Non Farm –Livelihoods

■ Provision of Non-farm livelihoods in other than SVEP blocks :-

Primary objective of SVEP is to enable rural poor to set up their enterprises, by developing a
sustainable model for Village Entrepreneurship promotion through integrated ICT techniques and
tools for training and capacity building and to provide loans from banks/SHG & federations. These
enterprises may be individual or group enterprises and should cover manufacturing, services and
trading.

As HSRLM has its presence in 115 blocks at present so it is required to give emphasis on livelihoods
activity in all covered blocks. So it has been planned to promote livelihoods activity in all blocks. For
that strategy will be as under:-

 Develop local resources by training a pool of village level community cadre (CRP EP) in all
blocks starting from resource block.
 Identification of existing livelihoods activity and prepare district specific livelihoods plan.
 Handholding support to all existing identified entrepreneur at district level.
 Plan to use the Community Investment Fund (CIF) to provide seed capital for starting the
business till it reaches a size where bank finance is needed.

■ Improving the pace and quality of SVEP implementation:-

Specific action point for improving SVEP implementation:-

 Plan for Group enterprises, sub-sectors and opportunities to leverage government


procurement in blocks moving to 2nd year of implementation.
 Improve present role of community institutions including BRCs in approvals of projects
approvals, following due diligence, monitoring of performance of CRP-EPs, handing of
funds including training and CRP-EP payments
 Engagement of YP who will exclusively work for SVEP.
 Implement SVEP software for all modules.
 Improve Market linkages for SHG products
 Generate database of SHG products
 Create E-catalogue of SHG products
 Establish linkage with Wholesalers
 Plan to improve packaging of SHG products and adherence to standards like
Food Safety and Standards Regulations(FSSAI)
 Leverage schemes of other Ministries like MSME for promotion of Clusters,
Groups enterprises etc.

■ Improving effectiveness of ‘saras’ and state fairs :-

Saras is an integral part of promotion of SHG products and to provide platform for market
support to rural SHG members. Improving effectiveness of this fair strategy is as under :-

 Handholding the SHG artisan through the Value Chain. Increasing Demand for Crafts
and Strengthening Market Linkages.
 Strengthening the Decentralized Production Model.
 Building a Multi-Stakeholder Approach
 Marketing of rural products

Utilizing government procurement for SHG products and services:-

Government procurement for SHG products and services are required to develop women
entrepreneurship on the margins of society to achieve gender-inclusive economic growth.
The initiative would enable women self-help groups to sell handicrafts and handloom,
jute and other products, home decor and office furnishings, directly to various
government ministries, departments and institutions.

Strategy would be formulized for promoting SHG products in government offices.
