Job Description

Job Title: Field district supervisor (Engineer)

No of position: 1 Position

Grade: D1/G3

Deadline: March 16th, 2023

Contract Type: Special Service Contract.

Duration: Six Months renewable based on funding availability

Duty Station: Aslam district , Hajjah Governorate.

Probationary Period: Six Months.

Department: WASH Program.

Reporting to: WASH Field Officer

Relief and Development Peer Foundation (RDP) is Non-governmental Organization aims to


mitigate the suffering of communities affected by the conflict and disasters, enhance more
equitable socio economic development and Increase social responsibility to contribute
effectively and positively on the development process. RDP advocates for the rights of
affected populations and work in many field areas, food security, nutrition and health and
water, sanitation and hygiene, good governance and peace.

Job Description:

The Field district supervisor will be responsible for coordination and facilitating the work of
the field team in close coordination with local authorities, stakeholders and SCMCHA at
district and governorate levels. Also, he will liaise with other organizations within the
governorate to cooperate and fill the gaps or to avoid any duplication in the same district. He
will be responsible for overseeing the rehabilitation and construction activities at the targeted
district as well as administering the daily operation and work with the WASH field team to
implement the project in a timely manner.

Duties and responsibilities:

Coordination:

Coordination of RDP’s project at the governorate and district levels with the local
authorities (SCMCHA, LWC, GARWSP, and any other stakeholders), in accordance with
RDP's policies in order to obtain the work permits.

liaise with other organizations within the district and governorate to cooperate and fill
the gaps and avoid any overlapping or duplication of interventions in the same district.

Support WASH Program coordinator/ WASH Field Officer in organizing meetings with
local authorities, community leaders, and other NGOs working in the district.

Coordinate and work with all stakeholders to overcome any obstacles during the
implementation of the project to ensure completion of the project on time.

Project Implementation:

Assist the WASH Field Officer to verify that WASH infrastructure


construction/rehabilitation works are carried out according to quality standards through
quality checklists.

Organize and participate in conducting the training for water management committee.

Organize and participate in conducting the training for community volunteer.

Work with the team to conduct the hygiene promotion and community engagement
activities.
Work with the team to conduct the distribution of WASH NFIs.

Assist the WASH Field Officer to compute the implemented works and prepare the
payment certificates for contractors.

Ensure that the community volunteers and water management committees are
selected/elected appropriately in coordination with SCMCHA and GARWSP at the
governorate level.

Ensure a safe working environment for all people involved in project implementation.

Work with the WASH team to implement the project in a timely manner. 

Good representation of RDP in and out of the project area.

Comply with RDP policies and procedures with respect to code of conduct, child
protection, equal opportunities, security and safety, and other relevant policies and
procedures.

Commit to the humanitarian principles of strict neutrality, religious and political


impartiality, and non-discrimination.

Reporting:

Report on activities, achievements, coordination, challenges at the field level to the


WASH Field Officer.

Integration of Cross-cutting Aspects:

Ensure integration of gender, child protection, disability, environment, and other cross-
cutting issues to the design, implementation, and development of WASH activities, and
ensure that activities consider the needs of girls, children, the elderly, and people with
special needs.

Ensure WASH activities in IDPs sites are integrated with other sectors teams, i.e.,
Shelter/ NFIs, CCCM, and Health as appropriate.

Ensure protection issues are fully considered throughout the project cycle with women,
the elderly, people with special needs, and the most vulnerable being included in
decision-making for WASH issues.

Additional Responsibilities:

Any other tasks assigned by line manager.

Qualifications/Requirements:
a)    University degree in Civil or Architecture Engineering.
b)    Minimum of 5 years of general working experience including 3 years of working
experience in WASH projects, and one year experience with NGOs.
c)    Good Arabic and English skills, written and spoken.
d)     Experience in liaison and representation with senior-level authorities. 
e)    Other: 

Knowledge of international/governmental institutions, and a solid interest in


humanitarian response and development.

Strong communication, interpersonal skills and ability to work independently, as well as


part of a team.

Ability to prioritize and commitment to meet deadlines.

Ability to work effectively under stress in emergency situations.

Ability to travel independently, including to rural communities and work long hours.

Prior experience in working in complex emergency settings, involving internal


displacement.

Knowledge of different working standards and ethics including sphere standard.

Excellent computer skills (MS Office, including Outlook for email). 

Excellent computer skills (AutoCAD, Water CAD…, etc.).

Training skills are an advantage.

Ability to explain design ideas and plans clearly.

Membership of the Yemeni Engineers Association is an advantage.
