a Departmental Manager (DM).

TECHNICAL
PROBLEM STATEMENT
Transnet is looking to appoint a qualified and competent Service Provider such as REHC to
achieve the provision of employee health management system (EHMS) foe a period of three
years. The Service Provider is to build a cloud-based system that can be used across Transnet
which should be able to deliver comprehensive accurate employee health status.

Transnet expects the Service Provider to be able to supply a centralized system that will be used
by 47 Transnet Clinics which provide health care service to about 50000 Transnet employees.
The Service Provider is supposed to provide support maintenance of the installed system for the
duration of the contract.

PURPOSE OF PROJECT
The purpose of this EHMS is to help with the tracing of medical health statuses of all Transnet
employees to be able to determine if or not they are suitable for the type od task appointed. The
project also aims to help with managing compliance to all the Occupational Health Regulations,
National Health Act and POPIA.

PROPOSAL SOLUTIONS
The following concept diagram to be followed was provided in the RFP from Transnet.

The first thing to do is the collection of information about all the Transnet employees that seek
services at each of the 47 clinics. This collection of data is to be done by the scrum master and
the assistants but to be done in one month of starting the project. The second step in completing
this project is to design the EHMS as an application that will hold a collection of services. This
stage of designing is to be handled by the Solution architect and his team. For the data to find a
good home in the cloud, the first and second developers are to decouple the data from the
application. The technical assistant and his team of three developers will then have to make sure
that the application to be designed optimizes communications between application components.
The solution architect will then have to model and design this application for performance and
scaling. Finally, the security system within the application should be created and tested by the
three developers. This Employee Health Management system is to be named the ‘EHMS’
application. (Linthicum, 2022)

The project manager and consultant will then review this EHMS application and create a
handover plan with the Transnet representative after seven-eight months.

BENEFITS TO CUSTOMER
The customer that will benefit from this project is Transnet. This EHMS will help them keep a
record of their employees’ health status. This project will help the Transnet employees to seek
medical assistance where necessary and in time.

MANAGEMENT

MAJOR TASKS AND DELIVERABLES

The first, major task of this EHMS project is to visit all the 47 Transnet clinics in different
provinces and acquire information of the employees that frequent each of these clinics. The
project team members of RHES will also need to obtain information from medical professionals
at these clinics and also the technology that they currently use to store medical information of
employees.

EQUIPMENT AND FACILITIES

- A room or building with 100% and fast internet services
- Ten or more computers for the technical producers
PROJECT SCHEDULES AND RESPONSIBILITY ASSIGNMENT MATRIX (RAM)
The following structure has a list of all the team project members and their responsibilities as
required by the RFP provided by Transnet. The project team will consist of ten people from the
health department and ten people from the engineering department. These team members will be
for development and installation of the EHMS but more members will be recruited from the
company, RHEC to help with the training sessions in each province as required by the RFP.
