CONDUCT OF 2023 DIVISION SCHOOLS PRESS CONFERENCE

1. _ The Schools Division of Sultan Kudarat announces this year’s conduct of the
Division Schools Press Conference (DSPC) on March 24 - 25, 2023 at Don Juan P,
Garcia Memorial Elementary School, Kenram, Isulan, Sultan Kudarat.
2. The conference has the following objectives:
a. provide an avenue for an enriching learning experience for students’
interest in Journalism;
b. promote responsible journalism experiences; and
c. select qualifiers who shall represent the division at the 2023 Regional
Schools Press Conference.
3. Prior to DSPC, the conduct of school/district level competition is encouraged
to ensure the selection of quality writers to be sent to the division level competition.
4. The individual events to be contested are News Writing, Editorial Writing,
Feature Writing, Sports Writing, Editorial Cartooning, Photojournalism, Copy
Reading & Headline Writing, Science and Technology Writing, and Column Writing.
5. _ Group contests (TV hosting, Script writing & Radio Broadcasting, online
Publishing, and Collaborative Desktop Publishing) shall be conducted in separate
date. An announcement as regards this undertaking shall be posted thru a separate
issuance.
6. Schools offering Special Program in Journalism shall be given a special slot
to the RSPC as Independent Entries for TV Script Writing and Broadcasting
(secondary) and Radio Broadcasting (elementary).
7. There shall be no registration fee in the conduct of the DSPC; however, a
membership fee shall be collected from the participants in both public and private
schools: Thirty pesos (P30) for the pupil/student journalists, and Sixty Pesos
(60.00) for the school paper advisers. You may download DepEd Order No. 19 s. of
2008 citing the allowable amount to be collected for the publication, and DepEd

Order No. 48 series of 2009 for the membership fee in any organization). A report of
membership collection for the previous year shall be provided by the In-Charge for
transparency purposes.
8. _ Stay-in participants are expected to bring their own sets of bedding and shall
be billeted at the host school with proper coordination with the host principal for
this matter.
9. Expenses relative to the participation of all delegates to the DSPC shall be
charged against School Journalism Fund or other local funds subject to the usual
accounting rules and regulations. While travel expenses of the management team,
activity materials, honoraria of the facilitators/judges, as well as the meals and
‘snacks shall be charged to the Division MOOE.
10. _ Enclosed are additional mechanics and guidelines of the 2023 DSPC and the
matrix of activities.

GUIDELINES ON THE CONDUCT OF 2023 DIVISION SCHOOLS PRESS
CONFERENCE (DSPC)
The 2023 Division Schools Press Conference (DSPC) shall be conducted on
March 24-25, 2023 at Don Juan P. Garcia Memorial Elementary School, Kenram,
Isulan, Sultan Kudarat.
‘The following guidelines shalll be followed:
A. General
1, Each contestant is allowed to compete in one to two (1-2) individual contests
only in English or Filipino for the elementary and secondary (Junior and
Senior High) level in the following categories: News Writing, Copy reading and
Headline Writing, Photojournalism, Editorial. Writing, Sports Writing,
Editorial Cartooning, Feature Writing, and Science and Health Writing; while
each school shall be given up to three slots only for every category.
. The Division Technical Working Group shall be created to facilitate the
conduct of the DSPC.
. Each writing event shall be conducted for one hour except for Sports writing
and Photojournalism.
. The TOP THREE (3) winners in all the individual categories shall be awarded
medals during the DSPC closing program and shall represent the Division in
the Regional Schools Press Conference (RSPC). However, if one (1) contestant
has won in two categories in the individual contest, he/she should choose
only one category to compete on during the RSPC and the contestant who is
next in rank shall take the other slot.
. The decision of the board of judges in all aspects of the contest is final and
irrevocable.
B. Specific
. Sports Writing:
a. The TWG shall orient and give final instructions to the contestants before
the contest proper.
». Contestants shall be made to watch a game where they shall gather
appropriate data and/or conduct an interview with officials and athletes
before and after the game.
d. The actual sports writing contest shall be done right after the coverage of
the game.
. Copyreading and Headline Writing
a. The contestants shall use the standard copy reading symbols (AP
Stylebook) and follow the directions given in the contest piece.
b. They will also provide a headline for the article that they have edited and
include the appropriate printer’s directions.

¢. The contestants shalll bring their own pencil for the article.
. Editorial Cartooning
a. The contestants shall bring two (2) pencils (Mongol 482 No. 2) and two (2)
pieces of Oslo paper with a long folder.
b. The cartoon must reflect the elements of editorial cartooning.
¢. The cartoon should be, at all times, compliant with the professional and
ethical standards of media.
. Use of additional drawing materials (enhancers) shall be a ground for
disqualification.
Photojournalism
a. Preparation:
1. Contestants should be at the contest venue thirty (30) minutes
before the orientation on the guidelines.
2. The contestants are allowed to use any point and shoot digital
camera (compact camera) with a maximum of 20.1 megapixels. Contestants
who will use any DSLR and other high-end cameras will not be permitted to
join the contest.
3. The contestant should bring his/her own camera cable for
uploading pictures. Cellular phones, extra digital cameras, extra storage
card or any additional materials/equipment are not allowed in the contest
area.
4. All contestants shall bring and submit laptop for checking before
the contest. These will be duly checked, ‘sealed, and secured in front of the

5. The contestants shall bring their own black ink ballpen, scratch
Papers where they can write down notes during the shooting.
6. Contestants shall set the date and time of their own camera.
b. Loading of Memory Card
1. The loading and unloading of the storage card will be done in front of
the examiner.
2. Control shot shalll be the first shot.

Contestants are given one (1) hour to take pictures, which does not
include the loading and unloading of the storage card in front of the
examiner on a theme provided during the orientation.
. The contestants are allowed to take unlimited shots but will submit
five (5) possible photos with a caption for the given theme and the
control shot.
. Contestants shall retain in the memory card photos to be submitted
only.
Contestants shall be given 30 minutes to write captions for each of the
five photos.
. Caption sheets (with lines and margins) will be provided by the
contestants.
. All entries with caption sheets shall be submitted to the examiner
after the allotted time.
. Memory cards will be returned to the participants through their
coaches.
10.During the actual photo shooting, the advisers, trainers, parents, and
spectators are NOT allowed in the venue.
