    Arimao VS Taher

    Facts:

    Arimao was appointed as Director 2 of the Bureau of Non-formal Education. Thereafter, Taher was
    appointed as Education supervisor 2. Arimao was then protested by Alibai Benito who claimed that his
    appointment did not pass through any evaluation by the personel selection board.

    In the meantime, the position held by Taher was devolved from DECS-ARMM to TESDA-ARMM. Taher
    then filed a complain before Regional Director, ARMM relative to the continued absence of Arimao.
    Because of this, Arimao’s appointment was invalidated by the CSS. But, due to her appointment being
    invalidated, this reverts her back to Education Supervisor 2, in which Taher is already occupying such.
