SCOPE OF WORK

FOR

INSTALLATION OF AN INTERNET LINK OF 100MBPS AT THE KAMPALA


OFFICE

1.0 INTRODUCTION
This Scope of Work along with the enclosed Exhibits is a general description of the Company's
need to install internet services at CNOOC head office in Kampala.

This Project Scope Statement serves as a baseline document for defining the scope of the Internet
service for CNOOC Kampala, project deliverables, work that is needed to accomplish the
deliverables, and ensuring a common understanding of the project's scope among all
stakeholders.

This document shall serve as the basis of bid preparation thereof. bidders shall read and analyze
it carefully before coming up with competitive proposals - technical and commercial.

This Scope of Work is a general description of the Company’s need for;

 Internet link running 100mbps


 Procurement of a new Internet router
 Installation, configuration, and deployment of the above infrastructure to provide
secure internet to staff.

This document shall serve as the basis of bid preparation thereof. Bidders shall read and analyze
it carefully before coming up with competitive proposals - technical and commercial.

2.0 SCOPE OF WORK

2.1 Objectives

The project is aimed at planning, designing, and implementing the required Internet service at the
CNOOC head office to facilitate the company to transfer data, and use internet-based services in running
the day-to-day operations. The successful implementation of this project is expected to greatly improve
field operations and also communication, collaboration, and coordination with headquarters, partners,
government, and other key stakeholders. It will also facilitate data access/transfer from Kingfisher to
Kampala which is also a key requirement.

To meet the key business need of establishing a suitable network infrastructure at CNOOC Kampala,
several requirements must be met as part of the successful execution of this project.

One major high-level requirement has been identified for this project, which is:

 Fully functional internet service at CNOOC


2.2. Scope Description

This project has one major component, which is Internet Service at CNOOC Kampala.

Therefore, the scope of the project is to plan, design and implement the Internet Service at CNOOC
Kampala.

CONTRACTOR shall carry out the activity in line with the relevant regulations and codes. In the event
of a conflict between the requirements of Ugandan legislation and the different codes and standards, the
following order of precedence shall apply:

 Ugandan national legislation including regulations.


 International Codes and Standards.
 Oil Industry Codes and Standards.

3.0. General

 The contractor should provide the datasheet (detailed specifications) of all product models in the
final service design.
 Owing to the importance of the services to the Kingfisher project, a redundant highly available
service design must be implemented for WAN to minimize outages. Hence there must be at least
two routes for internet service. This will be clarified during the site survey.
 The link for internet service shall not have any single point of failure.
 Simulations of service failures as per the checklist must confirm that the link has no single point
of failure.
 The chances of the network being a bottleneck to CNOOC operations shall be minimized as much
as possible.
 The hardware to be used for the internet and leased line should be Huawei.
 Technical drawings of the proposed design must be produced
 Datasheet of the proposed items under each category

3.1. Internet Service

This involves planning, designing, and implementing/ Internet service or connection at CNOOC Kampala
and ensuring optimal access to the Internet.

The key activities under this scope include:

 Site survey to obtain firsthand information and understanding of the actual extent of the works
that shall be undertaken. The site survey will guide in deducing the following:
 The appropriate equipment
 Transmission media especially for the last mile
 Understanding of the facilities in place and activities at CNOOC Kampala to aid in the design of
the appropriate WAN (Wide Area Network) and also plan integration with the LAN (Local Area
Network). This also includes the perimeter firewall that will be deployed at CNOOC Kampala.
 Gain an understanding of the compliance requirements first-hand concerning QHSSSE policies
and procedures as well as COVID-19 prevention and control. The contractor must strictly comply
with the mentioned policies and is encouraged to seek clarifications to avoid inconveniences that
could potentially result in the delay of the project hence failure to meet project completion
deadlines.
 Plan the design and produce the conceptual and logical design of the project. This will be
undertaken as advised by the Company before implementation. After which a detailed design will
be produced.
 Deliver the required equipment at CNOOC Kampala under the supervision of the Company
representative/project manager. The contractor is encouraged to start immediate deployment as
soon as delivery is made.
 Mounting the equipment in a rack as per our standards in the datacenter
 Installing, configuring, testing client equipment and connecting to existing network ensuring all
users can reliably access/use internet service.
 Link optimization to meet SLA requirements
 Maintenance of all associated network elements
 Use CAT6A cabling standard for integrating the WAN network with the campus core network for
scalability.
 Work with the team responsible for the LAN deployment which is necessary for the success of
this project to facilitate integrating the Wan with the LAN for internet service. Prepare test

scenarios and associated checklists as follows:
 Develop testing criteria for internet service to ascertain the SLA requirements will be met.
 Grant access to the monitoring portal of the internet links and configure notifications of service
states.
 Produce detailed technical documentation of the deployment including labeling and inventory of
WAN equipment installed.
 Undertake training or walkthrough of the internal IT team

4.0. Scalability of Service

The provider shall describe the procedure for upgrading/scaling capacity on demand as and when
required and the potential impact to service if any, though not expected. This shall include all the
equipment used in delivering the internet and leased services including but not limited to the last mile, the
switch, cables, etc.

5.0. Cabling

The provider should understand the cabling specifications for the LAN so that:

 Appropriate cabling specifications for the WAN/leased line are chosen.


 The contractor should use any of the CommScope, Siemon, and Pandui cable brands. This will be
in conformance with the cable specifications for LAN.
 Appropriate cabling standards and types must be used with scalability in mind. CAT6A must be
used at the minimum for network integration from WAN to LAN.
 Lay redundant cable to cater for potential damage. Ensure cabling is protected in conduits to
minimize damage.
 The vendor must also use certified structured cabling resources.
 The most optimal cable type will be determined by the provider and understanding of the current
and future needs of the project. Any proposal will be approved by the internet IT team. Any
deviation must be communicated and agreed upon.

6.0. Integration requirements

 The contractor shall produce the integration design and IP addressing information required for the
integration in the design document or project execution plan.
 However, the contractor can advise and or make recommendations or suggestions section as

guided by the technical deviation or suggestions sections of the ITB document.

7.0. The bidder must meet the following criteria:

 Have years over 10 years of experience in the provision of internet service to customers in
Uganda.
 Should have executed similar projects in the last 5 years. Provide evidence in form of customer
recommendations from past and present customers.
 Should have running internet service contracts of similar magnitude in Uganda with evidence
including similar projects with any Oil & Gas company. Is required to share emails and mobile
contacts of key persons of contact in those companies in case verification become necessary.
 Have key technical personnel available for this project, with precise CVs stating their experience,
projects handled, and their relevant supporting certifications/training must be attached,
 Have partnerships with providers of common hardware used at customer premises. Valid
partnership certificates or letters must be attached,
 No. of customer POPs, no. of gateways to minimize the impact on service,
 Security of the link in terms of the technology used. MPLS is preferable
 Fiber impacts cable of cable redundancy cuts to minimize cable cut impacts and how bidder
proactively mitigates impacts of cable cuts,
 No. of public IP addresses and other services that come as part of the service package.
 Technical support plan and escalation matrix
 Schedule/plan detailing commencement and completion date after signing PO.
8.0. Required Items
The details of the required items are summarized below:

9.0 Deliverables

The following are the deliverables against which the progress and also success of the project will
be assessed at the key stages of deployment. If any of the following deliverables are not met then
the project will not be considered successful. The Project Manager is responsible for ensuring the
timely completion of these deliverables.
 Deliverable 1 - Secure, redundant, highly available, and optimal Internet service at
CNOC Uganda's head office that ensures connectivity to the outside world.
 Deliverable 2 - Detailed technical documentation of the deployment of the internet
including integration with the LAN
 Deliverable 3 - Completion of deployment walkthrough and training of the internal IT
team and successful project handover and transitioning into operation and maintenance
phase.
The outputs of each key deliverable mentioned above include:
 Deliverable 1 - Fully signed checklist indicating the key parameters for compliance with
the SLA have been met for internet service
 Deliverable 2 - Fully signed checklist indicating the key parameters for compliance with
the SLA have been met.
 Deliverable 3 - Signed technical documentation for internet and leased line
 Deliverable 4 - Signed training/service walkthrough

10.0 Service Level Agreement


10.1. SLA Requirements
The provider shall ensure:
 Service availability of 99.99%
 Redundant (at least two) POPs for improved stability and availability
 Average link latency of under 100ms
 Minimum bandwidth of 100Mbps
 The link should be secure
 Monthly performance reports
 Proactive notice prior to incidents and hourly updates until incident resolution
 Real-time monitoring of the link and monitoring portal access to the internal IT team
 Periodic review meetings for continuous improvement

The SLA between the company and the provider will be governed by the following SLA
requirements.

10.2. Minimum bandwidth


The required bandwidth for this service is a minimum 100Mbps for internet service at the
CNOOC head office. However, the Contractor after understanding the purpose of the service is
intended, may advise accordingly to ensure the objective at hand is met. It should be noted that
the bandwidth shall be easily scaled up whenever required. There must be no technical limitation
to increase bandwidth.

10.3. Service Availability Commitment (SAC)

The SAC is the measure of the percentage of time the service 1s available. SAC 1s are
determined as per the formula below.

10.4. The SAC should be more than 99% per month


10.5. Link Monitoring
The provider shall:
 Provide 24/7 monitoring of the link. The provider shall also provide access to the
monitoring portal for the link to the network engineer. This shall be included in the
support plan of the project implementation/execution plan.
 Inform CNOOC of any planned activities 24 hours before the commencement of the
maintenance exercise.
 Immediately report to the company when service is down/up or in emergency
maintenance.
 Produce incident and root cause analysis reports within 24 hours of incident occurrence
without fail.
 Provide monthly service availability/performance reports.
 Configure and provide a monitoring portal that should be availed to the company
engineers for self-service monitoring and reporting.

10.6. Penalties for non-compliance to SAC


 For a drop-in service between 89% to 98%, the penalty shall be 5% of the Company's
monthly recurring charge.
 For drop-in service between 70% to 89%, the penalty shall be 10% of the Company's
monthly recurring charge
 For drop-in service less than 70%, the penalty shall be 15% of the Company's monthly
recurring charge

11.0 Security

The equipment, and link, shall be encrypted with the appropriate algorithm to ensure it is not
susceptible to interception. The provider shall guarantee that the information in transit is secure,
private, and confidential to only CNOOC.

12.0 Latency
Round-trip latency of the link shall be under l00ms

12.1. Packet Loss

The packet loss on the link shall not exceed 1 %. Any packet loss shall be addressed immediately
by the provider with clear communication of the root cause. Packet loss shall be incorporated in
the monthly reports submitted to the company.

12.2. Guaranteed Time to Repair (GTR)
GTR defines the maximum amount of time between the reporting of an outage that causes non-
availability and the time when the contractor notifies the Company that the service has been
repaired.

9.6.1 The guaranteed time to repair the service shall not exceed 3 hours repair time when the
service is down in Kampala.
9.6.2 Penalties for non-compliance to GTR
 For a delay greater than 4 hours after the GTR, the penalty shall be 5% of the Company's
monthly recurring charge.
 For a delay greater than 8 hours after the GTR, the penalty shall be 10% of the
Company's monthly recurring charge.
 For a delay greater than 24 hours after the G TR, the penalty shall be 15 % of the
Company's monthly recurring charge

9.7 Service Maintenance


The provider shall communicate to the company 24 hours before undertaking any maintenance
activities along the link with clear timelines. The maintenance schedule for planned activities
shall also be communicated by the provider.

Emergency maintenance activities should also have been communicated before commencement
and with contingencies indicated.

10.0 Acceptance Criteria


The project Acceptance criteria have been established for internet and leased line service to
ensure thorough vetting of Contractors hence the successful completion of the project. All
acceptance criteria must be met to achieve success for this project:
 Meet all deliverables within the scheduled time and budget tolerances
 Meet all test criteria for each major deliverable
 Submit completed technical documentation
 Undertake training and or post-deployment walkthrough as required.

11.0 Bandwidth Scalability/Upgrade

The contractor shall bear in mind that the core operations of the company shall take place at the
CNOOC head office and drilling sites. Therefore, there will be quite a good number of personnel
at CNOOC as well as guests and visitors.
The technology and associated equipment used by the contractor shall easily scale to the
company's capacity requirements.

The provider shall document the current capacity of the equipment installed including but not
limited to the last mile router, the switch, etc.

The provider shall also describe what action shall be undertaken in case the company requires
more capacity than the maximum technical capacity of the installed equipment in the event such
a scenario occurs.

The provider shall also stipulate whether bandwidth can be scaled up without service
interruption.

The scalability shall be broken down in terms of internet service as the company may at its
intention upgrade the internet.
The Contractor must guarantee the proposed technology is agile to our capacity expansion
requirements and shall not become a bottleneck and hindrance to the company's field operations.

12.0 Support

 The Contractor shall avail incident management plan including the escalation matrix with
all levels necessary in ensuring the service is supported optimally.
 Standard change management practices in conformance with best practices shall be
adopted in managing this service.
 The provider shall work with _the Campus network contractor or maintenance contractor
for the CNOOC network throughout the operation and support phase of the
contract/project.
 The contractor shall undertake preventive maintenance and proactive problem
identification and resolution to minimize avoidable incidents. These actions shall be
communicated to the company whether service impacting or not.

13.0 Reporting and document control

During the execution of the project, the Contractor is expected to submit the following reports to
ensure progress tracking and monitoring of the project:
 Inception report
 Weekly key activity report
 The service SLA conformance tests or checklist
 Project close-out report
These reports shall be organized in line with the expected deliverables. Hence completion of the
specific tasks is tracked under associated deliverables.
The Contractor is expected to share reporting templates for all expected reports highlighted
above

14.0 Scheduling of Services

The work shall be executed and completed in 8 weeks from the date of contract sign-off. The
contractor shall provide a detailed schedule demonstrating and providing commencement and
completion dates for the major activities in line with the deliverables in section 8.0
