Policy
Presidential Decree No. 1151

Declaration of State Policy: a continuing policy of the State


(a) to create, develop, maintain and improve conditions under which man and
nature can thrive in productive and enjoyable harmony with each other,
(b) to fulfill the social, economic and other requirements of present and future
generations of Filipinos, and
(c) to insure the attainment of an environmental quality that is conducive to a life of
dignity and well-being.
Goals of the Policy: the Nation may

(a) recognize, discharge and fulfill the responsibilities of each generation as trustee and
guardian of the environment for succeeding generations,
(b) assure the people of a safe, decent, healthful, productive and aesthetic environment,
(c) encourage the widest exploitation of the environment without degrading it, or
endangering human life, health and safety or creating conditions adverse to
agriculture, commerce and industry,
(d) preserve important historic and cultural aspects of the Philippine heritage,
(e) attain a rational and orderly balance between population and resource use, and
(f) improve the utilization of renewable and non-renewable resources.
Purpose of the Policy:

a). to achieve and maintain such levels of air quality


as to protect public health; and
b) to prevent to the greatest extent practicable,
injury and/or damage to plant and animal life and
property, and promote the social and economic
development of the country
Philippine Environmental
Code
Presidential Decree No. 1152

Purpose:
Establish environmental management policies and
prescribing environmental quality standards.
Contents of PD 1152
Main objective of the law:
a). to maintain the balance between the environment
and the socio-economic development of the
country.
b.).to protect the environment despite the increasing
demand of natural resources and development to
attain sustainability.
Contents of EIS
1. Every proposed environmentally critical project or project
located in environmentally critical area shall prepare an
Environmental Impact Statement TO JUSTIFY why the project
should be implemented.
2. The Environmental impact Statement also contains the
PREDICTED IMPACT which is most likely to occur and affect the
environment and the surrounding communities as well.
3. Along with it are the PROPER MITIGATION OR ENVIRONMENTAL
MEASURES TO MINIMIZE IF NOT PREVENTED the said negative
impacts to the environment.
Approval of the EIS: Environmental Compliance Certificate
will be issued by the Environmental Management Bureau.
In case the proposed project is on Non-Environmentally critical project:

Project Description Report must be submitted which


indicates the environmental measures basic information
about the proposed project. Upon its approval, Certificate of
Non- Coverage or CNC will be issued by the Environmental
Management Bureau.
