Last March | became aware of an investigation being conducted by the Wisconsin Department of Justice (DO!) and Division of Criminal investigation (DCI) that involvés another member of the Grand Chute Board, Ronald Wolff. | learned the investigation began in™ September of 2021. 1, and some of the other members of our five-person board would like to know the status of the investigation because of the amount of time that has passed with no reports and with no charges being filed. My understanding is that the investigation involves questions of the Grand Chute residency of Supervisor Wolff, and also the possibility of misconduct in office. Given that the investigation has been ongoing for 16 months, it would seem like something should have been discovered by now if any wrong- doings had occurred. A concern of several of us on the Board is that another Board member, who appears to have a political vendetta against Supervisor Wolff, may have improperly used past and current law enforcement relationships to induce an unwarranted investigation of Supervisor Wolff. That concern is based on an admission made by the other Board member that he filed a complaint with the Outagamie County District Attorney concerning Supervisor Wolff’s residency. This complaint had been filed after our Grand Chute Town Clerk had twice verified Mr. Wolff's residency status. A question that has arisen at past Board meetings is why someone would initiate the actions that have occurred. The primary concern we have is whether someone is attempting to have Supervisor Wolff removed from the Board to prevent him from “stumbling upon” some past or ongoing inappropriate actions. The only other reason to induce such a high-level law enforcement investigation, that has obviously required large amounts of law enforcement resources, is simple hatred that someone has for Supervisor Wolff. However, | can’t imagine someone being filled with so much ill will that they would orchestrate an investigation of this magnitude simply as a political vendetta. ! will appreciate hearing from you about the status of the Wolff investigation, including whether any charges have been filed, or are yet being considered against Supervisor Wolff, or whether the investigation of Supervisor Wolff has been concluded. This investigation has been adversely impacting the operation of our Town government for quite some time now. If no charges are filed against Supervisor Wolff, | would also like to know whether your agency will investigate whether an individual(s), in fact, inappropriately used past or present law enforcement relationships to induce the investigation of Supervisor Wolff. Finally, | would like to know the cost, bothAttorney General Josh Kaul December 16, 2022 Page 2 in terms of personnel and other resources, that DOJ / DCI has been required to spend to-date on this investigation. I’m certain it must be frustrating to you to have had to allocate valuable staff time and associated financial resources unnecessarily because of someone’s ill-motivated actions. If Supervisor Wolff has not engaged in any wrong-doing, | hope that you will investigate what really occurred, and why, and that you will take action to recoup the costs that your agency has had to expend in this matter.
