surface cleanliness is a visual inspection of the steel substrate to confirm
that the substarte is free from any rust ,mill scale, existing coating,
oil ,grease ,dust or any foreign particles present

whereas

surface profile relate to the anchore profile in the substrate that is done to
provide anchor for coating to adhere on the substarte .
