For its part, NIA is mandated by pertinent Administrative orders to issue Certificates of Irrigation Coverage (CICs) and Certificates of Non Irrigation Coverage (CNICs), which are among the documents being adopted by DAR. This Office hereby instructs adoption of revised certificates for the eligible and the non- eligible lands for conversion, as follows: Appendix “A” - Certificate of Irrigation Coverage (CIC). This shall be applied for lands that are confirmed by thorough assessment of field condition as not eligible for LUC, LUR or LUE being irrigated and irrigable. Appendix “B” - Certificate of Non-Irrigation Coverage (CNIC). This shall be applied for lands that are confirmed by thorough assessment of field condition as eligible for LUC, LUR or LUE being not irrigated and not irrigable. \ Definition of irrigated and irrigable lands, for application in this MC shall adhere to those presented in existing Memorandum Circulars (MCs).
