The ur interface is the interface between two RN's.
When a U leaves the area controlled by an RN to
another RN, the U's related data is now transferred to
the new RN over the ur interface.
The original RN is now referred to as Serving RN and
the new RN is now referred to as Drift RN.
Dedicated channels with the same characteristics are
formed between the new DRN to the relevant Node-B,
according to messages received on the ur.
AAL2 decode is the same as ub (same protocol stack
