SUBJECT: SIV Applicants Employed by Alliance Project Services (APS)

Fluor continues to work diligently with DOD’s Project Rabbit team to ensure applicants are verified via the
new database. Regarding SIV applicants that worked for Alliance Project Services (APS), if APS has
provided a HR confirmation letter, then Fluor can confirm the following:

1. APS was a subcontractor for Fluor from approximately 2010 to 2021.


2. APS provided Host Country National (HCN) employees, under Labor contract L4CP-005-90-
K10327, who supported administrative, logistical, supply chain, materials management, facility
maintenance, transportation, construction, and other operational disciplines for Fluor’s LOGCAP
IV Afghanistan operations in support of LOGCAP Prime Contract W52P1J-07-D-0008, Task
Order 0005.
3. The work of APS employees was supervised by Fluor in direct support of US Military forces in
Afghanistan.

Fluor does not have records or background check information related to the subcontract employees’
national security status, and therefore we have no basis to believe they are a national security threat.
However, the United States Government does have records regarding APS employees’ US national security
status to include background checks and potential threats to the US.
