The TRAIN law is the first package of the administration's much awaited

COMPREHENSIVE TAX REFORM PROGRAM. It takes affect 15 days after it is


published in the official Gazette or publications of general circulations. The aims
to make the current tax system simpler, fairer, and more efficient. TRAIN imposed
or increased excise taxes on certain products and services. These new rates needed
to be supported by specific regulation.

2. Rationale for passing tax reform


Tax Reform can reduce tax evasion and avoidance, and allow for more
efficient and fair tax collection that can finance public goods and services. Tax
reform is the process of changing the way taxes are collected or managed by the
government and is usually undertaken to improve tax administration or to provide
economic or social benefits. Tax reform is introduced for multiple purposes. The
first and foremost purpose is to minimize the slightest of probabilities of avoidance
and evasion of tax from the economy.
