Dear Sir, MSEDCL has entered into Energy Purchase Agreement (EPA)/Short term PPA (STPP) with the generators as per Annexure-A attached herewith for WTGs connected at metering point No. 7316. Invoices are processed at this common metering point based on the percentage breakup. The details of WTGs connected & the EPA executed at the said metering point is attached herewith as an Annexure-A. Itis to bring your attention as follows, 1. The article regarding joint meter reading of the EPA states as under, “Wherever more than one Power Producer(s) are delivering energy produced by them using the common evacuation system and through the common Meeting equipment, then they shall identify a common agency responsible for Joint Meter Reading with MSEDCL. The Joint Meter Reading taken at common evacuation system shall be supported by meter readings of individual power producers using such common evacuation system. Based on this break up, limited to total energy delivered, the power generated from the individual power plant shall be certified by MSEDCL. ” 2. The article regarding billing in short term PPA (STPP) states as follows, “For the intra-state projects, the bills shall be submitted by seller online on MSEDCL's NCE web portal based on Joint Meter Reading (JMR) / AMR..." Thus, the joint meter reading is to be supported by meter readings of individual wind turbine generator. It is observed that the invoice raised by you is not supported by the meter idual WTC. readings of individual WTGs as no meter is installed at in Page 1 of 4In view of the above, your invoice is not in accordance with the EPA. MSEDCL in the | absence of meter installed at individual WTG cannot ascertain the energy generated by the individual WTG, which is the basis for processing of your invoice as per EPA. Moreover, in case invoice submitted by you is processed in the absence of meter being installed to the individual WTGs connected to the aforesaid common metering point it will amount to deviation from EPA provisions.
