Although our actions like having an eco-bag, not buying plastic bottles, and so on have effects to
some extent, it is simply not enough. We must have systematic changes to see huge changes in a
short period. To solve the global challenges effectively, we must have a global tax system that
can collect large amounts of taxes from the riches, a global basic income that can provide
minimum money to avoid poverty for all the people, and a global government for a platform
where countries can come together and discuss to solve global issues at where there is no
hierarchy for countries. In this essay, I will answer why the interactions among global tax, global
basic income and world government could be effective to address global challenges and who can
do what and how to realize them.

Straight to the point, we need money to solve global issues. Poverty, environmental, and so on
need money to be solved. But it is not as simple as we think it is. Questions like where we should
get this money will be a difficult obstacle. For this question, the answer is from riches by the
global tax. Global tax is crucial and essential to solving global-scale issues. Professor Uemura’s
definition of global tax is “an institutionalization of a tax system on a global scale. “. He also
adds that without global tax, there will be no global basic income and world government that has
a high potential of solving global challenges like poverty, etc. Also, we must have a platform that
let states discuss what kind of approaches they will make, for example, politics and policies
including a tax system. That is World Government. Moreover, to end poverty around the world,
global basic income is essential.

We, citizens of this world need common ideas and goals to solve such issues as global issues.
First of all, governments and countries around the world need to make things transparent. How
global taxes are being used, how they are collected etc. In addition, governments need to provide
citizens with clear and transparent goals and targets. After setting common goals, citizens can
come together and pursue the same goals. To do this, we must have another factor which is
education. Such topics as global issues and possible solutions should be taught more and specific
in schools. To do this, we must change the educational system.

It does not require all of us to change. According to Chenoweth, a professor of public policy at
Harvard, if 3.5 percent of people take non-violent action, it can result in a change. Although, the
crucial point to this idea is that these people had clear visions to achieve their goals. In the
discussion of global issues, many people don’t have a clear vision and don’t know what to do. It
is essential for governments, the big guys, to implement the ideas, methods, and visions of
solving global issues for citizens. Without a systematic change, there will be little to no change.

今期の公共政策論は前のグローバル政治論と比べ難しかったです。
来季はもう少し世界政府や,global tax, global basic income に関してもう少し知識を深めていき
たいと思います。
来季は三年生という年でもあり、自分の興味分野をさだめていかないといけない時期ない時期
です。そのも自覚し、来年はゼミなどのクラスを受講していきたいと思います!
今期、2 年生は色々あった年でした。上村先生と深く関わったのも 2 年生でした。とても自分で
感じるほど成長できたました。この成長も上村先生なしにはできなかったと思います。2 年生の
間ありがとうございました!来年もよろしくお願いいたします!
