The Association of Pharma Manufacturers FOPE: Connecting Pharma Entrepreneurs ‘After creation of Tax Free Zone in Himachal Pradesh and Uttarakhand, India, by Government of India, many units migrated trom different parts ofthe county and intially all of them were busy in establishing themselves in new working condition and new area, but subsequently like minded people from both these states met in Delhi and created a new body namely Federation of Pharma Entreprenours (FOPE) in the year 2006. Formation of FOPE was the result of laudable efforis made by many like minded people, to name. few, Mr. B.R. Sikri, Mr. R.C. Juneja, Mr. Vinod Kalani, Mr. Umesh Sanghi, Mr. B.K. Gupta, Mr D.C. Jain, FOPE started with an objective o take up the common issues affecting the Pharma industry atthe national level, with Govt. of Inia, various ministries and concemed departments responsible for making/changing various polices (affecting Pharma industry and profession in the country) The organization since its formation has taken up number of issues like rate of excise duly on finished formulations, fixed dose combinations, spurious drugs act amendment bill, OPCOINPPA issues etc, with the concemed departments of Govt. of India, ‘Sinco its formation, FOPE has been in forefront of Pharma associations\federations to take up various issues affecting the units in the tax ree zones in particular and ther government policies affecting the Pharma industries in general Today FOPE has representation in almostallthe committees constituted by Depariment of Pharmaceuticals (Ministry of Chemicals and Fertlizers) and alsoby the Ministry of Health FOPE has been pro-active for last many years and had regular interactions with its respective members in both the states |e. HP {and UK and conducted many seminars, conferences, workshops, interactive meetings atdiferentlocationsin the country. FOPE office bearers have attended many meetings with DCGI, Department of Pharmaceuticals, NPPA etc. and today, FOPE is recagnized by allthe concemed Government Departments. FOPE office bearars have bean instrumental to create a joint forum of various associations representing Indian Pharma Industry (specifcally MSME) like IDMA, CIPI, Pharmexcil and various state associations to create force in the voice and talk to the Governmentbodies in a coordinated manner. FOPE has been operating in close co-ordination with local associations of HP, Solan, Kalamb, Paonta Sahib, Roorkee, Haridwar and Devbhoomi Manufacturers Dehradun. All the issues of national importance and those to be dealt at New Delhi with Govt. of. India on behalf of all these associations have been effectively taken up by FOPE and many of them have been resolved successful Laudable Efforts (© FOPEis contributing information of new Pharma policy and to protect the interest of Indian Pharma Industry ‘© FOPE worked hard to protect the interest of Pharma SME sector in the fast changing scenario of globalization where scales and volume matter, helped create the presence of SME sector and their voice heard in New Deli, India FOPE has been working na focused way on the policy decisions of he State/Central Government FOPE has formed 13 sub committees involving technocrats/stakeholders and professionals to deal withthe various issues being faced on day to day basis by the Pharma industries, ‘© Spurious drug guidelines: FOPE was the only bady that took the lead and was most effective in geting the guidelines Issued on the implementation ofthe new amendmentin the drugs and cosmetics act (© FOPE also made a strong case and met various senior officers of Ministry of Finance, Department of Revenue and finally got {favorable clarification onthe availabilty of exemption benefits to Himachal Pradesh and Uttarakhand state's manufacturers FOPE initiated efforts to resolve FDCsissue and helped in getting rlie through legal route FOPE also initiated efforts for continuance of issuance of COPPs from the state licensing authorities (SLA) for the benefits of exporters "© Generic vs. Brand ~ Licensing issues: FOPE got clarifications from CDSCO and helped manufacturers getting rei through legal route © FOPEasa Member of Sub Group of Planning Commission for 12th Five year Plan gave its inputs forthe growth ofthe Pharma industiesin the country ‘© FOPE initiated eforts to raise the issues on practical difficulties being faced on fixation of 2D Bar codes on medicines for track ‘and race system which is natyetin place even inthe counties ike US also. During last 10 years there have been many policy changes in the country which isa threat to the existence ofthe small scale pharma industias. The general body of FOPE faltit appropriate to make FOPE a national body to help connect the Pharma entrepreneurs ofthe county, FOPE welcomes the pharmaceutical industry of the county to become its member and let theie problems be addressed through tis dynamic forum.
