1, In adherence to DepEd Order No. 56 s. 2011 which states that each school
must have a functional library, this Office through the Curriculum
Implementation Division - Learning Resource Management Section (LRMS) will
conduct a Division Search for the Most Functional School Learning Resource
Centers (SLRCs) / School Libraries 2022.
2. This activity aims to:
a. improve learners’ performance by providing access to learning
resources;
b. recognize schools with the most functional learning resource
center/library;
c. improve school library services.
3. Categories for this search shall be:

LEARNING RESOURCE CENTERS / SCHOOL LIBRARIES 2022
I. BACKGROUND AND RATIONALE
Learning resources, in their various forms and editions, are intended for
archiving and upkeeping, that is where libraries come in. In his book talk, John
Palfrey challenged the notion that libraries are losing importance in the 21" century,
despite their critical role in the information infrastructure (Pruitt, 2015). The basic
concept behind establishing libraries is to provide equal access to information.
Nonetheless, readership remains a major concern for school libraries, particularly in
the age of Googie, because people's information consumption habits have shifted. To
modernize collections and encourage 21st century learners to visit libraries, libraries
miust establish a system for collecting, digitizing, and providing online access to
resources gathered from national and local libraries, museums, and historical
societies (Pruitt, 2015}
‘The Learning Resource Management Section (LRMS) carried out a study about
the profile and functionality of public school libraries in the Schools Division of
Oroquieta City. Out of 51 schools, only 41 have a library facility. The functionality of
the libraries was measured through the school library profiling tool provided by the
central office. Results revealed that only 1 school is semi-functional and the rest are
not functional.
Hence, the Search for the Most Functional School Learning Resource Center
{SLRC)/School Library is conceptualized by the LRMS to meet the demands of
libraries in the Division. This activity generally aims to recognize school best
practices in terms of providing learners and teachers better access to quality learning
resources through active utilization of the SLRC/school library.
I. OBJECTIVES
Adhering to one of the Department of Education’s key thrusts of raising the
quality of education by improving access to quality teaching and learning resources,
the Search for the Most Functional SLRC/School Library aims to:
a. recognize school in terms of providing learners and teachers a better access
to quality earning materials through active utilization of the school library;
b. guide and provide the schools with the standard policies on how to improve
their library utilization;
c, showcase schools’ best practices in promoting readership through active
use of library and other alternatives to such.

IV. MECHANICS
1. All central elementary schools and one identified non-central elementary
school of each district, while all secondary schools shall participate in the said
Search.
2. Categories of this Search are the following:
a. Most Functional SLRC/ Library - Public Central Elementary School
b. Most Functional SLRC/Library ~ Public Non-Central Elementary School
¢. Most Functional SLRC/Library ~ Public Secondary School
3. The SLRC/School Library shall be monitored, evaluated, and validated using
a score sheet through the Learning Resource Management Section and the
Public Schools District Supervisors.
4. The SLRC/School Library with the highest score attained shall be declared as
the Most Functional SLRC / School Library for the year.
