on Tourism and Culture: Fostering Sustainable Development

We, the representatives of Tourism and Culture administrations and heads of delegation of the
member states of the World Tourism Organization (UNWTO) and of the United Nations Educational,
Scientific and Cultural Organization (UNESCO), representatives of UNWTO, UNESCO, international
and regional organizations, academia, private sector, local communities and non-governmental
organizations, gathered on the occasion of the Second UNWTO/UNESCO World Conference on
Tourism and Culture – Fostering Sustainable Development, an official event of the International
Year of Sustainable Tourism for Development 2017, held in Muscat, Sultanate of Oman, on
11–12 December 2017 under the high patronage of H.H. Sayyid Fahd bin Mahmoud al-Said,
Deputy Prime Minister for the Council of Ministers of Oman, with the attendance of the Secretary-
General of the World Tourism Organization (UNWTO) and of the Assistant Director-General for
Culture of UNESCO;
Recalling:
The Siem Reap Declaration on ‘Tourism and Culture – Building a New Partnership Model’ (2015)
that sets out a range of priorities and opportunities for action in the broad field of cultural tourism,
with a particular impact on the United Nations 2030 Sustainable Development Goals;
The UN General Assembly Resolution 70/1 of 25 September 2015 on ‘Transforming our World: the
2030 Agenda for Sustainable Development’ and the 17 Sustainable Development Goals (SDGs);
The UN Resolution A/RES/70/193 declaring 2017 as the International Year for Sustainable Tourism
for Development, a unique opportunity to promote the contributions of tourism and culture as a
21st century human activity to shape a better future for people and planet;
The UNWTO Global Code of Ethics for Tourism adopted by the UNWTO General Assembly in 1999
and endorsed by the UN General Assembly in 2001, that reaffirms that “tourism is a user of the
cultural heritage of humankind and contributor to its enhancement”;
The United Nations Conference on Housing and Sustainable Urban Development held in Quito,
Ecuador, in October 2016 which adopted the New Urban Agenda – a new framework and lays out
how cities should be planned and managed to best promote sustainable urbanization; and
The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions
adopted by the General Conference of UNESCO on 20 October 2005, to protect and promote the
diversity of cultural expressions. The UNESCO Convention concerning the Protection of the World
Cultural and Natural Heritage (World Heritage Convention), adopted by the General Conference of
UNESCO on 16 November 1972, for the protection, conservation and presentation of cultural and
natural heritage with outstanding universal value to all mankind.
1. Strengthen the synergies between tourism and culture and advance the contribution of
cultural tourism to the 2030 Agenda on Sustainable Development and the 17 SDGs by
1.1. Creating a clear vision and defined frameworks at local, national, regional and international
level that foster the coordination and cooperation between tourism and culture stakeholders

1.2. Generating better information on cultural tourism including the use existing data sources
and big data to measure and chart tourism and culture synergies;
1.3. Developing cultural tourism policies that advance the contribution of culture and tourism to
sustainable development and that are aligned with the UN 2030 Agenda;
1.4. Stimulating the engagement of both the private sector and local communities in tourism and
the development of cultural tourism as well as in the preservation of cultural heritage; and
1.5. Promoting a culture of respect among tourists andr local communities, their identities, ways
of living, and beliefs when visiting sites and destinations for purposes of sustainable cultural
tourism.
2. Enhance the role of tourism and culture in peace building and heritage protection, especially
in conflict affected areas by
2.1. Making sustainable cultural tourism more ‘peace-sensitive’ so that it can contribute to
strengthening global citizenship and encouraging visits to peace-related sites, cross-border
travel, exchange visits and religious tourism;
2.2. Promoting experiences of cultures, cultural exchange and dialogue through innovative
tourism models that facilitate the host-guest interaction, value cultural diversity and heritage,
engage and empower local communities;
2.3. Raising awareness of sustainable cultural tourism’s impacts on peaceful societies among
international, national and local stakeholders and conducting further research on tourism’s
role in peace-building, reconciliation and security;
2.4. Integrating sustainable cultural tourism in security systems as a global response to security
concerns and include the protection of heritage into national, regional and international
security frameworks; and
2.5. Underlining the importance of protecting historical heritage sites with shared cultural and
religious values, such as those of Jerusalem, by preserving and improving its social diversity
for the benefit of all its people, that of the wider region and the world.
3.1. Protecting cultural heritage and safeguarding intangible heritage, which is essential to
maintain the attractiveness of tourism destinations;
3.2. Promoting responsible and sustainable tourism management at World Heritage sites;

3.3. Ensuring the engagement of local communities in managing tourism at heritage sites in a
sustainable, responsible and inclusive manner and meeting the aspirations of communities
on safeguarding and transmitting their tangible and intangible culture heritage and values;
3.4. Promoting sustainable tourism management of cultural sites within the principles of effective
visitors management, resource efficiency and the quality of the visitors’ experience; and
3.5. Ensuring the necessary financing for preserving cultural heritage sites and safeguarding
intangible cultural heritage through investments and self-financing models.
4. Encourage a creative and innovative approach for sustainable urban development through
cultural tourism by
4.1. Using new technologies and innovation to support the development of engaging experiences
to raise awareness about tangible and intangible heritage;
4.2. Encouraging innovation in cultural tourism interpretation, products and services through
design of tourism experience for urban cultural heritage tourism;
4.4. Fostering creative business opportunities in cultural tourism and enhancing socio-economic
benefits of creative cities and sustainable urban development, particularly in terms of job
creation and entrepreneurship; and
4.5. Aligning the urban tourism and cultural tourism policies in cities with the New Urban Agenda.
5.1. Integrating natural and cultural heritage policies and management in sustainable tourism
development;
5.2. Creating new methods of promoting the interconnected character of the natural, cultural and
social value of land and seascapes through sustainable tourism;
5.3. Developing and promoting cultural tourism programmes to support sustainable development
of cultural tourism in rural areas, particularly by supporting local SMEs; and
5.4. Promoting national and cross-border thematic interpretive routes and itineraries that maximize
the engagement and benefits for host communities, promote cultural understanding and the
links between culture and nature tourism.
And express their sincere appreciation and gratitude to His Majesty Sultan Qaboos bin Said Sultan
of Oman, as well as the Government of Oman for their warm hospitality and their fundamental

contribution to advance the links between tourism and culture with the aim of promoting a more
sustainable future for all.

Rappelant
La résolution 70/193 de l’Assemblée générale des Nations Unies proclamant 2017 « Année
internationale du tourisme durable pour le développement », laquelle représente une occasion
exceptionnelle de promouvoir les contributions du tourisme et de la culture, en tant qu’activité
humaine du XXIe siècle, à l’avènement d’un monde meilleur pour l’humanité et pour la planète ;
Le Code mondial d’éthique du tourisme établi par l’OMT, adopté par l’Assemblée générale de
l’OMT en 1999 et entériné par l’Assemblée générale des Nations Unies en 2001, réaffirmant la
conception du tourisme entendu comme « utilisateur du patrimoine culturel de l’humanité et
élément contribuant à son enrichissement » ;
La Conférence des Nations Unies sur le logement et le développement urbain durable tenue à
Quito (Équateur) en octobre 2016, qui a adopté le Nouveau Programme pour les villes, nouveau
cadre établissant comment planifier et gérer les villes pour une action optimale en faveur d’une
urbanisation durable ;
1.1. La formulation d’une vision claire de l’avenir et de cadres bien définis aux échelons local,
national, régional et international favorisant la coordination et la coopération entre les parties
prenantes, publiques et privées, du tourisme et de la culture, et les populations locales ;
1.2. La production de meilleures informations sur le tourisme culturel, y compris à partir des
sources de données existantes et des mégadonnées pour mesurer et suivre les synergies
entre le tourisme et la culture ;
1.5. La promotion, auprès des touristes et des populations locales, d’une culture du respect
envers les identités, les modes de vie et les croyances durant les visites de sites et de
destinations à des fins de tourisme culturel durable ;
2.1. L’utilisation accrue du tourisme culturel durable comme instrument en faveur de la paix
pouvant contribuer au renforcement de la citoyenneté mondiale et l’encouragement des
visites de sites en rapport avec la paix, des voyages transfrontières, des visites d’échange
et du tourisme religieux ;
2.2. La promotion des expériences culturelles, des échanges culturels et du dialogue grâce à
des modèles novateurs de tourisme propres à favoriser l’interaction entre les visiteurs et
leurs hôtes, valorisant la diversité et le patrimoine culturels et permettant de mobiliser et
d’autonomiser les populations locales ;
2.3. La sensibilisation des parties prenantes internationales, nationales et locales aux effets du
tourisme culturel durable au bénéfice de sociétés pacifiques et la poursuite des travaux de
recherche sur le rôle du tourisme au service de la consolidation de la paix, de la réconciliation
et de la sécurité ;
2.4. La prise en compte du tourisme culturel durable dans les systèmes de sécurité relevant
de l’action mondiale pour répondre aux préoccupations sécuritaires et l’inclusion de la

2.5. L’accent mis sur l’importance de protéger les sites du patrimoine historique de confluence
de valeurs culturelles et religieuses, comme ceux de Jérusalem, en œuvrant à la préservation
et à l’amélioration de leur diversité sociale pour le bien de tous leurs habitants, des habitants
de la région et de la planète ;
3.2. La promotion d’une gestion responsable et durable du tourisme sur les sites du patrimoine
mondial ;
3.3. L’implication des communautés locales dans la gestion du tourisme sur les sites du
patrimoine de manière durable, responsable et inclusive et la réalisation des aspirations des
communautés en ce qui concerne la sauvegarde et la transmission de leurs valeurs, de leur
culture et de leur patrimoine matériel et immatériel ;
3.4. La promotion d’une gestion touristique durable des sites culturels selon les principes de
gestion efficace de la fréquentation touristique, d’utilisation rationnelle des ressources et de
qualité des expériences de visite ; et
3.5. L’obtention des financements nécessaires à la préservation des sites du patrimoine culturel
et à la sauvegarde du patrimoine culturel immatériel sous forme d’investissements et de
formules d’autofinancement ;
4.1. L’utilisation des nouvelles technologies et de l’innovation pour proposer des expériences
engageantes de sensibilisation au patrimoine matériel et immatériel ;
4.2. L’encouragement de l’innovation dans l’interprétation, les produits et les services de tourisme
culturel grâce à la conception d’expériences touristiques de découverte du patrimoine
culturel urbain ;
4.5. L’alignement des politiques de tourisme urbain et de tourisme culturel sur le Nouveau
Programme pour les villes ;
5. Explorer les interconnexions entre culture et nature dans le tourisme durable, moyennant
5.2. La création de nouvelles méthodes pour faire valoir l’imbrication de la valeur naturelle, de la
valeur culturelle et de la valeur sociale des paysages terrestres et marins grâce au tourisme
durable ;
Et exprimons nos sincères remerciements et notre gratitude à Sa Majesté le Sultan Qabous bin
Saïd, Sultan d’Oman, ainsi qu’au Gouvernement omanais pour leur hospitalité chaleureuse et
leur contribution fondamentale au développement des liens entre le tourisme et la culture dans
l’optique d’un avenir plus durable pour tous.

Recordando:
La «Declaración de Siem Reap sobre turismo y cultura: por un nuevo modelo de asociación»
(2015), que establece una serie de prioridades y oportunidades de acción en el amplio campo
del turismo cultural, con especial incidencia en los Objetivos de Desarrollo Sostenible de las
Naciones Unidas para 2030;
La resolución 70/193 de las Naciones Unidas por la que se proclama 2017 como Año Internacional
del Turismo Sostenible para el Desarrollo, una oportunidad única de promover las aportaciones
del turismo y la cultura como actividades humanas del siglo XXI capaces de configurar un mejor
futuro para las personas y para el planeta;
El Código Ético Mundial de la OMT para el Turismo, adoptado por la Asamblea General de la OMT
en 1999 y hecho suyo por la Asamblea General de las Naciones Unidas en 2001, que reafirma
que el turismo es un «factor de aprovechamiento y enriquecimiento del patrimonio cultural de la
humanidad»;
1. Reforzar las sinergias entre el turismo y la cultura e impulsar la contribución del turismo
cultural a la Agenda 2030 para el Desarrollo Sostenible y los 17 ODS mediante:
1.1. la creación de un proyecto de futuro claro y unos marcos definidos a escala local, nacional,
regional e internacional que fomenten la coordinación y la cooperación entre los agentes del
turismo y la cultura de los sectores público y privado, así como de las comunidades locales;
1.2. la generación de mejor información sobre el turismo cultural, incluida la utilización de las
fuentes de datos y los macrodatos existentes para medir y cartografiar las sinergias del
turismo y la cultura;
1.4. la estimulación del compromiso del sector privado y las comunidades locales con el turismo
y el desarrollo del turismo cultural, así como con la conservación del patrimonio cultural; y
1.5. la promoción de una cultura del respeto entre los turistas y las comunidades locales de sus
identidades, formas de vida y creencias en las visitas a sitios y destinos con fines de turismo
cultural sostenible.
2.1. el impulso de una mayor sensibilización respecto a la paz en el ámbito del turismo cultural
para que este pueda contribuir a reforzar la ciudadanía global y el fomento de las visitas
a sitios relacionados con la paz, los viajes transfronterizos, las visitas de intercambio y el
turismo religioso;
2.2. la promoción de experiencias de culturas, del intercambio cultural y del diálogo a través de
modelos de turismo innovadores que faciliten la interacción entre anfitriones y huéspedes,
valoren la diversidad cultural y el patrimonio y fomenten la participación y el empoderamiento
de las comunidades locales;
2.3. la sensibilización de los agentes internacionales, nacionales y locales respecto a los efectos
del turismo cultural sostenible en unas sociedades pacíficas y la realización de nuevas
investigaciones sobre la función del turismo en la consolidación de la paz, la reconciliación
y la seguridad;
2.4. la integración del turismo cultural sostenible en los sistemas de seguridad como respuesta
mundial a las preocupaciones por la seguridad y la inclusión de la protección del patrimonio

2.5. la insistencia en la importancia de proteger los sitios del patrimonio histórico con valores
culturales y religiosos compartidos, como Jerusalén, preservando y mejorando su diversidad
social por el bien de todos sus habitantes, de la región y del mundo entero.
3.1. la protección del patrimonio cultural y la salvaguarda del patrimonio inmaterial, que es
esencial para mantener el atractivo de los destinos turísticos;
3.2. la promoción de una gestión responsable y sostenible del turismo en los sitios del Patrimonio
Mundial;
3.3. la participación de las comunidades locales en la gestión del turismo en los sitios del
patrimonio de manera sostenible, responsable e inclusiva y la satisfacción de las aspiraciones
de las comunidades sobre la salvaguarda y la transmisión de su patrimonio cultural material
e inmaterial y sus valores;
3.4. la promoción de la gestión del turismo sostenible de los sitios culturales siguiendo los
principios de la gestión efectiva de los visitantes, el uso eficiente de los recursos y la calidad
de la experiencia de los visitantes; y
3.5. la obtención de la financiación necesaria para conservar los sitios del patrimonio cultural
y salvaguardar el patrimonio cultural inmaterial mediante inversiones y modelos de
autofinanciación.
4. Alentar un enfoque creativo e innovador para un desarrollo urbano sostenible a través del
turismo cultural mediante:
4.2. el fomento de la innovación en la interpretación, los productos y los servicios del turismo
cultural a través del diseño de la experiencia turística para el turismo del patrimonio cultural
urbano;
4.3. la promoción de experiencias de turismo cultural que tengan en cuenta la diversidad cultural;
4.5. la armonización de las políticas de turismo urbano y de turismo cultural en las ciudades con

5.2. la creación de nuevos métodos para promover el carácter interconectado del valor natural,
cultural y social de los paisajes terrestres y marinos a través del turismo sostenible;
