1.If the spell in the wand is on the spell list of one
(or more) of their classes they can activate the wand with no check needed. Note that they don't
need to be capable of casting the spell (a level 1 Wizard can use a wand with a 2nd level spell
with no issues), nor do they need to be capable of casting spells yet (so a level 1 Paladin can use
a wand containing any spell on the Paladin spell list, although they don't get spells until level 4).
2.If #1 doesn't apply, then the character can make a DC 20 Use Magic Device (UMD) check to
activate the wand. Note that you must have 1 or more skill ranks in UMD to use the UMD skill, you
cannot Take 10 on UMD checks, and if you ever fail a UMD check and you rolled a natural 1 on
the d20 you can't attempt to activate that item again for 24 hours (rolling a natural 1 on skill checks
is not an automatic failure, so a character with a +19 UMD can always activate a wand).
There are no "Arcane" or "Divine" (or "Psychic") wands, so if a spell appears on both the
Cleric/Oracle and Sorcerer/Wizard spell list both a Cleric and a Wizard can activate that wand
without a check.
Using a wand costs a charge from the wand and that's it. There are some class abilities out there
that let a character substitute expending a spell slot for a charge when using a wand, but those
specifically call out that they can do so.
When a wand is used the spell it contains is cast at the caster level of the wand itself and uses the
minimum attribute modifier needed to cast the spell to determine saves, and doesn't use any of
the character's feats or class abilities to increase the DC, damage, duration, or anything else like
that.
To have any chance of activating a scroll spell, the scroll user must meet
the following requirements.
The spell must be of the correct type (arcane or divine). Arcane spellcasters (wizards,
sorcerers, and bards) can only use scrolls containing arcane spells, and divine spellcasters
(clerics, druids, paladins, and rangers) can only use scrolls containing divine spells. (The
type of scroll a character creates is also determined by his class.)
The user must have the spell on her class list.
The user must have the requisite ability score.
If the user meets all the requirements noted above, and her caster level is at least equal to the
spell’s caster level, she can automatically activate the spell without a check. If she meets all three
requirements but her own caster level is lower than the scroll spell’s caster level, then she has to
make a caster level check (DC = scroll’s caster level + 1) to cast the spell successfully. If she fails,
she must make a DC 5 Wisdom check to avoid a scroll mishap. A natural roll of 1 always fails,
whatever the modifiers. Activating a scroll is a standard action (or the spell’s casting time,
whichever is longer) and it provokes attacks of opportunity exactly as casting a spell does. If the
caster level check fails but no mishap occurs, the scroll is not expended.
