Tn other words, it shoulé not be created in circumstances which, at the time of the creation of the post or thereafter, would lead to an excess of the working strength. (@) 11 is always 8 permanent pst. Since, how- ever, gt is & post created for accommodating a pednancat offer till he is absorbed in regular permanent post, it should not be created Tor an indefinite period as other permanent posts are, but should normally be ereaied for a definite and fixed period sufficient for the purpose in view, (9) 11 is personal to the officer for witom it is creaied and no other officer can be ap- pointed against such a post, It stands as pumwrmions fra. 9 abolished as soon as the officer for whom it was created vacates it on account of retirement of confirmation in another fepular permanent post or for any other teason. In other words, no officiating farrangments can be made against such post, Sines a supernumerary post is not a working post, the number of working posts in a eadre will continue to be ree Gulated in a manner that, if a permanent Incumbent of one of the regular posts Feturns 19 the cadre and all the posts are manned, ose of the officers of the cadre will have to make room for him.
