ограничений в отношении прав правительства и Банка России распоряжаться средствами на
своих валютных счетах, подчеркивали в Минфине. В ведомстве уточнили: если изъять часть
средств из замороженных активов в пользу кредиторов не получится, то Россия готова
погасить задолженность в рублях. Но если бы РФ не нашла способ провести платеж по
купонам 16 марта, стране был бы объявлен технический дефолт.
В свою очередь, минфин США дал разъяснение, что
санкции «не запрещают РФ обслуживать
суверенный долг в долларах» до 25 мая 2022-го. Это
предусмотрено лицензией OFAC (подразделения
минфина США, отвечающее за правоприменение в
