enhanced
Health Service Delivery Pro-
gramme (EHSDP) will support
government’s efforts to: Strength-
en service delivery through a
redesigned primary healthcare
model, which includes improved
household access to primary
healthcare facilities, stronger
links between each household
and its primary care facility
through regular household visits
and risk assessment of non-
communicable diseases.

is a need to work in a
planned manner, moving
beyond traditional agricul-

use of technology from lab

ence, ICAR aims to work
with organisations from in-
dustry, research and aca-
demia, that are interested
in ICAR's technologies, so
that while achieving mutual
benefits, the tie-ups can
widely benefit the country
including agriculture sector
in the long run.
Agriculture universities
along with more than 100
institutes affiliated to ICAR
have various agricultural
facilities including well-
equipped research/devel-
opment facilities, labora-
tories/infrastructure which
can be mutually used for
public good.

has recently signed con-
tracts with Hindustan
Aeronautics (HAL) and Larsen
& Toubro (L&T) for procurement
of 70 HTT-40 Basic Trainer Air-
craft & three Cadet Training
Ships respectively in the pres-
ence of Union Minister for De-
fence, Rajnath Singh, in New
Delhi. Defence Secretary, Girid-

senior civil & military officials of
Ministry of Defence (MoD) and
representatives of HAL & L&T
were present during the signing
and exchanging of contracts.
In a major boost to the gov-
ernment’s efforts to achieve Aat-
manirbharta in de-
fence, the Union
Cabinet had ap-
proved the procure-
ment of 70 HTT-40
trainer aircraft from
HAL at a cost of over
` 6,800 crore. The
Cabinet had also
cleared signing of
contract with L&T for
acquisition of three
Cadet Training Ships from L&T,
worth more than ` 3,100 crore
under Buy {Indian-IDDM (In-
digenously Designed, Developed
and Manufactured)} category.
The HTT-40 is a turbo prop
aircraft possessing good low
speed handling qualities and
provides better training effec-
tiveness. This fully aerobatic tan-
dem seat turbo trainer has an
air-conditioned cockpit, modern
avionics, hot refuelling, running
changeover and zero-zero ejec-
tion seats.
The aircraft will meet the
shortage of basic trainer aircraft
of Indian Air Force for training
of newly-inducted pilots. The

ciated equipment and training

The Cadet Training Ships
will cater to the training of officer
cadets, including women, at sea
after their basic training to meet
the future requirements of the
Indian Navy. The ships would
also provide training to cadets
from friendly countries with the
aim to strengthen diplomatic re-
lations. The ships can also be
deployed for evacuation of peo-
ple from distress areas, search
& rescue and Humanitarian As-
sistance and Disaster Relief
(HADR) operations. The delivery
of ships is scheduled to com-
mence from 2026.
The ships will be indigenously
designed, developed and con-
structed at L&T shipyard in Kat-
tupalli, Chennai. The project will
generate an employment of 22.5
lakh man-days over a period of
four-and-half years. This will en-
courage active participation of
Indian shipbuilding and associ-
ated industries, including
MSMEs.
