Course Inauguration: 26/09/2022 at 10.15 AM. Brief of the course Government is the largest spender in our nation and is the biggest originator of monetary transactions. The Government collects large sums of money from its citizens and from corporates in the form of ‘Tax Revenue’; ‘Non-Tax Revenue’ and ‘Fee for Services’ rendered. It spends even larger sums of money on payments for its administrative expenses (salaries of staff and other expenditure) and on other social and economic services. There is a need for systematically recording these transactions on day-to-day basis to ensure that all the monetary transactions are recorded in full detail and in correct form and that no transaction is left out. The daily transactions also need to be systematically recorded to produce monthly accounts and annual accounts to serve as an aid to managers of public finance and to departmental heads in controlling expenditure or for ensuring collection of revenues, as planned. India has a parliamentary system of governance where the legislature (Parliament in case of Union Government and State Legislature in case of State Government) enjoys full and complete control over public finances. The Executive can neither collect any tax from its citizens except with the approval of concerned legislature nor can it spend any money out of the Consolidated Fund without the legislative approval. After approval is granted to levy any tax or to incur any expenditure out of public funds, the legislature would like to be assured that its decisions and its directions are followed. Preparation of accounts with a view to systematic recording, collating and consolidating the transactions serves the purpose of providing the legislature with credible data for it to ensure that its directions have been complied with without any infringement. Simply said, the real function of all accounting work in Government is to render a service to the legislature and to the management. It is intended to give complete information on the working of the Government, its organizations, departments, programmes implemented by it, etc. in order that the data can be analysed and interpreted for using it in managing the operations economically, efficiently and effectively.
