Course Content
Course description
This course provides an introduction to the regulation of banking activity in Uganda and the
principles governing the banker customer relationship. It focuses on one category of financial
institutions known as commercial banks/tier 1 financial institutions as defined in the financial
Institutions Act of 2004 as amended by the Financial Institutions Amendment Act of 2016.

Objectives /Aims
The objective of the course is to enable students understand:
 The objectives of and rationale for the regulation of banking activity;
 The roles performed by banks and inherent risks that arise from banking activity and
regulatory tools used to manage those risks;
 The interaction between global and domestic regulatory standards;
 The impact of new and emerging legislation governing banking activity on the common
law principles of banking.

Learning outcomes
At the end of the course, the students should be able to demonstrate knowledge and understanding
of:
 The international benchmarks for the regulation of financial institutions;
 The regulatory frameworks for financial institutions in Uganda;
 Licensing requirements for financial institutions in Uganda;
 Definition of financial institutions and scope of activities and scope of activities considered
financial institution business;
 The principles governing the banker-customer relationship;
 The regulatory frameworks governing new and emerging forms of financial services and
payments; and
 Principles governing use of negotiable instruments.
