Tereicesies Rea Ps decent, job: ADMINISTRATIVE ORDER No. 24 Series of 2020 INSTITUTIONALIZING THE DOLE KABUHAYAN AWARDS: AWARDING OF BEST DOLE-ASSISTED LIVELIHOOD PROJECTS In the interest of the service, and in recognition of the outstanding accomplishments exemplified by the beneficiaries, implementers, and partners relative to the implementation of the DOLE Integrated Livelihood Program (DILP), a Guidelines for the Selection of Awardees for various categories of awards for the DOLE Kabuhayan Awards, is hereby issued to institutionalize the process, rules, and regulations governing the selection of awardees at the regional and national levels. |. Objectives The DOLE Kabuhayan Awards aims to: 1, Recognize and reward outstanding DOLE-assisted livelihood projects both for the individual and group categories at the Regional and National Levels; 2, Document and showcase the best practices of outstanding livelihood projects in achieving viability and sustainability of their businesses; 3. Recognize the DOLE partners in the implementation of the DILP, i.e. PESO Managers of LGUs where the awardees come from, as well as LGUs and other Accredited co-Partners, ie. Non-Government Organizations (NGOs)/State Colleges and Universities, (SUCs)/People's Organizations (POs) with significant contribution in the implementation of DILP; and 4, Recognize the DOLE Regional Offices and livelihood focal persons with significant efforts and outstanding accomplishments in the implementation of the program. Il. Categories of Awards and Prizes A. Major Awards The awarding of Regional and National Winners for Best DOLE-assisted livelihood projects will have two (2) categories, as follows: Category 1: Best Individual Project — To be awarded to an individual project that has demonstrated potential for significant growth and sustainability, which helped in augmenting the income of the individual entrepreneur. Category 2: Best Group Project — To be awarded to a group undertaking that has significantly contributed to employment generation and demonstrated potential for significant growth and sustainability. Plaque of Recognition Mechanics A. Evaluation Criteria Selection of awardees shall be based on the criteria set for the purpose, as follows: 1. Best DOLE-Assisted Livelihood Projects — Minimum Requirements Category of Minimum Requirements Projects should have been funded by DOLE within four years prior to the current year (e.g. For Y2020 Awarding, projects should have been funded within Y2016-2019) ‘* For Formation, projects should have been provided with DOLE's assistance within four years prior to the current year. (e.g. For Y2020 Awarding, projects should have been funded within Y2016-2019) + For Enhancement, projects should have started through DOLE's assistance in terms of working capital, and provided enhancement within at least one (1) year after the first assistance. Selection Committees 1. 21 Regional Level The Regional Project Evaluation Team (RPET) composed of the Assistant Regional Director, TSSD Chief, IMSD Chief, and Regional Livelihood Focal Person shall deliberate and select for endorsement to the Regional Director, the regional winners for the following categories of awards: + Best DOLE-Assisted Livelihood Projects (individual and group categories) + Best Performing Provincial/Field Office’ Livelihood Focal Person + Best Local Government Unit - Implementing DILP + Best ACP — Implementing DILP National Level * The DOLE-BWSC, through the Workers in the Informal Economy Development Division (WIEDD) shall be responsible for the following 1. Shortlisting of top five entries for both individual and group categories of the Best DOLE-Assisted Livelihood Projects, and of Best Video Documentation. 2. Selection of National Winners for the Best Performing Regional Livelihood Focal Person, Top Performing Regions in Livelihood Implementation, Top Performing Regions in Sustainable Livelihood Framework Implementation, and Best Regional Livelihood Focal Person. 13 * The DOLE-BWSC through the Program Monitoring and Technical Support Services Division (PMTSSD) and the Information and Publication Service (IPS) shall select the national winners for both individual and group categories of Best Video Documentation. + The National Screening and Selection Committee shall be composed of the Assistant Secretary for Regional Operations and Special Concerns Cluster as the Chairperson, the Director of BWSC as the Vice-Chairperson, and the Heads of Financial and Management Service (FMS) and Internal Audit Service (IAS), as well as an identified ACP, who shall select the winners for Best DOLE-Assisted Livelinood Projects (individual and group categories) at the national level. Funding Regional Level ‘The DOLE-ROs are authorized to charge expenses to be incurred in the search for regional nominees against their respective DILEEP Administrative Cost Funds, and/or funds that may be downloaded by the DOLE-BWSC to the ROs, depending on the availability of funds. National Level All costs to be incurred in the annual conduct of the Kabuhayan Awards shall be charged against the DILEEP Administrative Cost Fund.
