The State

• A state is a set of centrally controlled


institutions. It has two constitutive
monopolies:
• the legitimate use of violence, in the form of
coercion in the event of non-compliance, is
the sole purview of the state
• the state has a monopoly on rule-making of
the sort requiring coercion
