Rie sake aie sfirsar fates STEEL AUTHORITY OF INDIA LIMITED For systemic improvements required for time bound completion of project formulation, appraisal, award and implementation, drawing from the recommendations of the committees constituted to this effect, and learnings from the practices of other CPSEs, the following Guidelines are to be implemented at all Plants/Units:- i) Timelines for Project formulation & finalisation as detailed at Annexure-I ii) Annual prioritisation of projects to be done with involvement of CET. iii) Weekly review by CGM (Projects)/ CGM (Shop) concerned, fortnightly review by ED(Works)/ED(Projects) and monthly review by Director In- charge of Plant iv) Investment of more than Rs 30 Crore Projects to be scrutinised by a Cross Functional Task Force Committee (TFC) headed by CGM/Head of Shop * Broad Scope of the TFC - Finalising the Feasibility Report, layout, shutdown, scope, alternative, TOP & Battery limits * TEC in place from Concept to Closure vy) Project owner shall ensure readiness of all documents (TS, EC etc) required for NIT before initiating Stage I approval process = Bidder profiling being done by the Consultant before finalizing technical and financial eligibility to be shared with Plants = Standing Committee to be constituted in each plant to finalise Eligibility Criteria vi) All soil investigation / survey / underground mapping / NDT, wherever required, to be undertaken during feasibility studies / well in advance. vii) Pre-NIT meetings to be conducted with the aim of framing tender terms and conditions for eliciting wide response with nil/ minimum deviations in bids. For Technology oriented projects, EOI-LTE mode may be explored viii) Preferably, not more than two (02) extensions to be given in a bid. Maximum 02 resubmissions, thereafter, engineering meeting, if required, for across the table approval of design drawings. Hindrance register to be maintained at project sites for recording all constraints / issues and reviewed regularly. Any constraints / issues to be resolved by Project Manager in 7 days or escalated to Task Force Committee / Higher Authority. For every project, a unique email-id may be created, and all communication done through that for easy retrieval of correspondence. Structured meetings to be held with the party/parties every month. At the end of every 3 months, an exercise of closing to be adopted wherein various extra claims, project progress, delay analysis, ete. to be reviewed and resolved to extent possible. All unresolved issues to be brought to the notice of ED (Projects) of concerned Plants. CET to develop uniform digital system & protocol for all plants/projects, till such time a common system is in place.
