CO Frater ace, ste tre, wf Peett-110001 y Nirvachan Sadan, Ashoka Road, New Delhi-1 10001 F.No 594/NACIE/EP(AS)/2022 Dated:19" December, 2022 OFFICE ORDER Election Commission of India has been continuously striving towards the fulfillment of its motto, of "No Voter To Be Left Behind” as democracy can flourish when all groups of people participate in the elections. In a bid to make elections more inclusive and participative the Commission has decided to constitute an advisory Committee at National level for Inclusive Elections (NACIE) with a mandate to study various marginalised groups such as Third Genders, PVTGs, Sex workers, Nomads, Homeless persons, Migrants etc., The Committee shall study inclusion of all marginalised communities-those marginalised by region, geography, literacy, language, ethnicity, gender, profession among others and suggest interventions to ensure that they are able to exercise their voting rights The National Advisory Committee for Inclusive Elections (NACIE) shall be chaired by Special Officer, Shri. Ranbir Singh. The structure and terms of reference for the committee is given in Annexure- A yes (LATA TRIPATHI) SECRETARY Copy To: The Chief Electoral Officers of All States and Union Territories National Advisory Committee on Inclusive Elections (NACIE) Structure & Terms of Reference The Constitution of India provides the principle of Universal Adult Franchise which forms the essence of the electoral system of India. The Commission's endeavour has been towards ensuring an inclusive electorate reflecting voters from all communities across the country. Consequently, there is a need to encourage and facilitate the registration and Participation of certain marginalized segments of population who live in special circumstances. Hence, it is proposed to constitute a National Advisory Committee on Inclusive Elections (NACIE). A. Scope Marginalised section of voters shall comprise of Third gender, PVTGs(Particularly Vulnerable Tribal Groups)Sex workers, People living in a nomadic lifestyle with no address, Homeless person, Migrants due to extreme circumstances or any other community which experiences difficulty whilst participating in the electoral process. Therefore, a National Advisory Committee on inclusive Elections (NACIE) shall be formed to advise the Commission on measures to be taken for inclusive Elections The Committee shall have a mandate to identify such communities in all states and get a deep insight of the factors that affect hinder their participation and devise strategies to overcome the barriers by involving stakeholders, B. Structure of NACIE The Committee shall comprise of the following: * Ranbir Singh- Special Officer, SVEEP- Chairperson * Sh.Manoj Kumar Sahoo, Deputy Election Commissioner * CEOs fram 6 States/UTs on rotational basis.(CEO-Maharashtra, Madhya Pradesh, Odisha, Kerala,Assam, Gujarat) ‘* Sadhana Raut, Senior Consultant -ECI ‘* Deepali Masirkar, Director-Accessi ‘* Sh. Ashok Kumar, Director-IT ‘© Sh. Sameer Gupta, Director-IT * Sh. Santosh Ajmera, Director-SVEEP Sh Ajoy Kumar, Principal Secretary-€R * Sh. Zainab Patel- Secretary, National Council for Transgender Persons(NCTP), Department of Social Justice and Empowerment * Akai Padmashali, Transgender Activist ‘+ Any other members as decided by the Chair lity- Convener C. Terms of Reference | NACIE shall study good practices in India and across the world and recommend initiatives for enhancing the electoral participation of the groups. Nl NACIE shall suggest initiatives to be taken up for sensitisation of officials while dealing with the marginalised communities, I. NACIE shall recommend a plan of action enlisting the work to be don ‘marginalised voters to spread awareness respect of V. _NACIE shall also recommend on the following:- * Barriers regarding registration and voting of ‘marginalised communities Role of Partner Departments, State Government departments, NGOs * Legislative Initiatives for enhancing electoral Participation * Inclusive Voter Education Non-Government Members Travelling and boarding/lodging faciity may be provided to non-government “embers or reimbursement of their expenses may be done as per existing norms. Meetings Meetings will be convened quarterly or as decided by the Chair. Duration NACIE will remain in place for a period of two years or until such time as the Commission makes fresh appointments. ‘Amending the Terms of Reference The Terms of Reference may be revised by the Commission upon the Fecommendation of the Advisory Committee.
