CIVIL 736 : Transport Safety and Mobility


Engineering
2023 Semester One (1233) (15 POINTS)

Course Prescription
Develop a sound understanding of safety and mobility of transport systems. Transport safety topics include safe
systems, crash reduction studies, road safety audits and at-grade intersection geometric design, economic
appraisal methods and transport infrastructure funding. Planning for transport mobility and sustainable
transport systems, public transport systems, active modes and travel behaviour.

Course Overview
This 15 credit elective course is in the nal year of the bachelor of civil and environmental engineering (BE
Hons) in Civil Engineering. It builds upon previous years topics covered in the BE(Civil) Part II and Part III
courses in Transportation Engineering (CIVIL 203 and CIVIL 303), and complements the BE(Civil) Part IV course
Transport Modelling and Design (CIVIL 735).

The main objective is to provide a strong basis for those wishing to include trac and transportation
engineering within their eld of expertise and to provide a foundation for further postgraduate study in
Transportation. A relatively wide range of intra-modal transportation safety, economic evaluation, transport
sustainability, design and mobility aspects of transportation that includes, active modes, public transport (bus
and rail) and private motor vehicle modes, including professional practice that provides a solid basis for further
transportation specialization at Masters levels.

The course consists of lectures, a weekly clinic/tutorial and laboratories and eld exercises for project work.
Lectures will cover the basic information. Tutorials will be used principally for the projects, problem solving,
and assignment exercises but also for revision. Demonstrations of software (eg. Waka Kotahi Crash Analysis
System (CAS)) will be shown at relevant stages. In addition you will be expected to learn from additional
reading, problem solving (vital) and other work outside formal contact hours. The course is well supported by
the recommended texts which also provide a good source of additional problems. Lecture material will be
multi-modal.

Learning Outcomes
By the end of this course, students will be able to:
1. Analyse and appraise the economic evaluation of Transportation Projects. This will include the benefit cost
assessment of a transportation infrastructure project and an economic evaluation of various improvement
options. (Capability 1.1, 3.2, 4.2, 4.3, 5.1, 5.2, 6.1 and 6.2)
2. Analyse and evaluate the complex nature of transport related crashes with respect to the human / vehicle /
road and transport environment interaction with the aim of reducing traffic deaths and injuries.
(Capability 1.1, 2.1, 2.2, 3.2, 5.1, 5.2, 6.1 and 6.2)
3. Apply and anaylse transport safety engineering principles to a Crash Reduction Study using various
strategies to investigate, analyse and appraise traffic crash sites and economically evaluate improvement
options. (Capability 1.1, 2.1, 2.2, 3.1, 3.2, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1 and 6.2)
4. Evaluate and apply safe intersection design principles for the geometric design of of at – grade
Intersections by evaluating various attributes and intersection design layouts, and sketching important
plan features. (Capability 1.1, 2.1, 3.1, 6.1 and 6.2)
5. Evaluate and apply public transport operation calculations and discuss key aspects of travel behaviour of
public transport users (Capability 1.1, 3.2, 5.1, 5.2, 6.1 and 6.2)
6 . Be able to critically discuss key concepts of transport equity to demonstrate understanding and
application of active mode design elements. (Capability 1.1, 2.1, 4.1, 5.1, 5.2, 6.1 and 6.2)

A minimum final exam mark 0f 40% is required to pass the course.

Workload Expectations
This course is a standard 15 point course and students are expected to spend 10 hours per week involved in
each 15 point course that they are enrolled in.

For this course, you can expect an average weekly workload comprising 3 hours of learning activities (lectures,
tutorials, and Crash Analysis System database laboratories for the project), 3 hours of reading and thinking
about the content, and 4 hours of work on assignments and/or exam preparation.

Delivery Mode
Campus Experience
Attendance is expected at scheduled activities including labs/tutorials to complete components of the course.
Lectures will be available as recordings. Other learning activities including tutorials/labs will not be available as
recordings.
The course will include live online events including tutorials.
The activities for the course are scheduled as a standard weekly timetable.

Learning Resources
Course materials are made available in a learning and collaboration tool called Canvas which also includes
reading lists and lecture recordings (where available).

Please remember that the recording of any class on a personal device requires the permission of the instructor.

The Waka Kotahi (NZ Transport Agency) Crash Analysis System (CAS) database that stores all of the information
on NZ Police reported traffic crashes on the New Zealand Road network.

Additional Reading will be provided. There are many texts on the web or in the library that provide useful
additions including:

Health & Safety
Students are expected to adhere to the guidelines outlined in the Health and Safety section of the Engineering
Undergraduate Handbook.
Specic Health and Safety procedures will be discussed in class for the Road Safety Project and any potential
visits made to investigate road sites.

At the end of every semester students will be invited to give feedback on the course and teaching through a
tool called SET or Qualtrics. The lecturers and course co-ordinators will consider all feedback and respond with
summaries and actions.

Your feedback helps teachers to improve the course and its delivery for future students.

Feedback from previous forms of the course have been used to help design this new course offering in 2023.
