APAR is to be used as a tool for hu resource development. Reporting Officers should realize that the objective is to develop an officer so that he/she realises his/her true potential, It is not meant to be a fault-finding process. Instead, it is intended to be a developmental one. The Reporting Officer and tho Reviewing Officer should not shy away from reporting short-comings it performance, attitude and overall personality of the Ratee Officer, 3.
