Challenges

Challenge (1 of 5) – multiple activities

Challenge (2 of 5) – Quota costs
• Quota costs

Challenge (3 of 5) – “Costs off the Boat”
• Have received funding to better understand costs
that are not directly related to fishing (marketing,
office/accounting, pick-up trucks, etc.)
• Estimate of the magnitude of variable and fixed
costs not collected;
• Identify the types of costs not being collected;
and
• Make recommendations about cost categories
that should be added to the EDC forms.

Challenge (4 of 5) – Participant Buy-in

Challenge (5 of 5) – Getting Researchers Involved
• Confidential level data are only available to NOAA
employees or contractors hired by NOAA
• Can make pre-aggregated data available to anyone
who is interested

EDC Measures of Net Revenue
• Revenue – variable costs
=
Variable Cost Net Revenue
(near-term economic health of the fishery)

• Revenue – total costs

=
Total Cost Net Revenue
(long-term profitability of the fishery)

Form - paper
• Dillman methods
• Have been gradually
modified over time,
since first data collection
in 2005
• Balance consistency
with perfection

Form - online
• Turned out to be huge
amount of work
• Online submissions
• 48% of 156 forms
(2013)
• 46% of 151 forms
(2014)
