Governance matters for development.

Societies with more effective and accountable governing

institutions have been shown to perform better on a range of issues, from economic growth to human
development and social cohesion. But governance should be seen as more than an input to economic
growth: it is both an end in itself and a means to other development outcomes.

The government’s budget is its most important policy document, where policy objectives are reconciled
and concrete commitments are made. The OECD Strategy on Development promotes sound budgeting.
It aims to facilitate knowledge sharing and peer dialogue among senior budget officials from developing
countries on how to link stronger budgetary performance with better and more inclusive financial
management and public service delivery in countries facing similar contextual challenges. This work also
falls under the theme Mobilisation of resources for development.
